Councilman Dalton gave the invocation. Mr. Oliver Tucker, architect for the proposed library building ? presented plans for the building to the council. M 4 Councilman Dalton made a motion to accept bids on the proposed library building to be opened at 2 :00 P.M. , March 7th. Council- man Thompson seconded the motion. The motion prevailed by the 8 following vote: Ayes Councilmen Dalton, Eidson, Thompson, Parker & Harwell. Noes: None Councilman Eidson made a motion to pass Ordinance 72-5 on second T. reading. Councilman Dalton seconded the motion. The motion pre- vailed by the following vote : a' } { r Ayes: Councilmen Harwell , Parker, Thompson, Eidson and Dalton. Noes : None B ORDINANCE 72-5 AN ORDINANCE AMENDING THE ZONING ORDINANCE Y AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF CLAYTON KRAMER FROM "A" SINGLE FAMILY DWELLING TO "PLANNED DEVELOPMENT DISTRICT; AND PROVIDING FOR A SAVINGS CLAUSE. r Councilman Thompson made a motion to pass Ordinance 72-6 on second reading. Councilman Parker seconded the motion. The 1 motion prevailed by the following vote : } Ayes : Councilmen Parker, Harwell, Thompson, Dalton and Eidson. Noes : None i li 33 3 R f fi 3 g� 8 02/15/72 ORDINANCE 72-6 WEED ORDINANCE AN ORDINANCE AMENDING TITLE 7, CHAPTER 6 OF THE CITY CODE TO PROTECT THE PUBLIC HEALTH AND PROMOTE THE PUBLIC WELFARE OF THE CITY OF GI;A PEVINE, TEXAS, BY PROVIDING FOR THE FILLING UP AND DRAINAGE OF LOTS THAT SHALL HAVE UN- WHOLESOME PLACE OR PLACES WHERE STAGNANT WATER MAY ACCUMULATE THEREON; THE CLEANING OF ANY BUILDING OR PREMISE OF FILTH, CARRION, OR OTHER IMPURE AND UNWHOLESOME MATTER: REQUIRING OWNERS OR OCCUPANTS OF LOTS IN THE CITY OF GRAPEVINE TO KEEP SAID LOTS FREE FROM WEEDS, RUBBISH, BRUSH AND OTHER UNSIGHTLY OR INSANITARY MATTER; PRO- VIDING FOR NOTICE TO BE GIVEN TO OWNERS OR PRE- MISES IN CASE OF FAILURE OF OWNER TO MAKE LOTS AND/OR PREMISES SANITARY AND SIGHTLY THAT THE SAME MAY BE DONE AT THE EXPENSE OF THE CITY OF GRAPEVINE; PROVIDING FOR THE FIXING OF A LIEN AGAINST SUCH LOTS FOR SUCH IMPROVEMENT; PROVID- ING FOR A PENALTY; AND PROVIDING FOR A SEVERABIL- ITY CLAUSE. Noes : None ORDINANCE 72-7 AN ORDINANCE WHICH PROVIDES FOR THE REGULATION OF THE CONSTRUCTION AND MAINTENANCE OF FENCES IN THE CITY OF GRAPEVINE, TEXAS; PROVIDING DEFINITIONS; REQUIRING A PERMIT TO ERECT A FENCE OR PERMANENT CONSTRUCTION; REQUIRING AN APPLICATION TO BE FILED FOR A PERMIT; REQUIRING A PERMIT FEE; PROHIBITING THE ERECTION OF FENCES OVER PUBLIC PROPERTY; PRO- VIDING REQUIREMENTS FOR THE CONSTRUCTION OF FENCES IN REAR YARDS; PROVIDING REQUIREMENTS FOR THE CONSTRUCTION OF FENCES IN SIDE YARDS; PROVIDING CERTAIN REQUIREMENTS FOR THE CONSTRUCTION OF FENCES IN FRONT YARDS; PROVIDING FOR REQUIREMENTS FOR THE CONSTRUCTION OF FENCES ON REVERSE FRONTAGE CORNER LOTS; PROVIDING CERTAIN RESTRICTIONS IN RE- GARDS TO THE TYPE OF CONSTRUCTION OF FENCES; PRO- VIDING FOR THE BUILDING INSPECTOR TO INSPECT THE FENCES UPON CONSTRUCTION; PROVIDING FOR CONFLICTS BETWEEN THE FENCE ORDINANCE AND THE ZONING ORDINANCE; PROVIDING A PENALTY CLAUSE; PROVIDING A SAVINGS CLAUSE. Councilman Eidson made a motion to appoint the following persons to the Electrical Board for the City of GrapevirP: E. A. Florence, Bill Cumbie, Manuel D. Anda, Jr. , Jim Burger, A. J. Harper, Fred