- On the 18th day of August, 1970 at 7:30 P.M. , the City
Council and Planning and Zoning Commission of the City of
Grapevine met in a joint meeting in the City Hall with the
following members present :

Mayor Pirkle called the meeting to order and Councilman �
Eidson gave the invocation.
The purpose of the joint meeting was� for public hearing on
Zone Change Application Z 70-24 and Z 70-25. g
Application Z 70-24 was considered. Dr. C. D. Pittard re-
questing "R-3" Multiple Family Dwelling District on his
. property, Lot 3D3 , A. Foster Survey, Abst. 518. No one was
present in opposition to the rezoning.
Application Z 70-25 was considered. F. W. Dobe�lca requesting
"�-2a CoFn�ii:�-�g�y' �u.s�ness District on Tract 1 and "R-3/dMulti-
ple Family Dwelling on Tract 2 on his property out of A.

Foster Survey, Abst. 518. No one was present in opposition �

to the rezoning. �

Public Hearing was declared closed and persons were in- �
formed that the Planning and Zoning Commission will make �
�
their recommendation to the City Council. �
The City Council continued to meet for the regular council �
meeting of this date with the following members present: `

The minutes of previous meetings of August 4, 1970 and
August 14, 1970 were read and approved.
Public Hearing on the annexation of land bound by the
St. Louis &Southwestern Railroad on the South; the
Tarrant-Dallas County line on the East; the Tarrant-
Denton County line on the North; and the Corps of Engi-
neers property line, State Highway 121 and State Highway
� 114 Business on the west was held. All persons present
I were given an opportunity to be heard. Public Hearing
� was declared closed. Proposed Annexation Ordinance 70-30
' was introduced and read. Councilman Harwell made a
motion to pass said. ordinance on first reading. Motion
� seconded by Councilman Dalton. Motion prevailed by the
� following vote:

� Ayes: Councilmen Dalton, Harwell , Thbmpson, Parker & Eidson.
Noes : None

� TERRITORY ADJACENT AND CONTIGUOUS TO THE
CITY OF GRAPEVINE, TEXAS: PROVIDING THAT
THE AREA DESCRIBED BEIAW SHALL BECOME A
� PART OF THE SAID CITY AND THAT THE OWNERS ��'
� AND THE INHABITANTS THEREOF SHI�.LL BE EN-
TITLED TO ALL THE PRIVILEGES OF OTHER
CITIZENS OF SAID CITY AND BOUND BY THE
ACTS AND ORDINANCES NOW IN EFFECT AND TO
BE HEREAFTER ADOPTED. FURTHER PROVIDING
FOR AMENDING AND CORRECTING THE OFFICIAL
• BOUNDARIES OF SAID CITY HERETOFORE ADOPTED
AS AMENDED CONTAINING A SAVINGS CLAUSE.
Bob Nichols and John Cook, Consulting Engineers of Freese,
Nichols & Endress, presented a prepared booklet on water
suppl� study.
Mr . Young, Mr. Wylie and Mr. Emmett, representing Lone
Star Gas Company were present to comment on gas service
to the Shorecrest Acres Addition.of Grapevine. Mr . Young
� stated that the cost to extend service to this area would

j be too great an investment for tk�e number of customers to
�s be served. Several of the Councilmex� expressed the
opinion that the area should be served. Mr . Young stated
the company would reconsider and attend the September
� lst City Council meeting.

; The preliminary plat on Vilbig MobileHome Park was re-
; viewed. The Planning and Zoning Commission had recommended
the first twenty-five lots be approved, providing a 60
foot street right-of-way is included and meets the City
Engineers specification, and is to be located as to tie
'� into Brookhollow Estates. Also, to approve Phase III

preliminary plat on Brookhollow Estates providing for a 60
foot street righ�-of-way located as to tie into Vilbig
Mobile Home Park. Councilman Dalton made a motion to
approve the Brookhollow and Vilbig Mobile Home preliminary
plats . Motion seconded by Councilman Thompson. Motion
prevailed by the following vote:
Ayes: Councilmen Parker , Harwell , Eidson, Dalton & Thompson .
Noes: None

Bill Ratcliff presented his apartment plans as pertainirig
to side yard, parking spaces on his lots in the Bellaire
Addition. He was also informed that all plans would have
to conform with the city ordinances pertaining to multiple-
family dwelling. Councilman Parker made a motion to approve
the preliminary plat for the Bellaire Addition. Motion
seconded by Councilman Eidson . Motion prevailed by the
following vote:
Ayes: Councilman Parker, Harwell, Eidson, Dalton & Thompson.
Noes: None
The Planning and Zoning Commission recommended to decline
Rezone Application Z 70-21 . Councilman Eidson made a motion
to accept the recommendation of the Planning and Zoning
Commission. Motion was seconded by Councilman Thompson.
Motion prevailed by the following vote:
Ayes : Councilmen Parker , Harwell , Eidson, Dalton & Thompson.
Noes: None
The Planning and Zoning Commission recommended to decline
Rezone �pplication Z 70-22. Councilman Harwell made a motion
to accept the recomme�dation of the �Planning and Zoning
Commission. Motion was seconded by Councilman Parker.
Motion prevailed by the following vote:
Ayes: Council�nnen Harwell, Thompson, Eidson, Dalton & Parker.
Noes: None
Councilmen Harwell made a motion to appoint Thomas W. Taylor
as a member of the Board of Equalization. Motinn seconded
by Councilman Dalton. Motion prevailed by the following
vote:
Ayes : Councilmen Thompson, Eidson, Dalton, Harwell & Parker.
Noes : None .
A recommendation was submitted for the Board of Equalization
to convene on September 8, 1970 from 9:00 A.M. to 4:00 P.M.
Councilman Eidson made a motion to accept this date and
time for the Board of Equalization Hearing. Motion seconded
by Councilman Thompson. Motion prevailed by the following
j vote:
Ayes: Councilmen Parker, Eidson, Harwell , Dalton & Thompson.
Noes: None

A recommendation was submitted for the annual Budge��-�e.�c��ag
' to be held, September 15, 1970 at 7:30 P.M. Councilman
Dalton made a motion to accept this date and time far the
Budget Hearing. Motion seconded by Councilman Harwell. £::

A statement was made ta �kae City Council that Mr. Martin af �
z Trailwood Mobi.le Home Park wanted to continue using hal�' of `
his present water system, after tying onto czty water . T`o
amortize some of the expense incurred from installing present
water system. Councilman Dal.ton mad.e a motian that Mayor �
Pirkle study the feasibility of this arrangement. Motion �
seconeied by Cauncilman Harwell. . Motion prevailed by the
