On the 3rd day of November, 1970 at 7:30 P.M. , the City
°"; Council and the Planning and Zoning Commission of the City
; of Grapevine, Texas met in a joint meetinq in the City Hall
with following members present:

Mayor pirkle called the meeting to order. Councilman Thompson �

gave the invocation. �
�
The purpose of the joint meeting was for Public Hearing on Zone w
Change Application Z 70-31 on which H. J. Yancey requested "C-2" 3
#
Community Business District Zoning on his property, 1.486 acres ;
out of T. Mahan Survey. Persons present were given an opportuni- �
ty to be heard. Mr. & Mrs. Yancey spoke in behalf of their re- `_°
quest. No one was present in opposition to the rezoning. �

Public Hearing was declared closed and persons were inf ormed �
! that the Planning and Zoning Commission will make their re- 4
commendation to the City Council. �'

The City Council continued to meet for the regular council � �

meeting of this date wi�h the following members present: �

� The minutes of the previous meeting of October 20, 1970 were �
read and approved. �

< Ronnie Cook was present and made a request for a street light �
at the intersection of Rainbow Trail and Easy Street. City �
Manager gave a report from Texas Power & Light on their re-
commendation that the street light be placed on S.W. corner
of said intersection. Council recommended that City Manager
instruct Texas Power & Light to place street light as re �
commended. �

= Mr. Rex Boyd was present and discussed with the Council the ;

� advantages and disadvantages of �' annexing Grapevine Lake. �

'� Mr. C. E. & O. D. Steward was present to review with the �
� Council the final plat of Phase III of Brookhollow Estates . �
# It was the recommendation of the City Engineers that a 60' �

:� R.O.W. Extension of Shady Brook Drive to connect with Vilbig' s �
� property be dedicated, and that a crushed rock flexible base �
� be put down. After the recommendation was discussed, Council- _
� man Eidson made a motion that the City accept the final plat �
� of Phase III Brookhollow Estates if Mr. C. E. & O. D. Steward �
� would agree to the recommendation of the enginBers dated �
� November 2, 1970. Mr. C. E. & O. D. Steward agreed to this ;
� recommendation. Councilman Parker seconded the motion. i
� Motion prevailed by the following vote: j

� Ayes : Councilmen Parker, Eidson, Dalton, Thompson & Harwell. �

�� Mr . Vilbig was present to discuss with the Council acceptance !
of his Mobile Home Park Plat . The en ineers recommendation �

� dated November 2, 1970 was discussed. Mr . Vilbig agreed to ;
� the recommendations of the engineers with the exception that �
� a 25' street dedication instead of a 30' dedication be made.
� Mr . Vilbig also agreed to conform to the 6" water main as re- �
� quired by the City. Councilman Eidson made a motion to accept �
the Vilbig Mobile Home Park Plat Phase I with condition tk�at �
streets be dedicated in accordance with engineers recommenda- �
` tion except that Scribner Street be a 25 ' ft. dedication in- °
� stead of a 30' dedication and that Mr. Vilbig would conform �
� to the 6" water main as required by the City. Councilman �
�� Dalton seconded the motion and the motion prevailed by the �
following vote:
Ayes : Councilmen Eidson, Parker, Harwell, Dalton & Thompson.
Noes : None

� City Manager Ezell made a presentation to the Council of
estimated costs of Water & Sewer line extensions. After some
discussion, Councilman Parker made a motion to proceed with
water lines out Dove Road and W. Wall St . and to have sewer
� lines engineered. Councilman Dalton seconded the motion.
� Motion prevailed by the following vote: �

Ayes ; Councilmen Eidson, Harwell, Parker, Thompson & Dalton .
Noes; None
Councilman Eidson made a motion to pass Ordinance 70-44 �
establishing minimum legal speeds upon certain highways and �
streets. Motion seconded by Councilman Dalton . Motion pre-
vailed by the following vote:

Ayes ; Councilmen Dalton, Eidson, Harwell , Parker & Thompson. �
Noes; None �;

AN ORDINANCE ESTABLISHING MAXIMUM LEGAL SPEEDS
UPON CERTAIN HIGHWAYS AND STREETS OR PARTS
THEREOF WITHIN THE CORPORATE LIMIT OF THE CITY
OF GRAPEVINE, TEXAS, AS SET FORTH IN THE ORDI-
NANCE AND PROVIDING A PENALTY OF A FINE NOT TO
EXCEED $200 FOR THE VIOLATION OF THIS ORDINANCE.
