On the 16th day of February 1971 at 7:30 P.M. , the City Council
and the Planning and Zoning Commission of the City of Grapevine,
Texas met in a joint meeting with the following members present:

Mayor Pirkle called the meeting to order. Councilman Parker
gave the invocation.
The purpose of the joint meeting was for Public Hearing on
Zone Change Application Z71-4 on which Joe L. Wright and others
requested "R-3" Multiple Family Dwelling. Persons present were
given an opportunity to speak in interest of the zoning change
request. It was reported that Mr . Joe L. Wright was in the
hospital and could not be present for the hearing. Council-
man Parker reported that Mr. Wright had informed him that
there was no immediate plans for any change in the use of the
property for which the request was being made. Mr . Chaales
Jackson was present and stated 'to the members of the zoning
commission and council that he was concerned about the in-
crease in traffic on already crowded Lucas Drive which the
Multiple Family Dwelling would cause. After some discussion
about future streets and traffic problems in the area, the ,
Mayor declared the public hearing closed and instructed the
Planning and Zoning Commission to make their recommendations
to the council at the next regular meeting.

The minutes of the previous meeting of February 2, 1971 were
read and corrected.
Council Eidson made a motion to amend the Specific Use Permit
section of the Zoning Ordinance, with the following amendment:
The applicant agrees to accept in writing within 30 days of }

the passage by the City Council of a Specific Use Permit to
.r be bound by the, terms and restrictions upon which such Specific
Use Permit is approved or else such Specific Use Permit shall
terminate. Upon compliance with above agreement, applicant
shall have 12 months from date of passage by City Council to
begin construction. Councilman Harwell seconded the motion. h
Motion prevailed by the following vote:
Ayes: Councilmen Eidson, Harwell, Thompson, Parker and Dalton.
Noes : None
' Councilman Harwell made a motion to accept the Planning and
Zoning Commission ' s recommendation on Zone Change Application
Z71-2 and Z71-3. Councilman Thompson seconded the motion .
Motion prevailed by the following vote: (Ord. 71-7 and Ord. 71-8)
Ayes: Councilmen Harwell, Eidson, Dalton, Thompson and Parker.
Noes: None
Mr. Robert Nichols of Freese, Nichols and Endress was present

and discussed with the council the possibilities of constructing
a water line to serve the Southweet portion of the City.
Councilman Eidson made a motion that the City Council approve k
figure 1 of the proposed plans, contigent upon the availibility
of funds. Councilman Harwell seconded the motion. Motion
prevailed by the following vote:

Councilman Dalton made a motion that the city adopt the 1970
j Edition of the Uniform Building Code as recommended by the
! Council of Governments. Councilman Eidson seconded the motion.
Motion prevailed by the following vote:
Ayes: Councilmen Dalton, Parker, Harwell, Eidson and Thompson.
Noes: None
ORDINANCE 71-5
AN ORDINANCE AMENDING TITLE 3, CHAPTER 1 OF THE
CITY CODE OF THE CITY OF GRAPEVINE ADOPTING THE
1970 EDITION OF THE UNIFORM BUILDING CODE AND EACH
SUCCEEDING REVISION THEREOF AND DECLARING AN
EMERGENCY.
ORDINANCE 71-6
AN ORDINANCE AMENDING TITLE 3, CHAPTER 5, SECTION
2 AND TITLE 5, CHAPTER 4, SECTION 7 OF THE CITY
CODE OF THE CITY OF GRAPEVINE PROVIDING FOR FEES,
AND DECLARING AN EMERGENCY.
Councilman Thompson made a motion that the following
persons be appointed as election officials for the
city election to be held April 6, 1971 : W. K. Stewart,
election judge - Mrs. C. W. Goad, alternate judge -
Mrs. E. L. Langley, Mrs. C. R. Ezell and Mrs. J. T.
Davis, Jr. , clerks - and Mrs . Tip Johnson and Mrs. D. R.
Hranitzky, alternate clerks.
Councilman Eidson made a motion to pay the expenses of the
Highway Committee to Austin, not to exceed $150.00. Council-
man Thompson seconded the motion. Motion prevailed by the
following vote:
Ayes: Councilmen Thompson, Harwell, Parker, Dalton and Eidson .
Noes: None
Councilman Harwell made a motion to annex a 20.638 acre tract
of land situated in the heirs of A. Foster Survey. Said
tract being annexed by petition signed by Gary Kirkland,
Trustee and said annexation being Ordinance 71-4. Councilman
Eidson seconded the motion. Motion prevailed by the follow-
ing vote:
Ayes : Councilmen Eidson, Dalton, Thompson, Parker and Dalton.
Noes: None
ORDINANCE 71-4
AN ORDINANCE RECEIVING AND ANNEXING TERRITORY
ADJACENT AND CONTIGUOUS TO THE CITY OF GRAPEVINE,
TEXAS: PROVIDING THAT THE AREA DESCRIBED BELOW,
SHALL BECOME A PART OF THE SAID CITY AND THAT THE
OWNERS AND THE INHABITANTS THEREOF SHALL BE EN-
TITLED TO ALL THEPRIVILEGES OF OTHER CITIZENS OF
SAID CITY AND BOUND BY THE ACTS AND ORDINANCES NOW
IN EFFECT AND TO BE HEREAFTER ADOPTED: FURTHER
PROVIDING FOR AMENDING AND CORRECTING THEOFFICIAL
BOUNDARIES OF SAID CITY HERETOFORE ADOPTED AS
AMENDED CONTAINING A SAVINGS CLAUSE.
Councilman Dalton made a motion that the City submit an
application for workable program for recertification.
Councilman Thompson seconded the motion. Motion prevailed by
the following vote:
Ayes: Councilmen Dalton, Parker, Thompson, Eidson and Dalton.
Noes: None
Meeting adjourned.
