SITE PLAN REVIEW COMMITTEE MEETING

In accordance with Orders of the Office of the Governor of the State of Texas the Site Plan Review
Committee will conduct the meeting scheduled at 8:00 am on December 2, 2020 in the Planning and
Zoning Conference Room at 200 South Main Street, by telephone conference in order to advance the
public health goal of limiting face-to-face meetings (also called "social distancing") to slow the spread
of the Coronavirus (COVI D-1 9).
There will be no public access to the location described above.
This supplemental written notice, the meeting agenda, and the agenda packet are posted online at
www.grapevinetexas.go .
The public toll -free dial -in number to participate in the telephonic meeting is 1-210-469-4097. The
audio conference PIN is 594 251 185#.
The public will be permitted to offer public comments telephonically as provided by the agenda and as
permitted by the presiding officer during the meeting. Starting at 8:00 am on Tuesday, December 1 st
citizens can submit a Citizen Appearance request form from the City's website at
hftps://www.grapevinetexas.gov/89/Agendas-Minutes. During the meeting, the names of those that
have submitted a form will be called on to speak in the order the forms were received.
The deadline to submit requests to speak is 5:00 pm on Tuesday, December 1 st.
A recording of the telephonic meeting will be made, and will be available to the public in accordance
with the Open Meetings Act upon written request.

STREET PLAZA
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU19-37 (Ord. 2020-05) approved at the January 21, 2020
meeting to allow for a new restaurant with outside dining and drive through service,
specifically to allow a canopy over the drive through and revise one exterior elevation,
and take any other action necessary.
With this request the applicant proposes a 172 s.f. increase to the meal order drive
through canopy, from 1,218 s.f. to 1,390 s.f. located at the rear of the restaurant. In lieu
of a window, a drive through door is proposed along the east elevation to be used
exclusively by staff to walk meals to customers. Also adjacent to the east elevation, a
four foot in length reduction to the meal delivery canopy is proposed.
Conditional Use Request CU19-37 (Ord. 2020-05) was approved by City Council at the
January 21, 2020 meeting to allow for a new Chick-Fil-A restaurant with outside dining
and drive through service. The new Chick-fil-A restaurant will be 5,170 square feet in
size with outside dining and two drive through service lanes. Total seating proposed is
118 seats-110 inside and eight outside, located along the west elevation adjacent to
William D. Tate Avenue. A 178 s.f. detached storage building is proposed at the rear of
the restaurant adjacent to the east elevation. Access to the site is provided by a shared
driveway between the adjacent lot to the south and the subject site. Total required
parking is 43 spaces; 73 parking spaces are provided. A previously approved pole sign
will be removed and replaced with a monument sign.

The Site Plan Review Committee of the City of Grapevine, Texas met in Session, on
this the 4th day of November 2020, in the Planning and Zoning Conference Room, 200
South Main Street, Second Floor, Grapevine, Texas with the following members
present -to -wit:

Chairman Larry Oliver called the meeting to order at 8:01 a.m.

First for the Committee to consider was conditional use application CU20-23 submitted
by Spiars Engineering for property located at 3985 Grapevine Mills Parkway and platted
as Lot 3R, Block 1, RaceTrac Grapevine. The applicant was requesting a conditional
use permit to amend the previously approved site plan of CU20-1 0 (Ord. 20-27) for a
planned commercial center to allow a veterinary clinic, specifically to decrease the
building footprint and revise the exterior elevations in conjunction with a veterinary
clinic.
After a brief discussion, Chris Coy moved to approve conditional use application CU20-
23. Ron Stombaugh seconded the motion, which prevailed by the following vote:
Ayes: Oliver, • and Stombaugh
Nays: •
Next for the Committee to consider were the Site Plan Review Committee minutes of
October 7, 2020 minutes.
