CITY OF GRAPEVINE
On the 20th day of January , 1970 at 7:30 P.M. the City Council
of the City of Grapevine, Texas met in a regular meeting at
the City Hall with the following members present :
Willis Pirkle Mayor
Lee Thompson )
Doil Dalton )
Tommy Eidson ) Councilmen
Al Harwell )
G. S. Benedict )
Mayor Pirkle called the meeting to order and Councilman Thompson
' gave the invocation. The minutes of the previous meeting of
January 6, 1970 were read and approved.
? Public Hearing on the annexation of land bound by Bear Creek,
1J Doss-Knight Road, Hall-Johnson Road and State Farm Road 157
was declared open. A group of citizens from that area were
present. Hal Nelson, as spokesman for the group, stated that
they were pleased that the area is to be annexed and presented
a list of questions the group had pertaining to taxes and
various city services. All persons present were given an
opportunity to be heard. Public Hearing was declared closed.
Proposed Annexation Ordinance 70-2 was introduced and read.
Councilman Eidson made a MOTION to pass said Ordinance on first
reading. Motion SECONDED by Councilman Dalton. Motion PRE-
VAILED by the following vote:
Ayes: Councilmen Dalton, Benedict, Eidson , Harwell & Thompson.

ORDINANCE NO. 70-2
AN ORDINANCE RECEIVING AND ANNEXING TERRITORY ADJACENT
AND CONTIGUOUS TO THE CITY OF GRAPEVINE, TEXAS: PRO-
VIDING THAT THE AREA DESCRIBED BELOW, SHALL BECOME A
PART OF THE SAID CITY AND THAT THE OWNERS AND THE IN-
HABITANTS THEREOF SHALL BE ENTITLED TO ALL THE PRIVILEGES
OF OTHER CITIZENS OF SAID CITY AND BOUND BY THE ACTS AND
ORDINANCES NOW IN EFFECT AND TO BE HEREAFTER ADOPTED:
FURTHER PROVIDING FOR AMENDING AND.-CORRECTING THE
OFFICIAL BOUNDARIES OF SAID CITY HERETOFORE ADOPTED AS
AMENDED CONTAINING A SAVING CLAUSE.

Ordinance 70-1, adjusting natural gas rates in the City, was
read on second reading. Councilman Eidson made a MOTION to
pass said ordinance on second reading. Motion SECONDED by
Councilman Dalton. Motion PREVAILED by the following vote:
Ayes: Councilmen Harwell, Eidson, Dalton, Thompson & Benedict.
Noes: None

ORDINANCE NO. 70-1
AN ORDINANCE FIXING AND DETERMING THE GENERAL
SERVICE RATE TO BE CHARGED FOR SALES OF NATURAL
GAS TO RESIDENTIAL AND COMMERCIAL CONSUMERS WITH-
IN THE CITY LIMITS OF GRAPEVINE, TARRANT COUNTY,
TEXAS, AND PROVIDING FOR THE MANNER IN WHICH SUCH
RATE MAY BE CHANGED, ADJUSTED AND AMENDED.
Ordinance 69-46, amending the City' s Zoning Ordinance to in-
clude a Planned Development Zoning Category was read on
second reading. Councilman Eidson made a MOTION to pass
said ordinance on second reading. Motion SECONDED by Council-
man Thompson. Motion PREVAILED by the following vote:
Ayes : Councilmen Eidson, Dalton, Thompson, Harwell & Benedict .
Noes : None
ORDINANCE 69-46
AN ORDINANCE AMENDING TITLE 10 OF THE CITY CODE
OF THE CITY OF GRAPEVINE, TEXAS SO AS TO PROVIDE
FOR A PLANNED DEVELOPMENT DISTRICT CATEGORY IN
THE ZONING REGULATIONS; AND PROVIDING FOR A
SAVINGS CLAUSE.
Zoning Application 69-25 on which Fenton Alley, D. D. Patteson,
E. E. Francis, and Ruth Bell request a Specific Use Permit for
4 plexes on Lots 3, 4 and 5, Block 2, Bellaire Addition,
Section A was considered. Public hearing on said application
had been held on September 9, 1969. Councilman Harwell made
a MOTION to approve said application. Motion SECONDED by
Councilman Thompson. Motion PREVAILED by the following vote:
Ayes: Councilmen Benedict, Harwell , Eidson, Dalton & Thompson.
Noes: None
ORDINANCE 70-3
AN ORDINANCE AMENDING THE ZONING ORDINANCE AND
THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS,
SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN
PROPERTY OF FENTON ALLEY, D. D. PATTESON, E. E.
FRANCIS AND RUTH BELL FROM "A" RESIDENTIAL TO
SPECIFIC USE PERMIT FOR FOUR PLEXES.
Rezone Application 69-29 on which C. E. Millican requested
"E" Modified for Mobile Homes on Lot 2, Block 10, Starr Addi-
tion was reviewed. Councilman Thompson made a 'MOTION to
authorize issuance of a permit for the requested use as pro-
vided for in subsection C of Title 5, Chapter 4, Section 3
in the City Code. Motion SECONDED by Councilman Dalton.
Motion PREVAILED by the following vote:
Ayes : Councilmen Eidson, Harwell , Dalton , Thompson & Benedict .

The use of: water by _contractors :during the construction
periods of various projects was discussed. The Council in-
structed that regular water service to construction sites
shall be charged for in the same manner as regular accounts.

The resignation of Herbert Huber from the City Library Board
was accepted. The Mayor appointed Delois Strawn to fill the
unexpired term of Herbert Huber and reappointed Mrs . Hugh
Simmons, Mrs. Tom French, Jr. and Mrs . Erman Tate whose
terms expired in 1969.
