K. Consideration of an ordinance amending Title 4, Chapter 11 ,
Section 1 of the City Code, by deleting the present definition
of billiard hall and by adding another definition of billiard
hall, and declaring an emergency.
L. Consideration of setting a date and time for the public hearing
of the block zoning of an area bounded by State Highway 157,
Glade Road, Airport property line, and Hughes Road.
M. Consideration of granting the Dallas/Fort Worth Regional
Airport Board a temporary alcoholic beverage permit for

N. Public Hearing of the proposed annual budget for the fiscal

The Invocation was given by Councilman Parker.
Councilman Dilg moved to approve the minutes of the August
21 , 1973, meeting as presented by the City Secretary. Council-
man Dalton seconded the motion. The motion prevailed by the
following vote:
Ayes: Tate, Dalton, Eidson, Parker, Conine, Pittard, Dilg
Noes: None
Mayor Tate stated that due to the length and subject matter
of the Council agenda, he would ask the Council to consider
the proposed zoning amendment ordinances first.

The City Secretary introduced an ordinance amending Ordinance
No. 70-10, a Zoning Ordinance, granting a zoning change on
two tracts of land in the J.R. Doss Survey from "R-1" to "I-1"
Light Industrial District, for consideration by reading the
caption 7.1 3-
Councilman Dalton moved to adopt the ordinance on second and
final reading. Councilman Eidson seconded the motion. The
motion prevailed by the following vote:

AN ORDINANCE AMENDING ORDINANCE NO. 70-10, A ZONING
ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS, GRANTING
A ZONING CHANGE ON TWO TRACTS OF LAND IN THE J.R. DOSS
SURVEY, ABSTRACT NO. 440, IN THE CITY OF GRAPEVINE,
TEXAS, AND MORE FULLY DESCRIBED HEREIN; AND ORDERING
A CHANGE IN THE USE OF SAID PROPERTY: TRACT (A) FROM
"R-1" TO "I-1" LIGHT INDUSTRIAL DISTRICT; TRACT (B)
FROM "R-1" TO "I-1" LIGHT INDUSTRIAL DISTRICT; CORRECT-
ING THE OFFICIAL ZONING MAP; PRESERVING ALL OTHER

The Assistant City Manager briefed the Council on the mobile home
permit application for the National Rigging Company, 606 Fort
Worth Highway. He stated the Planning & Zoning Commission has
recommended approval of the application. He also stated the
Building Inspector has approved the mobile home as complying
with all city codes.
Councilman Eidson moved to accept the Planning & Zoning
Commission' s recommendation to approve the mobile home permit
application. Councilwoman Conine seconded the motion. The
motion prevailed by the following vote:
Ayes: Tate, Dalton, Eidson, Parker, Conine, Pittard, Dilg
Noes: None
The City Secretary introduced an ordinance amending Ordinance
No. 70-10, a Zoning Ordinance, granting a- zoning change on a
tract of land in the Ambrose Foster Survey and part of Block
A, Clearview Park Addition, from "R-1" to "SP" Specific Use
Permit District - Health Center, for consideration by reading
the caption.
The Assistant City Manager briefed the Council on the zoning
application , and stated that the site plan had not been received
in order for it to be incorporated in the proposed ordinance.
Councilman Parker moved to accept the Planning & Zoning Com-
mission ' s recommendation to approve the zoning application and
adopt the ordinance on first reading, with the site plan to be
attached to the ordinance. Councilman Eidson seconed the mo-
tion. The motion prevailed by the following vote:
Ayes: Tate, Dalton, Eidson, Parker, Conine, Dilg
Noes: None

AN ORDINANCE AMENDING ORDINANCE NO. 70-10, A ZONING

Commission' s recommendation to approve a replat of four

Mayor Tate tabled consideration of the City of Southlake' s
request to annex property within the City of Grapevine's
extraterritorial jurisdiction.
Mayor Tate recessed the meeting at 8:45 p.m.
The meeting reconvened at 9:05 p.m. , with the following members
present: Tate, Dalton, Eidson, Parker, Conine, Pittard, Dilg.
Councilman Dalton, chairman of the committee to investigate
the operations of the Fire Department, presented Mayor Tate
their findings in the form of a report.
At the request of Mayor Tate, the City Secretary read the
report as follows:

SUBJECT: Report of Findings and Recommendations Concerning
i Administrative Policies and Operations of the
Grapevine Fire Department.
In compliance with your request we the undersigned,
functioning as an official appointed committee have
investigated the operation and administrative policies
of the Grapevine Fire Department. The investigation
was prompted by a petition submitted by (17) firemen
whereby they stated dissatisfaction with the administra-
tive and functional operations of the department. It
should be noted that five of the signees subsequently
requested removal of their names by letter because they
felt that they were misinformed or did not understand
the intent of the petition.
SCOPE:
All members of the department were given the opportunity
to state their views and to quote facts to substantiate
their opinion. A large percentage both voluntary and
paid were contacted, their complaints noted and the
facts investigated as to the validity of the complaint.
MEM We felt that we interviewed a representative section of

the department, including voluntary/paid and new members
versus those with considerable longevity.
FACTS ASCERTAINED:
The Committee found that there were some justifiable
complaints but, also found that there were charges that
could not be verified and appeared to be unwarranted.
It should be noted that we have made no attempt in our
report to segregate the complaints from the voluntary
men versus the paid men. Our approach was based on the
department as a whole and how it functions to meet the
needs of the City. A majority of the complaints revolved

