HomeMy WebLinkAboutItem 22 -Water Treatment Plant Storage Tanks CC ITEM#22 MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MAY 7, 2013 SUBJECT: WATER TREATMENT PLANT STORAGE TANKS # 1, 2 & 4 STRUCTURAL REPAIRS & PAINTING PROJECT CHANGE ORDER RECOMMENDATION: City Council consider approving Change Order # I to the Water Treatment Plant Storage Tanks # 1, 2 & 4 Structural Repairs & Painting Contract in the amount of $ 188,241.00 for Additional Structural Repair needs discovered during the project, authorize staff to execute said change order and take any necessary actions. FUNDING: Funds are available in the Unallocated Utility Fund Balance. BACKGROUND: The initial contract addressed structural repairs that one would expect during rehabilitation and re-painting of the interior and exterior of the three tanks. The structural repairs anticipated replacement of small segments of roof rafters in Tanks # 1 & 2 as estimated allowances. As the project has progressed since January, some major structural repairs and replacement needs have come to light that were not included in the original scope of the project. These repairs include: • Install Crow's Nest Center Support— Tank# 2 & 4 ($ 44,600,00) • Remove Existing Roof and Install New Roof System —Tank # 1 ($ 82,500.00) • Remove & Replace Roof Rafters and Roof Girder Segments — Tank # 2 ($54,841.00) • Remove Hatch and Replace with New Steel Plate —Tank# 4 ($3,800.00) -, Repair Hatch Neck—Tank # 4 ($2,500.00) As noted in the award memo on November 6, 2012, regular maintenance of these three tanks has been limited due to budget concerns over any years. Tank # 4 was constructed in 1989 and at that time, Tanks # 1 & 2 were painted. The three tanks have not been re- painted since that time, approaching 23 years. May 2,2043(8:28AM) CC ITEM#22 Ideally, the tanks would be inspected every 5 to 7 years with minor paint work as needed. At 15 years, the interior and exterior of the tank would be completely painted. This would protect the continued integrity of the tank structure. These repairs have to be performed to return the tanks to service. Our consultant engineer and the Public Works staff feel that the proposed costs for these repairs are reasonable. Staff recommends approval JSL May 2, 2413(8:28AM)
