CITY OF GRAPEVINE �
The City Council and Planning 6 Zoning Commission of the
City of Grapevine, Texas, convened in special joint meeting
at 7:55 p . m. , on this the 6th day of December, 1973, with
the following members present, to-wit:
William D. Tate Mayor
Doil Dalton Councilman P1 . #1
Tommy Eidson Councilman P1 . #2

Mayor Tate called the meeting to order.
The Invocation was given by Harlen Joyce.
Tom Dingler, architect o� "382 Regional Place" office complex,
briefed the Council and Planning � Zoning Commission on the
proposed preliminary p�at, which contains 2.74 acres.
[Located on E. Dallas Road at Loop 382]
The Assistant City Manager stated the City Engineer had made
the �ollowing recommendations :

Review of Preliminary Plat
Gentlemen:
In reviewing tf-ie preliminary layout for 382 Regional Place,
we make the �ollowing recommendations :
1 . The proposed Regional Parkway Street shoUld be dedicated
all the way from Minters CI-�apel Road to Loop 382 or there will
need to be a water line easement for that part that is not
dedicated to Minters Chapel Road.
2. I� the proposed street is to permit parking, then we would
recommend a 60 foot street R.O .W. with a 41 foot back to back
of curb, paved street.
3. The sewer line easement should go all the way from Minters
Chapel Road to Loop 382.
4. When tl-ie plans and specifications are submitted for con-
struction of water lines, sewer lines and streets, we recommend
that the water and sewer lines be laid all the way between
Minters CI-iapel Road and Loop 382.
5. The plat should sl-iow:
a. the building or set-back line
b. the subdivisions around the proposed subdivided area

The Assistant City Manager stated Mr. Dingler hed replied to
the City Engineer°s recommendations as follows:
Re : 382 Regional Place
Gentlemen:
We are submitting under separate cover , five copies of the
revised preliminary plat for the above ref erenced subdivision .
The comments you received from your consulting Engineer are
answered as follows : �
1 . TI-ie water line easement is shown to go to Minters Chapel '
Road. '
2. On street parking is not desired. ';
3. The sewer line easement has been extended all the way to �
Loop 382.
4. a. TI-ie building set-back line, as stated in the zoning
ordinance, is 15 f eet at the rear. No other criteria is listed.
Tt-�e 15 f eet is not shown on the plat and it is requested thet
this be enforced at the time we apply for a building permit. i
b. Sunshine Harbor Addition has been shown as much as �,
possible without redrawing the street. '
c. You have previously been �urnished a print showing the
expected future uses of the remaining land.
As discussed in your o��ices on November 28, 1973, with you and
Mr. Vinson, the Planning � Zoning Commission will review this �
preliminary plat on December 6, 1973, at 7 :30 p.m. �

Planning � Zoning Commission : Joe Kennedy moved to recommend
approval of the preliminary plat [382 Regional Place]. Jerry
Jordan seconded the motion. The motion prevailed by the �oll-
owing vote : i
Ayes : ware, Joyce, Kennedy, Stiles, Jordan
Noes : None
Absent: Emery

Mayor Tate and Councilman Eidson stated tl-�ey were disqualifing
themselves from consideration of the preliminary plat.
CITY COUNCIL: Councilman Dilg moved to approve the preliminary
plat of 382 Regional Place. Councilwoman Conine seconded the
motion. The motion prevailed by the �ollowing vote:
Ayes: Dalton, Parker, Conine, Dilg
Noes : None
Abstain : Tate, Eidson
Absent: Pittard
Mayor Tate opened the public hearing on zoning application
[Z-73-34] , the City of Grapevine requesting block zoning
on a tract oF land in the Thomas Mahan SUrvey, from "R-1 "
Single-Family District to "R-3" Multi-Family District.
� The Assistant City Manager briefed the Council and Planning
I � Zoning Commission on tf-�e zoning application. He stated
the city planner had made the following statement regarding

We regret that this fine section oP Grapevine has started
taking the character of a multi-f amily residential district.
It is one of the best single �amily areas in Tarrant County.
However, the direction your city wishes to take is entirely
a pol.icy for tl-ie Council and we woUld not wish to categorically
state that apartment zoning should not prevail in this area.
It would seem advisable to include a discussion o� the City's
desires on housing development in our goals review within
the next few weeks.
In the meantime, we would be hesitant to recommend refusal
of this multi-�amily zoning request since a number of tracts
in tl-ie area are already so zoned; however, the long term
good of tf-iis zoning for the Grapeving citizens is certainly
debatable.
