The Site Plan Review Committee of the City of Grapevine, Texas met in Session, on this the
28tn day of April, 2004, in the Director of Development Services Office, 200 South Main
Street, First Floor, Grapevine, Texas with the following members present-to-wit:

CALL TO ORDER
Chairman Oliver called the meeting to order at 9:00 a.m.
�`" CONDITIONAL USE REQUEST— CU04-16 —SEWELL CADILLAC
First for the Committee to consider was Conditional Use Request CU04-16 submitted by
Chip Besio for property located at 1001 East State Highway 114 and platted as Lot 1, Block
1, Wallcon Addition. The applicant was requesting to amend the previously approved site
plan of CU02-52 (Ord. 02-98) for an automobile dealership with sales and service of new
and used vehicles, specifically to increase the size of the existing pole sign and to install an
eight foot chain link fence on the north and east side of Phase I.
Originally, Conditional Use Request CU02-52 (Ord. 02-98) was approved at the December
17, 2002 meeting for an automotive dealership with one 20-foot and one 26-foot pole sign.
The 20-foot pylon sign with signage specific to the Cadillac dealership is located at the
northeast corner of the State Highway 114 service road and Minters Chapel Road. The 26-
foot pylon sign, specific to the Saab dealership, is located further east of the intersection
along State Highway 1.14.
On June 25, 2003, the Site Plan Review Committee approv�d Conditional Use Request
CU03-20, specifically to reconfigure the site plan relative to the changing of phase lines
between Phase I and 2 of the proposed Cadillac/Saab dealership and a future dealership,
relocation of the westernmost drive along the State Highway 114 further east to comply with
* TXDOT requirements and also relocate the northernmost drive along Minters Chapel Road

to improve internal circulation. In addition a covered display area was approved on the west

side of the dealership.
With this request the applicant proposed to increase the size of the pole sign designated for
the Cadillac dealership from 20-feet to 33-feet. In addition, the applicant proposed to utilize
an eight foot chain-link fence along the northern and eastern boundaries of the secured
inventory rather than the ornamental wrought-iron style fence originally proposed. Wrought-
iron fencing will still be utilized along the western edge of the inventory area that will be
visible from Minters Chapel Road.
Mr. Stombaugh contacted Chip Besio, the applicant, and conferenced the call into the
meeting. Mr. Besio explained to the Committee that the requested sign was the current
prototype sign used by Cadillac. Mr. Besio stated concern for availability of other sized
signs. Mr. Besio said that he would gather the information and contact Ron at a later time.
There was discussion regarding the size of the existing pole signs and neighboring signs
relative to the height of the requested sign. Mr. Hardy noted that the neighboring Lexus sign
is 22 feet in height, while the Saab sign is 26 feet in height.
Mr. Hardy moved, with a second by Mr. Stewart, to approve Conditional Use Request
CU04-16 with the stipulation that size of the pole sign be limited to 26 feet, and the motion

CONSIDERATION OF MINUTES
Next for the Committee to consider were the Site Plan Review Committee minutes of March
24, 2004 meeting.
Mr. Hardy moved, with a second by Mr. Stewart, to approve the minutes of March 24, 2004
Site Plan Review Committee and the motion prevailed by the following vote:
Ayes: Oliver, Stewart, and Hardy
Nays: None
ADJOURNMENT
With no further business to discuss, Mr. Hardy moved, with a second by Mr. Stewart, to
adjourn the meeting at 9:21 a.m. and the motion prevailed by the following vote:
