On the 21st day of April, 1970 at 7:30 P.M. the City Council
and the Planning and Zoning Commission of the City of Grapevine,
Texas met jointly in the City Hall with the following members
present:

� Mayor Pirkle called the meeting to order and Councilman Dalton
� gave the invocation.

Councilmen Elect Harwell, Parker and Thompson were given the
` oath of office by City Manager Floy Ezell .
i
! A Resolution expressing the appreciation for the services of
� Councilman Benedict for the past seven years was introduced
� and read. Councilman Eidson made a MOTION to pass said Resolu-
tion. Motion SECONDED by Councilman Harwell. Motion prevailed
I� by the following vote:

� Ayes: Councilmen Harwell, Dalton, Eidson ,�€� Thompson and Parker.
� Noes: None

Mayor Pirkle declared public hearing open rrr for the considera-
� tion of the annexing of land south of Hall-Johnson Road, north
i
' of Glade Road, east of Doss-Knight Road and west of Cheek-
� Sparger Road. City Attorney Bill Tate read a let�er from the
I Colleyville City Attorney stating that the land the city is
attempting to annex was previously annexed by the town of
Colleyville by ordinances as far back as 1956. Mr. Morrow' s
lett.er also stated that if this annexation ordinance zs passed
it will be of no force and effect. A copy of this letter is on
file in the city records. Persons present were given an
opportun�ty to be heard. City Attorney Bill Tate was instructed
to make contact with the Colleyville City Attorney, Mr. Morrow
,,
and work out a mutual agreement between the two cities.
The minutes of the previous meeting were read and approved.
The application of Jim and Dena Burke to operate a skating �
rink in the City was considered. Councilman Eidson made a
motion to approve the permit for the operation of a skating �
rink. Motion seconded by Councilman Harwell. Motion prevailed �
by the following vote:
Ayes: Councilmen Dalton, Eidson , Parker, Thompson and Harwell.
Noes: None

The final plat of the Jess Stockstill Industrial Park was
considered.��Council requested that Mr. Stockstill redraw his
plat so that it would be more compatable with the area to be �
within the airport . No action was taken.
The application of C. L. Beggs for a permit to collect and
r
transport garbage or trash in the City was considered. Council- �
man Thompson made a motion to approve the said application.
Motion seconded by Councilman Dalton. Motion prevailed by the �
following vote:
Ayes: Councilmen Thompson, Dalton, Parker, Harwell and Eidson.
Noes: None

Ordinance 70-16 amending the City Code pertaining to the back- �
filling of streets that have been cut by the various people �
- making utility repairs or for other reasons was read on second k
reading. Councilman Eidson made a motion to pass said ordinance �
70-16 on second r�ading. Motion seconded by Councilman Dalton.
Motion prevailed by the following vote: �

AN ORDINANCE AMENDING TITLE 8, CHAPTER 4, SECTtfAN �
2 OF THE CITY CODE OF THE CITY OF GRAPEVINE, TEXAS� ��
DEFINING BACK-F'ILLING SPECIFICATIONS; PROVIDING FOR �.
A SAVINGS CLAUSE. �

The application of J. B. Henderson to place a mobile home at �
204 N. Dove Road was considered. The Planning and Zonin g �
Commission recommended to deny the application. The Council �
accepted the recommendation of the Planning and 2oning �
Commission and the application was not approved. •
Resolution 70-6 authorizing the placing of stop signs at
Hilltop Drive and Dove Road and at Kimball Road and Lakeview
Drive was introduced and rea�id. Councilman Parker made a
motion to approve said resolution. Motion seconded by Council- �;
man Eidson. Motion prevailed by the following vote: �

The petition dbr�.:�E� annexation of � portion of the D. E. Box
Estate into the City was reviewed and Annexation Ordinance 70-18
anr�exing the said land into the City was introduced and read.
Councilman Dalton made a motion to ass said, annexation on the �

first reading. Motion seconded by Councilman Thompson. Motion €
prevailed by the following vote: �

Councilman Eidson made a motion to institute annexation pro- i.
ceedings for all the land not previously annexed by the City; €''
� that is south of Denton County, west of the Tarrant-Dallas
County line, east of U. S. Corps of Engineers property and
north of the St . Louis and Southwestern Railroad. Motion
seconded by Councilman Dalton. Motion pre�railed by the
following vote: �

Councilman Parker made a motion that a fence be constructed
around the Little League Ball Park. Motion seconded by Council-
man Thompson. Motion prevailed by the following vote:

i Councilman Eidson made a motion to authorize funds up to $1,000.00
� for the firm of Joiner, Helton, Rose, Inc. to prepare aylAirport
� Zoning Ordinance pertaining to noise and height for the City of

� Grapevine. Motion secon ded by Councilman Parker. Motion prevailed
by the following vote:

� City Manager Floy Ezell was instructed to arrange for a meeting
3 of the City Council , Planning and Zoning Commission, the City
� Council's Advisory Board and builders in the area so that the
� proposed airport zoning ordinance pertainin g to noise and height
� can be explained to them by a member of the North Central Texas
� Council of Governments.
� The request of J. B. Daniel to construct a frame building
i
� covered with corrugated metal in the secondary fire zone was
� considered. Councilman Harwell made a motion to approve said
� request. Motioi���enonded by Councilman Eidson . Motion prevailed
� by the following vote:
