On the second day of March 1971 at 7:30 P.M. the City Council
and the Planning and Zoning Commission of the City of Grapevine,
Texas met in joint meeting with the following members present:

Mayor Pro-tem Dalton called the meeting to order. Councilman s`
Harwell gave the invocation .
The purpose ofilthe joint meeting was for public hearing on Zone
Change application Z71-5 and Z71-6. Mr. Tom Williams made the
presentation of the plans for Ken Good and Associates on their
request for R-1, R-2, R-3 and C-2 Zoning on Tract 3 in the
Shepherd Survey, R-1 , R-2, R-3 and C-2 on Tract 2 in the
Shepherd and Byrd Survey and R-1, R-3 and C-2 on Tract 1 in

the Shepherd and Byrd and Decker Surveys . Mr. Tom French and
Mr. Joe Box spoke in their interest of the zone change request
on Application Z71-5 . Mr . R. V . Trammel made the presentation `
for Mr. A. C. Stone on his request for zoning change on Lots
'> 1 and 2, Block 1 of Bellaire Addition on which he requests 11C-211 . 1`
After all persons present were given an opportunity to be heard
on these two zoning change hearings , Mayor Pro-tem Dalton de-
clared the hearing closed and instructed the Planning and
Zoning Commission to make their recommendation to the City
Council at the next regular meeting.

Minutes of the previous meeting of February 16th, 1971 were read +'
and approved.

Mr. George Duke of Davis-Cole and Associates was present
and discussed with the Council, procedures for applying for
additional units of low rent housing for theCity of Grapevine.
Resolution No. R71-3 , a resolution approving application for
preliminary loan for low-rent public housing was introduced
and read. Councilman Eidson made a motion to adopt said
resolution. Councilman Parker seconded the motion . Motion
prevailed by the following vote:
Ayes: Councilmen Parker, Harwell, Eidson, Dalton and Thompson.
Noes : None
Resolution No. R71-4, a resolution approving co-operation
agreement with the Housing Authority of the City of Grapevine,
Texas and authorizing its execution was introduced and read.
Councilman Eidson made a motion to adopt said resolution.
Councilman Parker seconded the motion. Motion prevailed by
the following vote:
Ayes : Councilman Parker , Harwell , Eidson, Dalton & Thompson.
Noes: None
Members of the Hurst-Euless Jaycees was present and out-
lined their plans for activating a chapter of Jaycees in the
City of Grapevine and asked for the support of the City
Council and the community as a whole in their efforts .
The report of the Zoning Board' s action on Zone Change
Application Z71-4 on which Joe L. Wright and others re-
quested "R-3" Multiple Family Dwelling on property in
Lucas Addition was read. The Zoning Board voted to dis-
approve this request. Councilman Harwell made a motion to
delay action on this request until a later date. Council-
man Parker seconded the motion. Motion prevailed by the
following vote:
Ayes: Councilman Parker , Harwell , Eidson, Dalton & Thompson.
Noes: None
Councilman Eidson made a motion to set March 30, 1971 as
the date for public hearing on the first section of the
proposed Block Zoning. Councilman Harwell seconded the
motion. Motion prevailed by the following vote:
Ayes : Councilman Parker , Harwell , Eidson, Dalton & Thompson.
Noes: None
Councilman Parker made a motion to pass Ordinance 71-4 on
second reading. Councilman Thompson seconded the motion.
Motion prevailed by the following vote:
Ayes : Councilman Parker, Harwell, Eidson, Dalton & Thompson.
Noes: None

ORDINANCE NO. 71-4

AN ORDINANCE RECEIVING AND ANNEXING TERRITORY
ADJACENT AND CONTIGUOUS TO THE CITY OF GRAPEVINE,
TEXAS: PROVIDING THAT THE AREA DESCRIBED BELOW, g
SHALL BECOME A PART OF THE SAID CITY AND THAT
THE OWNERS AND THE INHABITANTS THEREOF SHALL BE
ENTITLED TO ALL THE PRIVILEGES OF OTHER CITIZENS
OF SAID CITY AND BOUND BY THE ACTS AND ORDINANCES
NOW IN EFFECT AND TO BE HEREAFTER ADOPTED: FURTHER
PROVIDING FOR AMENDING AND CORRECTING THE OFFICIAL
BOUNDARIES OF SAID CITY HERETOFORE ADOPTED AS
AMENDED, AND CONTAINING A SAVINGS CLAUSE.

Councilman Harwell made a motion to accept RCA' s bid of
$5,007.75 on the two-way radio equipment. Councilman Parker
seconded the motion. Motion prevailed by the following vote:
Ayes : Councilmen Thompson, Dalton, Eidson, Parker and Harwell.
Noes : None
Councilman Parker made a motion to send a letter to Senators
McKool, Kennard, Benson and Tower and Congressman Jim Wright
requesting permission to lease land from the Corps of Engineers
for a golf course. Councilman Thompson seconded the motion .
Motion prevailed by the following vote:
Ayes : Councilmen Dalton, Harwell , Parker, Eidson and Thompson.
Noes : None
Councilman Eidson made a motion to appoint Phil Parker to make
recommendations to the City Council concerning a Park Board.
Councilman Harwell seconded the motion Motion prevailed by
the following vote:
Ayes: Councilmen Thompson, Dalton, Eidson, Harwell and Parker . r;
Noes: None

Mayor Pro-tern Dalton designated the City Secretary as the
person to hold a drawing to determine the order in which the
names of the candiates will be placed on the ballot in the
City election to be held on April 6, 1971. s
Meeting adjourned.
