On the 7th day of July, 1970 at 7:30 P.M. , the City Council
of the City of Grapevine, Texas met in a joint meeting �hrith �
7::
the Planning and Zoning Commission at the City Hall with the
following members present:

Harlen Joyce, Jerry Jordan and Howard Parsley were absent .
Mayor Pirkle called the meeting to order and Councilman Dalton
gave the invocation.
The purpose of the joint meeting was for public hearing on
Zone Change Applications Z 70-18, Z 70-19 and Z 70-20.
Application Z 70-18 was considered. Dr. C. D. Pittard re-
quested "C-2" Business District Zoning on his Lot 45, A. F.
Leonard Survey, Abstract 946. Persons p►x�sent were given_ an
opportunity to be hear d. No one was present in opposition to
the zone change.

Application Z 70-19 was considered. Dr. C. D, Pittard re-
quested "C-2" Business District zoning on his property in the
A. Foster Survey, Abstract 518. Persons present were given an
� opportunity to be heard. Approximately 7 persons were present
in opposition to the rezoning.
Application Z 70-20 was considered. Mr. R. C. Patterson re-
quested "C-2" Business District on his Lot 4C1B, T. Mahan Survey,
Abstract 1050, also extension of Lot 4C1B to the south, 200 feet
(200x234) as a facility for truck servicing. Persons present
were given an opportunity to be heard. Approximately 20 persons
were present in oppositon to the rezoning.

Public Hearing was declared closed and persons present were in-
formed that .the`'Planning and Zoning Commissinn will make their
recommendation to the City Council.
The City Council continued to meet for the regular council meet-

The minutes of the previvus meeting of June 16, 1970 were read
and approved.
A. J. Harper submitted a request for a sidewalk to extend out- �
ward 48" at the side of the Yancey Building at Main and Worth
Streets . Mr. Harper also requested a permit to build a slant
window extending outward 20" over the sidewalk. Window con-
struction materials will be glass and aluminum. Councilman
Harwell made a motion to approve the said request . Motion
seconded by Councilman Thompson. Motion prevailed by the
following vote:
Ayes: Councilmen Eidson, Dalton, Parker, Harwell & Thompson. �

Review of bids on a water pump for the water treatment plant �
were considered. Councilma�n Dalton made a motion to award �;
purchase to the low bidder, Bernhard Rssociates. Motion R
seconded by Councilman Thompson. Motion prevailed by the �

Councilman Dalton made a motion to appoint Dr. Joe M. Allison �
as City Health Officer. Motion seconded by Councilman Eidson. �

Proposed Ordinance 70-25, amending the City Code to define �
Holidays was discussed. Councilman Eidson made a motion to �
pass said Ordinance 70-25. Motion seconded by Councilman �
Parker. Motion prevailed by the following vote:

The request of Ken Good and others for the City and County to �
participate with the developer in the construction of a tempor- �.
ary street, not in accordance with city star�dards, along Big �
Bear Creek was discussed. No city funds are available for �'
street construction at this time. Councilman Harwell made a
motion to leave the street constructiori to a possible future �
developer. Motion seconded by Councilman Eidson. Motion G:

A letter from Robert Bransford requesting extension of his
Specific Use Permit for the construction of townhouses and
apartments on his property, Block l, Lots 7 through 15,
Block 8, Lots 9 through 20 and Block 6 and 7 of Dellwood
Acres was discussed. The Planning an d Zoning Commission
recommended to extend the Specific Use Permit for one year
until September 3, 1971 . Councilman Eidson made a motion to
accept the recommendation of the Planning and Zoning Commission

Rezone Application Z 70-14 on which Bill Ratcliff requested "R-3"
Multiple Dwelling on Lots 2, 3, 13 and 14, Bellaire Addition was
discussed. Councilman Parker made a motion to approve a Specific
Use Permit for single story four-plexes on Lots 2, 3, 13 and 14,
Bellaire Addition and to pass Ordinance 70-26 enacting the
change. Motion seconded by Councilman Eid�on . Motion prevailed
by the following vote:
Ayes : Councilmen Dalton, Harwell, Thompson, Eidson and Parker.

AND PROVIDING FOR A SAVINGS CLAUSE.
The purchase of a 300 ft. by 500 ft. tract of land located on
Dove Road in the Whitson Survey, to be used as a future elevated
water storage tank, was discussed. It was decided that 5 acres
should be purchased at this location if possible. Purchase
price to be $3 ,650.00 per acre. Councilma�JEidson made the
motion for the City Manager to negotiate the purchase of this
tract. Motion seconded by Councilman Parker. Motion prevailed
by the following vote:
Ayes : Councilmen Harwell , Dalton, Parker, Eidson & Thompson.
Noes: None

The purchase of a 6.51 acre tract of land located on Parr Road
in the J. W. Haynes Survey, to be used as a f�ture elevated
r�rater storage tank, was discussed. A price of $24,750.00 was
the asking price. A Resolution was made that the Cit Ma er

enter into negotiation with an offer of $20,000.0� Co ncilman r.,
Eidson made a motion that the Resolution be approved. Motion
seconded by Councilman Harwell. Motion prevailed by the follow-
ing vote:

Noes: None
The City Council instructed City Attorney William D. Tate to
investigate the R.E.A. to determine if proper taxes are being �
paid by this company.

The Planning and Zoning Commission recommended to approve Re- �
zone Application Z 70-18. Councilman Dalton made a motion to
accept the recommendation of the Planning and Zoning Commission �
and to pass Ordinance 70-27 enacting the change. Motion �
seconded by Councilman Harwell. Motion prevailed by the follow- ;
ing vote:
