Texas met in a joint meeting in the City Hall with the follow- ;

Mayor Pirkle called the meeting to order. Councilman Harwell
� gave the invocation.
; The purpose of the joint meeting was for Public Hearing on ;.
Zone Change Application Z 70-33 on which C. L. Chambers re-
quested "�lanned Developmentt� on property described as Tract a
7A, Block 1050 (21 .32) acres in Mahan Survey. Mr . Chambers �
was present and presented the Preliminary plat on the property f'
� in the requested zone change application. Mr. Cain and Mr. _
Cox was present and spoke in objection to the request. �'

� Public hearing was declared closed and Mayor Pirkle in- '
structed the Planning and Zoning Commission to make their �:
recommendation to the Council at the next scheduled meeting. �'
T. L. Tate was present in interest of his application to
move a house in on Dove Pond Road in Placid Peninsula.
Councilman Harwell made a motion to approve application. s,
Councilman Dalton seconded the motion. Motion prevailed by ;'
the following vote: �
Ayes: Councilmen Dalton, Harwell, Thompson and Eidson. �
Noes: None

Mr . Jim Armstrong was present and informed the Council of
drainage problems existing on Jenkins Street between Texas
and Hwy. 114. The Council imade the recommendation that the
City' s engineers make a study of the problems in the area. }
Mr. Robert Swift discussed with the council the possibility '
of operating a club on property in Grapevine Lake Estates.

Councilman Eidson made a motion to adopt Ordinance 70-48
on second reading. Councilman Dalton seconded the motion.
Motion prevailed by the following vote:
Ayes : Councilmen Thompson, Eidson, Harwell and Dalton .
Noes: None
ORDINANCE NO. 70-48

A1V ORDINANCE AMENDING TITLE 7, CHAPTER 5,
SECTION 6 OF THE CITY CODE OF THE CITY OF
GRAPEVINE, TEXAS, ADJUSTING GARBAGE RATES;
AND PROVIDING FOR A SAVINGS CLAUSE.
Councilman Dalton made a motion to delete tap fees for
water connections in Shorecrest Acres: in exchange for
title to land owned by the water system. Councilman Eidson
seconded the motion. Motion prevailed by the following vote:
Ayes: Councilmen Eidson, Harwell, Thompson and Dalton.
Noes : None
Councilman Harwell made a motion to proceed with plans to
replace casings under Hwy. 114 for future use while the
highway is under construction. Councilman Thompson
seconded the motion. Motion prevailed by the following vote:
Ayes : Councilmen Eidson, Dalton, Harwell and Thompson .
Noes : None

Councilman Dalton seconded the motion. Motion prevailed
by the following vote:

ORDINANCE NO. 71-1
AN ORDINANCE AMENDING TITLE 9, CHAPTER l,
SECTION 51 OF THE CITY CODE OF THE CITY OF
GRAPEVINE, TEXAS AND PROVIDING REGULATIONS
GOVERNING USE OF PUBLIC STREETS� AVENUES,
ALLEYS, HIGHWAYS, BOULEVARDS AND PUBLIC
GROUNDS; LIMITING THE WEIGHT OF LOAD AND
SIZE OF VEHICLE OPERATING THEREON; AND
DECLARING AN EMERGENCY.
Councilman Dalton made a motion to pass Ordinance 71-2.
Councilman Thompson seconded the motion. Motion prevailed
by the following vote:
� Ayes: Councilmen Harwell, Eidson, Thompson and Dalton.
Noes : None

AN ORDINANCE AMENDING TITLE 4, CHAPTER 5,
SECTIONS 2 and 4 OF THE CITY CODE OF THE
CITY OF GRAPEUINE, TEXAS SO AS TO PROVIDE
GUIDE LINES FOR ISSUANCE OF PERMIT FOR j
TRAILERS OUTSIDE LICENSED PARK; PROVIDING
FOR PERMIT FEE; PROVIDING FOR SAVINGS
CLAUSE; AND PROVIDING FOR AN EMERGENCY.
