F On the twentieth day of. April 1971 at 7:30 P.M. , the City
Council and the Planning & Zoning Commission of the City of f _
Grapevine, Texas met in joint meeting with the followin g
members present :

s Mayor Pirkle called the meeting to order. Councilman Harwell
gave the invocation.
The purpose of the joint meeting was for public hearing on ;'
Zone Change Application Z 71-9 on which Alton Corbin requested K
"R-3�� Multiple Dwelling Zoning, and Z 71-10 on which Tarrant �
Utilities requested Specific Use Permit Zoning. Mr . Fred �
,7oyce presented Case Z 71-9 on behalf of Mr . Corbin . Several {
persons were present who objected to this zoning change re- �`
quest. They felt it would create traffic problems in the
adjacent areas and also would cause �roblems in the sanitary `
,
sewer system.
Mr . Richardson presented Case Z 71-10 on whi�h Tarrant Utilities �
requested Specific Use Permit Zoning on a tract to place a
water storage tank. Persons present were given an opportunity
to speak in their interest of these zoning requests. Mr .
Richardson stated that Tarrant Utilities only wanted to use
this property for elevation and not to serve water customers
in the City of Grapevine.
The Mayor declared the hearing closed and instructed the
commission to make their recommendations to the Council at
the next regular meeting. The City Council continued in
session with the following members present : :

I Minutes of the previous meeting of April 6, 1971 were read and
'� approved. City Manager Ezell administered the oath of office

', to Mayor Pirkle, Councilman Dalton and Councilman Eidson.
Councilman Dalton made a motion to pass Ordinance 71-10 on
second reading. Councilman Eidson seconded the motion. Motion
� prevailed by the following vote:

' PROPERTY OF MELVIN O. SPAIN TO "C-1" NEIGHBOR-
HOOD BUSINESS DISTRICT� AND PROVIDING FOR A
SAVINGS CLAUSE.
i Mr. Bill Ratliff was present and presented to the council,
� plans for building a mall which would necessitate closing
� � West Worth St . between So. Main and Barton Street. After
some discussion on the subject, the council thought it not
' advisable to close that portion of West Worth St. at this time.
City Manager Ezell presented to the council, plans an d re-
, commendation of the city engineers on drainage problems along
Jenkins St. between E. Wall and N. W. Hwy.
' Lt. McLain of the Police Dept. related to the council some
1 of the problems they had experienced with the pawn shop on
E. Northwest Hwy.

Plans and slides of various swimming pools were shown to the
council. Mayor Pirkle appointed Councilman Harwell to work with
the Park Board on future plans on developing the swimming pool
pro j ect.
Councilman Parker made a motion to build a one. half tennis court
in the City Park. Councilman Thompson seconded the motion.
Motion prevailed by the following vote:
Ayes : Councilmen Thompson, Eidson, Dalton, Harwell & Parker.
Noes: None
Councilman Thompson made a motion to run a water line out So.
Main on west side of street. Councilman Dalton seconded the
motion. Motion prevailed by the following vote:
Ayes : Councilmen Thompson, Eidson, Dalton, Harwell & Parker .
Noes : None
Councilman Eidson was elected Mayor Pro-tem.
Councilman Eidson made a motion to appoint the following persons
to the Park Board: Bill Powers, term expires 1972; Sid Pruitt ,
term expires 1972; Earl Deacon, term expires 1973; Beverly
Horton, term expires 1973 ; Ray parker term expires 1973 .
Councilman Thompson seconded the motion . Motion prevailed by
the following vote:
Ayes ; Councilm,en Thompson, Eidson, Dalton, Harwell & Parker.
Noes : None
City Manager Ezell read a letter to the council that Reed & Son
Realty had received from the Federal Housing Administration.
The FHA gave two reasons why they would not provide financing
in the Reed Addition. They are as follows : 1. The area doses
not have an acceptable water system. 2. Percolation tests
previously provided indicate that septic tanks or lots having
less than 40,000 sq. ft. would not be acceptable. In some
instances more area would be required.
Councilman Thompson made a motion to appoint the following
persons to the Zoning Board of Adjustments : Harold Kaker,
term expires 1973; Don R. Stiles , term expires 1973 ; Floyd
Deacon, term expires 1972; Bill Yancey, term expires 1972;
A. J. Harper, term expires 1972. Councilman parker seconded
tre motion. Motion prevailed by the following vote:
Ayes : Councilmen Thompson, Eidson, Dalton, Harwell & Parker.
Noes: None
Councilman parker made a motion to appoint the following
persons to the Library Board; Mrs. Tommy French, term expires
1972; Mrs . J. R. Armstrong, term expires 1972; Mrs. Erman Tate,
term expires 1973 ; Mrs . Durward Brown, term expires 1973 ;
Mrs. E. A. Florence, term expires 1973; Miss Delois Strawn,
term expires 1972. Councilman Thompson seconded the motion.
Motion prevailed by the following vote:
Ayes: Councilmen Thompson, Eidson, Dalton, Harwell & ��arker.

Councilman Eidson made a motion to appoint the following
, persons to the Planning & Zoning Commission: Harlen Joyce,
term expires 1973; Ted Ware, term expires 1973; Jerry Jordan,
term expires 1972; Joe Kennedy, term expires 1972; Jesse
Woods, term expires 1973 , J. T. Davis, Jr. , term expires
1973 . Councilman Parker seconded the motion. Motion pre-
vailed by the following vote:

Councilman Thompson made a motion to appoint the following
, persons to the Board of Equalization for one year terms :
Thomas W. Taylor, Paul Barnes and Byron Cox with Richard
Eakins as alternate. Councilman Harwell seconded the motion.
Motion prevailed by the following vote:
. Ayes; Councilmen Thompson, Eidson, Dalton, Harwell & Parker.
Noes : None :
Councilman Parker made a motion to appoint Lee Thompson and
Joe Kennedy as representatives to the North East Tarrant County
Advisory Council. Councilman Harwell seconded the motion.
Motion prevailed by the following vote:
Ayes : Councilmen Thompson, Eidson, Dalton, Harwell & Parker.
Noes : None
