CITY OF GRAPEVINE �
On the 21st day of October, 1969 at 7:30 P.M. , the City Council
and the Planning and Zoning Commission of the City of Grapevine
met in a joint meeting with the following members present:

The purpose of the joint meeting was for Public Hearing for
Zone Change Applications 69-32, 69-33, 69-34 and 69-35.
Mayor Pirkle called the meeting to order and Councilman
�
Harwell gave the invocation.
Rezone Application 69-32 was considered. Leroy Cox requested
"J & K" Industrial Zoning on his 4 acres in the F ay Survey,
Abstract 530. Persons present were given an opportunity to
be heard.
Rezone Application 69-33 was considered. John Vilbig requested �
Specific Use Permit for Mobile Home Park. on his acreage in �
the T� Mahan Survey, Abstract 1050. Persons present were
given an opportunity to be heard.
Rezone Application 69-34 was considered. Joe L. Wright re-
quested "B" Residential Zoning on his Lot 6, Block 5, W� C.
Lucas Addition. Persons present were given an opportunity to
be heard. �

Rezone Application 69-35 was considered. C. J. C. Construction
Corp. requested "C & D" Multiple Dwelling on Lots 2, 3 and 4
of Block 34 in the Grapevine Survey. Persons present were
given an opportunity to be heard.
Public hearing was declared closed and Chairman Harlen Joyce ;
informed persons present that the Planning and Zoning Commission �
will make their recommendation to the City Council. °

The City Council continued to meet for the regular meeting of �
October 21, 1969 with the following members present: �

� The minutes of the previous meetings of October 6, 7 and 14
were read and approved. �.
Councilman Eidson made a MOTION to delay actions on zone
changes until the proposed revised zoning ordinance has been
acted on. Motion SEOONDED by Councilman Harwell. Motion
I PREVAILED by the following vote:
, Ayes: Councilmen Thompson, Dalton, Eidson� Harwell & Benedict.
� Noes: None
The Preliminary Plat of Stone Industrial Park was considered.
I Councilman Harwell made a MOTION to table action on the plat� +
j pending further study of the proposed industrial park plan.
i Motion SECONDED by Councilman Eidson. Motion PREVAILED by the
' following vote: .
� Ayes: Councilmen Dalton, Eidson, Harwell, Benedict & Thompson.
( Noes: None
Garnett Keithley of the General Telephone Company was present
and requested that the City reconsider the phone companys'
proposed Franchise. After discussion pertaining to the term
� and other portions of the franchise it was decided to table

the matter for further study.
Mr. Bob Bransford wa6present and requested extension of his
Specific Use Permit for Town Houses and Apartments in Dellwood
� .�cres. Councilman Harwell made a MOTION to postpone the matter
! for further study. Motion SECONDED by Councilman Dalton.
� Motion PREVAILED by the following vote:

� ' Ayes: Councilmen Eidson, Harwell, Benedict, Thompson & Dalton.
� Noes: None
' City Attorney Bill Tate is to meet with Mr. Bransford to discuss

and determine another remedy othan than the extension.
The Proposed Revised Zoning Ordinance was discussed. City
Manager Floy Ezell is to arrange a meeting of ttie Planning
Engineers with the City Council and the Planning an d Zoning
Commission on November 1 , 1969.
The inquiry of the City of Southlake to use the City of
Grapevine' s dump ground was studied. The Council is of the
opinion that the present dump ground is not large enough to
facilitate both cities.

City Attorney Bill Tate is to prepare an ordinance
prohibiting the use of incinerators in the City for
consideration.
City Manager Floy Ezell informed the Council that the Rail-
road Commission has scheduled a rehearing of the Railroad's
request to close the local Depot for November 11, 1969 in
the City Hall in Grapevine.
Meeting adjourned.
