CINDY JA AICP PLANNERI DEVELOPMENT SERVICES SITE PLAN REVIEW COMMITTEE OCTOBER 24, 2001 � ��; ' STATE OF TEXAS ��� _ COUNTY OF TARRANT _ CITY OF GRAPEVINE The Site Pian Review Committee of the City of Grapevine, Texas met in Session, on this the 24t" day of October, 2001, in the Director of Development Services Office, 200 South Main Street, 1 St Floor, Grapevine, Texas with the following members present-to-wit: Larry Oliver Chairman Roy Stewart Vice Chairman H. T. (Tommy) Hardy Director of Development Services constituting a quorum, and the following City Staff: Ron Stombaugh Planner II Pamela Huntress Planning Secretary CALL TO ORDER Chairman Oliver called the meeting to order at 9:05 a.m. �..h PUBUC HEARWG CONDITIONAL USE REQUEST CU01-59 — HOOTERS First for the Committee to consider was Conditional Use Request CU01-59 submitted by Grapevine Wings, Ltd. for property located at 1711 Cross Roads Drive and platted as Lot 2, Block 2, The Crossroads of DFW. The applicant was requesting to amend the previously approved site plan of CU99-18 (Ord. 99-72) for a planned commercial center with the possession, storage, retail sale and on-premise consumption of alcoholic beverages (beer, wine, and mixed drinks) in conjunction with an existing restaurant, specifically for interior and exterior revisions and a 40 foot pole sign. The applicant was requesting the following revisions to the approved floor plan: • Rearranging the kitchen area, specifically, removing the grills along the windows in the lobby, and removing the "Chef s line"; • An expansion of the beer cooler into the patio area, removing 2.5 tables from the patio ; area; and i • Replacing several booths in Dining Room B with tables. 102401 � SITE PLAN REVIEW COMMITTEE OCTOBER 24, 2001 '�: , This application includes a request to revise the building elevations as well. These revisions include: • The placement of new canvas awnings above the windows; • The addition of two new windows on the front of the building, and one new window on both the right and left sides of the building. • The addition of a new overhead door on both the front and back of the building as well as on the right side of the building. • The replacement of four windows with overhead doors on the right side of the building and the replacement of two windows with overhead doors on the back of the building. The applicant was also requesting to move the previously approved fo�ty-foot pole sign from its current location along Crossroads Drive to a new location along State Highway 121. When Logan's Roadhouse vacated the site, they took the sign cabinet off the pole located along Crossroads Drive and left the pole. The property owner requested that Hooter's leave the existing pole on the site. The owner plans to re-plat the property in the future to include � the pole sign on the adjacent lot. If the Committee approves the new location of the pole sign, a note will be added to the site plan specifying that the only pole sign allowed on this � site will be located along S.H. 121. There was discussion regarding the existing pole sign and the location of the requested sign. It was noted that the new location request would be consistent with the existing signs along State Highway 114. Mr. Stewart moved, with a second by Mr. Hardy, to approve Conditional Use Request �U01-59 with the stipulation the applicant complete the removal of the existing pole sign. The motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None CONDITIONAL USE REQUEST CU01-61 —TGI FRIDAY'S RESTAURANT Next for the Committee to consider was Conditional Use Request CU01-61 submitted by Merriman and Associates for property located at 1041 State Highway 114 West and platted as Lot 2R, Block 1, Crossroads of DFW. The applicant was requesting a conditional use permit to amend the previously approved site plan of . for a planned commercial center to allow the possession, storage, retail sale and on-premis consumption of alcoholic beverages (beer, wine, and mixed drinks) specifically, for interi and exterior renovations. ���. .� _ �q$� �a �0�p. �S��r� 102401 2 SITE PLAN REVIEW COMMITTEE � OCTOBER 24, 2001 ' The application under consideration includes a request for the following revisions to the restaurant floor plan: • A change of the type of booths located within the bar and main dining room; • The placement of larger tables within the Dining Room and the Cafe room; • The removal of three knee walls with windows currently located in the Main Dining room and between the Dining Room and the Main Dining Room; and • The replacement of some tables in the Cafe with booths, and smaller tables with larger tables. The proposed revisions to the building elevations include: • Using a gold travertine veneer at the entrance; • Placing a curved metal canopy above the entry doors; • The addition of backlit decorative stained glass panels above the windows; ��:�� • The use of black awnings above the windows; �,� • Decorative architectural metalwork will be placed above the entrance and • A new wall sign will be mounted on the decorative architectural metalwork located above the entrance. The existing forty-foot pole sign will be replaced with the sign shown on Page 7 of the exhibit. Mr. Hardy moved, with a second by Mr. Stewart, to approve Conditional Use Request CU01-61, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None END OF PUBLIC HEARING CONSIDERATION OF MINUTES �... , 102401 3 SITE PLAN REVIEW COMMITTEE OCTOBER 24, 2001 Next for the Committee to consider were the minutes of the September 26, 2001 Site Plan Review Committee.
