AN ORDINANCE PROVIDING FOR THE AMENDMENT OF
SECTION 10 AND SECTION 11 OF ORDINANCE NO. 74-28
OF THE CITY OF GRAPEVINE, TEXAS, BY ADDING THERETO
PROVISIONS PROVIDING FOR THE POSITION OF ALTER-
NATE MEMBERS OF THE TOURIST AND CONVENTION
BUREAU AND DESCRIBING THE QUALIFICATIONS, APPOINT-
MENT, TERM OF OFFICE, REMOVAL AND FILLING OF
VACANCIES FOR SAID POSITION, PROVIDING A SAVINGS
CLAUSE; AND PROVIDING FOR AN EMERGENCY.
WHEREAS, the City Council has passed and approved an ordinance creating
the Grapevine Tourist & Convention Bureau; and
WHEREAS, the Grapevine Tourist & Convention Bureau consists of five (5)
members who are appointed by the City Council; and
WHEREAS, the City Council is of the opinion and hereby finds that it is
in the best interests of the City of Grapevine and its citizens that two (2) alternate
member positions be established for the Grapevine Tourist & Convention Bureau;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1 . That Section 10 and Section 11 of Ordinance No. 74-28 of
the City of Grapevine, Texas be and they aKe hereby amended to read as follows:
"Section 10. Grapevine Tourist & Convention Burear Created; Composition;
Appointment of Officers; Appointment of Alternates:
A. There is hereby established the Grapevine Tourist 8� Convention Bureau, which
shall consist of five (5) members, at least two (2) of which shall be representatives

of hotels or motels operated in the City of Grapevine and the balance shall be citizens
of the City of Grapevine and one ex-officio member from the administrative staff of
the City of Grapevine and one ex-officio member from the administrative staff of
the Grapevine Chamber of Commerce. One of the members of the Bureau shall be
elected by the Bureau as Chairman and one shall be elected by the Bureau as Vice-
President.
B. There is hereby established the positions of first alternate and second alternate
member of the Bureau who shall meet with the Bureau and serve in the place and
with the full power of a member in the absence of a member, Such alternate
;�- ., members shall be designated as �rst and second alternates and shall serve in the
place of a member in such designated priority. "

"Section 11. Grapevine Tourist 8� Convention Bureau Created; Qualifications
and Appointment of Members; Term of Office and Removal from
Office of Members of the Bureau; Filling Vacancies in Bureau:
All members and alternate members of the Bureau shall be citizens of the City of
Grapevine at the time of their appointment. The members and alternate members of
the Bureau shall be appointed by the City Council, and shall serve for a period of
two years unless sooner removed; provided, that three members and the first alternate
member shall be appointed to serve two years and two members and the second alternate
member shall be appointed to serve for one year, so that annually thereafter there
� will be three members and one alternate appointed one year, and two members and
_. one alternate appointed the next year. Regular appointment shall be made on the
date of the first official City Council meeting in November and the expiration date
of each term of office shall fall on the date of the first official City Council meeting
in November during the year in which the term shal) expire. Any member or alternate
member of the Bureau may be removed from office by the City Council for any cause
deemed by the City Council sufficient for their removal in the interest of the public
service. Any vacancy in the membership of the Bureau or in the alternate membership
shall be filled by the City Council for the unexpired term of the member or alternate
member whose place has by removal or otherwise become vacant. Ex-officio members
of the Bureau shall serve two year terms. The City Council shall upon first appoint-
� ments of inembers of the Bureau designate which three members shall serve full two
'� year terms and which two members shall serve for one year; and, thereafter the City
Council shall at its first official meeting in each succeeding November appoint
three members or two members for two year periods respectively. Further, the City
Council shall upon first appointments of alternate members of the Bureau designate
which alternate shall be the �rst alternate and serve a full two year term and which

alternate shall be the second alternate and serve a one year term. The term of
office of ex-officio members shall be treated as specified for the three members.
Ex-officio members shall not vote. "
- Section 2. Savings Clause.
If any provision of this ordinance shall be held invalid or unconstitutional,

then the remainder of such ordinance shall remain in full force and effect the same
as if separately enacted.
Section. Emergency Clause.
The fact that the general area in which the City of Grapevine lies has
become an attraction for persons from other states and countries requires that the
City of Grapevine acquire and provide funds for construction of various facilities
as well as the promotional advertising of the facilities within the City of Grapevine,
creates an urgency and an emergency for the immediate preservation of the public
peace, health, safety and welfare requires that this ordinance shall take effect
