HomeMy WebLinkAbout1970-05-19 Joint Meeting g STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE On the 19th day of May, 1970, at 7:30 P.M. , the City Council and the Planning and Zoning Commission met in a joint meeting in the City Hall with the following members present: City Council Willis Pirkle Mayor Phil Parker ) Tommy Eidson ) Al Harwell ) Councilmen d Lee Thompson ) Doil Dalton ) Planning & Zoning Commission Harlen Joyce Ted Ware Joe Kennedy Howard Parsley 9 Mayor Pirkle called the meeting to order and Councilman Thompson gave the invocation. The purpose of the joint meeting was for public hearings on Zone Change Application Z 70-14 and Z 70-15. Application Z 70-14 was considered. W. N. Ratcliff requested R-3 Multiple Dwelling on Lots 1 , 2, 13 and 14, Block 10, Bellaire Addition. Persons present were given an opportunity to be heard. Mr. Ratcliff was present in his behalf. Approxi- mately 15 persons were present in opposition to the rezoning. Application Z 70-15 was considered. The Sarah Hurst Estate requested R-3 Multiple Dwelling on their property in the T. Mahan Survey. Persons present were given an opportunity to be heard. Bill Reed and Charles Hurst were present in behalf of the Hurst Estate. No one was present in opposition to the re- zoning. J. L. Woods, adjoining property owner suggested that the portion of the Hurst property along the Northwest Highway be zoned commercial. I C Public Hearing was declared closed and persons present were informed that the Planning and Zoning Commission will make their recommendation to the City Council . The City Council continued to meet for the regular meeting of this date with the following members present: Willis Pirkle Mayor Doil Dalton ) Lee Thompson ) Councilmen Al Harwell ) Tommy Eidson ) Phil Parker ) 257 t Mr. Joiner� of Joiner, Pelton and Rose was present and explained how the proposed Airport Noise and Height Zoning Ordinance is to help Grapevine make proper use of land around the air- port. r C Rezone Ordinance 70-19 was read on second reading. Councilman Dalton made a MOTION to pass said ordinance on second reading. Motion SECONDED by Councilman Parker . Motion PREVAILED by the following vote: LAyes : Councilmen Parker, Eidson, Harwell, Thompson & Dalton . Noes: None s ORDINANCE 70-19 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF A. L. WHITE FROM R-1 SINGLE FAMILY DWELLING DISTRICT TO I-1 LIGHT INDUSTRIAL DISTRICT; AND PROVIDING FOR A SAVINGS CLAUSE. Rezone Ordinance 70-20 was read on second reading. Councilman Thompson made a Motion to pass said ordinance on second reading. Motion prevailed by the following vote: Ayes : Councilmen Eidson, Harwell, Dalton, Parker & Thompson. Noes : None all ORDINANCE 70-20 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF R. W. ANDERSON FROM R-1 SINGLE FAMILY DWELLING DISTRICT TO C-1 NEIGHBORHOOD BUSINESS DISTRICT; AND PROVIDING FOR A SAVINGS CLAUSE. Rezone Ordinance 70-21 was read on second reading. Councilman Dalton made a Motion to pass said ordinance on second reading. Motion seconded by Councilman Eidson. Motion prevailed by the following vote: Ayes : Councilmen Harwell, Eidson, Thompson, Dalton & Parker. Noes: None ORDINANCE 70-21 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF M. B. RUDMAN AND s OTHERS FROM R-1 SINGLE FAMILY DISTRICT TO I-1 LIGHT INDUSTRIAL ZONING DISTRICT; AND PROVIDING FOR A SAVINGS CLAUSE. } F" The Council considered Rezone Application Z 70-13 on which Melvin Warren requested C-1 Neighborhood Business District Zoning on Lots 1 and 2, Block A, Los Robles Estates. The Planning and Zoning Commission recommended to decline the appli- cation. Councilman Eidson made a Motion to accept the recommendation of the Planning and Zoning Commission. Motion seconded by Councilman Thompson. Motion prevailed by the following vote: 258 i Ayes: Councilmen Eidson, Thompson, Dalton, Parker and Harwell. Noes: None j I A letter from the Board of the HousingAuthority recommending Y 9 that the City apply for 100 additional housing units was read, and proposed Resolution R-8 declaring the need for additional housing units was introduced and read. Councilman Eidson made a Motion that said Resolution be passed and that application for 100 additional housing units be made. Motion seconded by Councilman Thompson. Motion prevailed by the following vote: x Ayes : Councilmen Eidson, Harwell, Parker, Thompson & Dalton. 3 Noes: None x Said letter and Resolution are on file in the City Records. Proposed Resolution R70-7 accepting a federal grant in connec- tion with the Bear Creek Sewer improvements , and authorizing the Mayor to sign the Offer and Acceptance and any other necessary documents was introduced and read. Councilman Eidson made a Motion to pass Said resolution. Motion seconded by Councilman Parker. Motion prevailed by the following vote: a Ayes: Councilmen Dalton, Thompson, Parker, Harwell & Eidson. Noes . None Said resolution is on file in the City Records. Councilman Harwell made a Motion to appoint J. L. Woods as a member of the Planning and Zoning Commission. Motion seconded by Councilman Parker. Motion prevailed by the following vote : Ayes : Councilmen Dalton, Eidson, Harwell, Parker & Thompson. Noes: None The recommended policies and regulations manual as proposed by Metro Engineering was reviewed. Councilman Eidson made a motion to adopt the said policies and regulations manual. Motion seconded by Councilman Dalton. Motion prevailed by the following vote: Ayes : Councilmen Eidson, Thompson, Dalton, Parker & Harwell. Noes : None I Meeting adjourned.