Joyce, Chell Taylor and Steve Windsor. Councilman Dalton seconded the motion. The motion prevailed by the following vote: Ayes : Councilmen Dalton, Harwell, Parker, Eidson, and Thompson . Noes : None s k L ORDINANCE 72-9 - AN ORDINANCE AUTHORIZING THE STATE HIGHWAY DEPT. TO INSTALL, OPERATE AND MAINTAIN A TRAFFIC CONTROL LIGHT AT THE INTERSECTION OF MAIN AND WORTH STREETS IN THE CITY OF ' GRAPEVINE - was read and introduced for the consideration of the council. Councilman Parker made a motion that said ordinance be taken up and considered as an emergency measure. Councilman Harwell .seconded the motion. The motion prevailed by the following vote: Ayes : Councilmen Harwell, Thompson, Parker, Eidson and Dalton. Noes : None s The Mayor then declared the ordinance to be an emergency. Councilman Parker then made a motion to pass Ordinance 72-9. Councilman Harwell seconded the motion. The motion prevailed by the following vow : F E' Ayes: Councilmen Dalton, Eidson, Parker , Thompson and Harwell. Noes : None P Sealed bids on Lot 21 in Shorecrest Acres were read. Only oneit bid in the amount of $600.00 by David Anderson was received. Councilman Eidson made a motion to reject the bid. Councilman Parker seconded the motion . The motion prevailed by the following vote: 9 Ayes: Councilmen Eidson, Parker, Thompson, Harwell and Dalton. Noes : None uncilman Eidson made a motion to approve the change order to delete: gravel and cross tie curbs around parking lot at swimming pool y t of $31220 00 and to replace it with 18" curb and gutter in E. amount of $2,178.00. (Change Order No. 2&3) The motion prevailedf; e following vote: Ayes: Councilmen Harwell, Thompson, Dalton, Eidson and Parker. Noes : None A request from the Regional Airport Authority to close portions of roads in the airport area was read. Councilman Eidson made a motion to table any action at this time on closing the roads . r Councilman Dalton seconded the motion. Motion prevailed by the w following vote: s Ayes : Councilmen Eidson, Dalton, Parker , Thompson & Harwell. Noes : None i Councilman Eidson made a motion to table any action on a charter k amendment at this time and that a committee be appointed to make a study of our city charter and make a report of their recommenda- tions not later than May 16th meeting and that action be taken not later than June 30th, 1972. Councilman Parker seconded the . motion . The motion prevailed by the following vote: 1 Ayes : Councilmen Parker, Eidson, Dalton, Thompson. fin Noes: Councilmen Harwell . Councilman Dalton made a motion to pass Ordinance 72-8 on first reading. Councilman Thompson seconded the motion. Noes : None }[P 4 5 ORDINANCE 72-8 AN ORDINANCE AMENDING TITLE 1, CHAPTER 8 , SECTION 16 OF THE CITY CODE OF THE CITY OF GRAPEVINE, TEXAS PROVIDING FOR THREE WEEKS VACATION AFTER EMPLOYEE COMPLETES 15 YEARS OF SERVICE; AND PROVIDING FOR A SAVINGS CLAUSE. Resolution R72-4, A Resolution of the City of Grapevine authorizing and directing intervention in its behalf, in Cause No. 71-H-983 in the United States District Court, Southern District of Texas , in order to support the continuation of the Wallisville and Trinity River Projects was read. Councilman Harwell made a motion to pass Resolution R72-4. Councilman Dalton seconded the motion.
