ORDINANCE NO. 76-20
AN ORDINANCE AMENDING THE CITY CODE OF THE CITY OF GRAPEVINE, TEXAS
BY REPEALING TITLE 1, CHARTER 16, RELATING TO CORPORATION COURT JUDGE

THE CITY CHAPTER; TO PROVIDE FOR THE APPOINTMENTS BY THE CITY COUNCIL
OF A MUNICIPAL JUDGE AND AN ASSOCIATE MUNICIPAL JUDGE OR JUDGES;
PROVIDING FOR COMPENSATION; PROVIDING THAT THE JUDGE OR JUDGES
SHALL SERVE AT THE WILL OF THE COUNCIL; PROVIDING THE POWER AND
AUTHORITY OF THE JUDGE OR JUDGES AND DECLARING AN FMERGENCY.
WHEREAS, the rapid expansion of the population of the City of Grapevine and
, a substantial increase in the number of vehicles traversing the city streets and high-
ways has result�d in an increasEd load on the Municipal Court, and
WHEREAS, thE Municipal Court Judge performs all of the duties of IJiagistrate
"�"`" under Texas I aw, and
� � WHEREAS, the City Council believes that an associate judge of the Municipal
Court is needed to assist and the Municipal Judge particuiarly in the handling of
his duties as a "magistrate, " and
NOW THEREFORE ABOVE PREMISES CONSIDERED BE IT ORDAINED QY 7HE
C17Y COUNCIL OF THE CITY OF GRAPEVINE, TEXAS:
Section 1 . That Chapter 16 of the City Code of the City of Grapevine,
relating fo Corporation Court Judges, is hereby repealed and
a new chapter is hereby substituted, which shall read as follows:
"Chapter 16 - Municipa) Court
Sec. 1-16-1 . Established; Powers, Duties; Jurisdiction
�,,� There is here5y created and establ ished a court designated as
a 'Municipal Court;' for the trial of misdemeanor offenses,
including violations of munic'pal ordinances, with all such
�r powers and duties as are now, or may hereafter, be prescribed
by the laws of the State of Texas relative to Municipal Court.

Sec. 1-1b-2• Judge
A. The Municipal Court shall be presided over by a Nlagistrate
who shall be�known as the Municipal Judge. He shall be
appointed and removed from office by the City Council .
B. The City Council shall have the power to appoint an associate
judge or judges, each of whom shall be a magistrate under
the laws of the State of Texas. The Associate Judge or Judges �
"""�' shall serve at the pleasure of the City Council and carry out .
his duties pursuant to fihe direction of the City Council,

which shall include providing assistance to the Municipal
.ludge.
C. The City Council shall set the compensation the Municipal
Judge and any associate municipal judge. "

Sec. 2. An Emergency. ,
The fact that the personnel policies of the City of Grapevine �
are inadequate to properly safeguard the health, safefy, morals,
. Peace and general welfare of the inhabitants of the Cifiy creates
an emergency for the immediate preservation of the publ ic
business, property, health, saf�ty and general welfare of the
public which requires that this ordinance shall become effective �
from and after the date of its passage, as provided by the Charter
• of the City and it is accordingly so ordained.