around the condition of equipment, the lack of adequate
equipment and the manner in which the various training
programs were conducted. With the exception of some
minor instances the department was found to be ade-
quately equipped if not more so than other cities com-
parable in size. It should be noted that our citizens
enjoy a (10) percent fire record insurance credit
which is of substantial savings. The representative
of a large insurance company writing business in this
area felt our community better equipped than many
other cities of its size. For example the City of
Fort Worth with all their fire fighting equipment
and techniques has no fire credit, which means we
have a (10) percent lower rate factor than our large
neighbor.
After extensive investigation the prime underlying
factor appeared to be a large department of both paid
and non-paid personnel having a voluntary non-paid
administrative head. This is the only department of
any consequence in our city that has such a unique
situation. This tends to create a poor line of com-
munications from the Council to the City Manager to
the department head and to the men. We feel that other
type complaints basically stemmed from the above re-
ferenced problem and therefore further discussion in
this area would be meaningless and be unjustly critical
of a fine organization.
Our investigation further revealed the Chief to be of
the highest integrity, knowledgeable, compassionate
and understanding of the importance of the Fire De-
partment to the City of Grapevine.
RECOMMENDATIONS:
After a careful review and study of all pertinent facts
brought out by the investigation we feel that it is
imperative that this department be reorganized with a
full time paid Chief and we further recommend that the
Council proceed immediately to accomplish this. Our
recommendations are based on our feeling that a mixed
department of paid and voluntary men should come directly
under the control of a paid departmtne head. This would
improve communications between the Council in establishing
policies and the City Manager in administering such policy
and the Chief in fulfilling these requirements. Also,
the opening of the new Regional Airport and increased
construction in the City further necessitates strengthening
the department at this time. In addition to a full time
Chief we feel there should be a paid assistant in order
to provide adequate supervision at all times.
If the City Council accepts our recommendations it is
suggested that the City Manager have the paid Chief
immediately survey the type and condition of all of
the fire fighting and safety equipment and make a re-
commendation to the Council. It is further recommended
that the Chief be budgeted an allowance to be determined
by the Council, to purchase, repair, or refurbish equip-
ment to bring the department to the standards that he
deems necessary. Such expenditures should be done thru
and with the approval of the City Manager.

We have allowed for increased paid personnel and
capital-operated expenditures in our 73-74 budget,
therefore it is our recommendation that an immedi-
ate survey by the City Manager be made of the exist-
ing living area and the conditions of environment
now being provided the paid firemen and that the
quarters be refurbished, new furniture and fixtures
purchased and insure that they are maintained in a
good condition at all times.
CONCLUSION;
We strongly feel that the Council should give serious
consideration to the above recommendations immedi-
ately for the benefit of the community.
In making the recommendation for a paid Chief we
strongly urge the Council to take into consideration
the following facts before making a formal decision
in the type of person to be employed. If someone
within our current department were employed he would
have a current knowledge of the existing personnel
and a geographical understanding of the area. On the
other hand the hiring of a highly qualified person
outside of our local department would be more freely
inclined to take a non-partisan approach to the
problems and not be as susceptible to undue pressure
created from within the City.
The Grapevine Fire Department has long been the
unheralded protectors of our community, and we
believe beyond a doubt, the citizens of Grapevine
tremenduously benefit from one of the finest Fire
Departments in the entire area. After reviewing
our findings we were most appreciative to all the
men of our department and recommend that the Mayor
and Council extend a vote of appreciation to them.
The Chief of the Fire Department has given many years
of untiring service and sleepless nights to watch
over us and protect us. We the committee could
find no words adequate to express our feelings of
gratitude for his services.
It should be brought to the attention of all those
concerned that hiring a paid Chief has been under
consideration for the past three years and the
petition, per-se, had no bearing on the findings
and recommendations of the committee.
MEM We trust that the Mayor and the Council recognize and
give due consideration to our recommendations. We
sincerely hope that we have fulfilled the obligation
placed upon us.

AN ORDINANCE AMENDING TITLE 4, CHAPTER 11 , SECTION 1
OF THE CITY CODE OF THE CITY OF GRAPEVINE, TEXAS, BY
DELETING THE PRESENT DEFINITION OF BILLIARD HALL
AND ADDING ANOTHER DEFINITION OF BILLIARD HALL; PRO-
VIDING A SEVERABILITY CLAUSE; AND DECLARING AN EMER-
GENCY.
Definition:
"Billiard Hall shall mean and include any building,
room, place or establishment of any nature or king
whatsoever and by whatever name called, where billiard
tables or any type of three or more coin-operated
machines used primarily for purposes of amusement or
entertainment are operated for profit whether the
same be operated in connection with any other lawful
business or not, save and except religious, charitable
or educational organizations authorized to operate
in that capacity under the laws of the State of Texas.
This definition shall specifically exclude coin-oper-
ated machines commonly known as "jukeboxes" if said
machines amuses and entertains by playing recordings
of music only and does not have any other amusing or
entertaining feature.+'
Councilman Eidson moved to set October 9, 1973, 7:30 p.m. ,
at the City Hall, has the time and place of a public hearing
for the proposed rezoning of a block of land bounded by:
Highway No. 157, Glade Road, D/FW Airport property line, and
Hughes Road. Councilman Dilg seconded the motion. The motion

Mayor Tate tabled the consideration of granting the Dallas/
Fort Worth Regional Airport Board a temporary alcoholic
beverage permit for September 20, 21 , 222 23, 1973.
Mayor Tate opened the public hearing on the proposed budget
for the fiscal year 1973-74.
The City Manager presented the proposed budget to the City
Council. He stated the proposed budget used a tax rate of
($1 .30) , the same rate used last year, per ($100.00) of
assessed valuations which is (60%) of the fair market value.
He presented the following summary:
