District. [Smith, Cain, Cox 5 Garcia Block Zoning] :
[The Planning � Zoning Commission took no action on
this zoning application; will require a 3/4 majority
vote to approve the ordinance--ruling of the City Attorney]
B. Consideration of an ordinance amending Title 1 , Chapter
13, of the City Code, by adding the Fire Department [paid]
to participate in the Texas Municipal Retirement System,
on an emergency basis.
C. Review tabulatioh o� bids for a brush chipper.
D. Consideration o� an ordinance vacating an alley North
of Lots 1 , 2, 3 , 4; Block z; Lucas Addition , on an

The City Council of the City of Grapevine , Texas, convened
in regular meeting at 7:44 p . m. , on this the 18th day o� �
December , 1973, with the following members present, to-
wit:
William D. Tate Mayor

Mayor Tate called tt-�e meeting to order.
The Invocation was given by Councilman Parker.
Councilman Parker moved to approve the minutes of the
`� November 13, 20, 27, 1J73, meetings, as presented by the
City Secretary. Councilwoman Conine seconded tf-ie motion. �
The motion prevailed by the following vote :
Ayes : Tate, Pittard, Parker , Conine, Dilg
Noes : None
Absent: Dalton, Eidson
Mayor Tate opened the public I-iearing on a rate adjustment
request by Texas Power � Ligl-it Company.
Charles Page , District Manager o� TP�L, spoke on behalP o�
the request. He stated the rate increase request is only
the second in the company's sixty-one year I-iistory. He
stated TP�L has given several rate decreases.
Mr. Page stated TP�L is �aced with increased f uel costs ,
whicl-� increases the cost per KWH. He stated TP6L paid
[26. 82�] per million cubic f eet o� gas in 1972, whereas
today they are paying between [70� and 9b�]. He stated
�uel oil cost [$7. 00] per barrel last year , today ($11 . 00) ,
with f utures selling for [$17. 00]. He stated due to the
higl-i gas and oil costs , TP�L is currently building lignite
power plants and an atomic power plant. '

Councilman Dalton arrived at 7 :51 p . m. �
� Mr. Page stated the average rate increase would be [10%].
� He stated TP�L is increasing the franchise tax �rom [2%]
to [3%] of the gross receipts.
With no further discussion on the rate adjustment request
by Texas Power � Light Company , Councilman Oilg moved to
close the public hearing. Councilman Parker seconded the
motion. The motion prevailed by the �ollowing vote :

Councilman Dilg moved to instruct the City Attorney to draPt
an ordinance granting a rate adjustment to Texas Power � Light
Company. Councilman Dalton seconded the motion. The motion
prevailed by the following vote :
Ayes : Tate, Dalton , Pittard, Parker , Conine, Dilg
Noes: None
Absent: Eidson
The City Manager stated his recommendation regarding the
employment o� a paid Fire CI-iief as �ollows:
To : The Mayor and City Council
In July of this year a p etition was given to Mayor
Tate by several firemen expressing their dissatis-
�action witl-� the Fire Department.
Af ter reviewing this petition, Mayor Tate appointed
a committee, composed o� three Council members ,
charged with the responsibility to investigate
the operation and administrative policies of the
Grapevine Fire Department.
In September, 1973, the committee made its report
to the Mayor and Council , stating there were some
justi�iable compleints , but, also found that there
were charges that could not be veri�ied and appeared
to be unwarranted.
In our budget �or the fiscal year 1973-74, which
was adop ted on September 4, 1973, there was included
a total of nine [9) men to be employed in our Fire
Department, a Fire Chie� , Assistant CI-iief and seven
[7) other firemen.
Advertisement was placed in the local papers along
with the Fort Worth and Dallas papers stating that
the City of Grapevine was accepting applications
' for a Fire Chief. We received several applications.
After the applications had beer� reviewed by our
committee and myself and af ter due consideration
and recommendations submitted by the committee,
I would like to recommend to the Mayor and Council
that J.C. Greener be appointed as our �irst paid
Fire Chief.

Councilman Parker moved to accept the City Manager's
recommendation and hire J.C . Greener as the city's first
paid Fire CI-iief. Councilman Pittard seconded the motion.
The motion prevailed by the following vote:

The City Secretary introduced an ordinance granting a
rate adjustment to General Telephone Company , for consideration
by reading the caption. [Passed on first reading - Dec. 14, 1973]
Councilman Dalton moved to adopt the ordinance on second and
�inal reading. Councilman Dilg seconded the motion.

DESCRIBED HEREIN; ORDERING A CHANGE IN THE USE
• OF SAIO PFIOPERTY FROM "R-1" TO "R-3" MULTI-FAMILY
DISTRICT; CORRECTING THE OFFICIAL ZONING MAP;
PRESERVING ALL OTHEFi PORTIONS OF THE ZONING
ORDINANCE; PROVIDING A SEVERABILITY CLAUSE;

Mayor Tate recessed the meeting at 8 :52 p. m.
The meeting reconvened at 9: 14 p . m. , with the following

�The Council considered zoning application (Z-73-34] , the
block zoning of a tract of land in the Thomas Mahan Survey,
from "R-1 " Single-Family District to "R-3" Multi-Family
District. [Smith, Cain, Cox, Garcia - Dove Road)
Mayor Tate stated the Planning � Zoning Commission took no
action on this zoning application, therefore, tl-ie City Attorney
has ruled a 3/4 majority vote o� the Council will be required
to approve the request.
TI-ie Assistant City Manager brief ed the Council on the zoning
application.

Councilman Dalton moved to instruct tl-�e City Attorney to
' draf t an ordinance granting the zoning change. Councilman
Parker seconded the motion. The motion prevailed by the
�ollowing vote:

The City Manager brief ed the Council on a proposed ordinance
which would include Fire Department employees excepting
volunteer firemen in the participation in the Texas Municipal
Retirement System.
Councilman Parker moved to adop t the ordinance. Councilman

OF GRAPEVINE, TEXAS; ANO AMENDING TITLE 1 ,
CHAPTER 13 OF THE CITY CODE OF THE CITY OF
GRAPEVINE ACCORDINGLY ; PROVIDING FOR PARTI- �
CIPATION IN THE SUPPLEMENTAL BENEFITS FUNO
OF THE TEXAS MUNICIPAL RETIREMENT SYSTEM BY
ALL DEPARTMENTS OF THE CITY GOVEFiNMENT WHICH
PARTICIPATE IN THE TEXAS MUNICIPAL RETIREMENT
SYSTEM; PROVIDING FOR PAYMENT OF THE CITY'S

The City Manager stated Jesse Williamson, Director o� Public
Works , recommended the bid of Asplundh Tree Expert Company.
Councilman Dilg moved to award tl-ie contract to Asplundl-i Tree
Expert Company in tl-ie amount of [$3,850. 00] for a brush chipper.

Councilwoman Conine seconded the motion. The motion prevailed
by the following vote:

The Assistant City Manager briefed the Council on a request
by Don Gerschick to vacate an alley in the W.C. Lucas Ad-
dition. He stated releases had been received from all
utility companies.
Councilman Dilg moved to adopt an ordinance vacating an
alley in the W. C. Lucas Addition. Councilman Pittard
seconded the motion. The motion prevailed by the �ol-
lowing vote :
Ayes : Tate , Dalton , Pittard, Parker , Conine, Dilg
Noes: None
