HomeMy WebLinkAbout1972-09-05 Regular Meeting Reel 15, Side I Start 342 - End 822 STATE OF TEXAS X COUNTY OF TARRANT CITY OF GRAPEVINE i On Tuesday night September 5th, 1972 at 8:00 P.M. , the City Council of the City of Grapevine , Texas met in regular meeting with the following members present : Willis Pirkle Mayor Doil Dalton ) Tommy Eidson ) Phil Parker ) Members of Thelma Conine ) Council Carlton Pittard ) Bill Tate ) Mayor Pirkle called the meeting to order. Doil Dalton gave the invocation. Mayor Pirkle introduced Rex Boyd, Fenton Alley and Wayne Lee who spoke to the council about the Clean-Up Campaign around the shores of Lake Grapevine. They requested the City to furnish a truck to haul refuse from a central collection point to the dump ground. The Council was in agreement to help with this project . Mr. Harold Lundy representing , Love-Henry & Associates presented Zone Change Application Z 72-11 and the changes as suggested by Mr. Hutchison. Councilman Parker moved that the zoning request on Case # 1 Z 72-11 for Planned Development District be approved, subject to the applicant submitting a development plant for Phase I Development that satisfies the requirements of Section 10-13-8 of the Zoning Ordinance . Councilman Dalton seconded the motion. The motion prevailed by the following vote: Ayes : Councilmembers Dalton, Parker, Conine , Pirkle, Tate and Pittard Noes : None Abstaining: Councilman Eidson 72-Z3 The City Attorney is instructed to draft an Ordinance for the City Council ' s consideration upon said development plan being approved by the City Manager. Councilman Dalton made a motion to change the name of Underwood Addition to Riva Additon as approved by the Planning & Zoning Board. Councilman Eidson seconded the motion. The motion prevailed by the following vote: Ayes: Dalton, Parker, Conine, Pirkle , Tate , Pittard, & Eidson. Noes : None The Zoning Board' s report on Zone Change Application Z 72-12 was read. Bill Reed requested "R-3" Zoning on 65 acres in the Herring Survey on this application. The Zoning Board recommended to reject this application. After much discussion Mr. Reed and the City Council was in agreement for a 10 acre block of the 65 acres to be zone 11R-311 . Councilman Parker made a motion to zone the 10 acres 11R-3" and pass Ordinance 72-24 on first reading . Councilman Tate seconded the motion. The motion prevailed by the following vote: Ayes : Dalton, Parker, Conine, Pirkle , Tate , Pittard & Eidson. Noes : None f i ORDINANCE 72-24 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS , SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF BILL REED, TRUSTEE FROM "R-111 , SINGLE FAMILY TO "R-3" MULTI- FAMILY; AND PROVIDING FOR A SAVINGS CLAUSE. Councilman Dalton made a motion to approve the applica- tion of Louise Watts to place a Mobile Home on her property OAK on North Dooley Street . Councilman Parker seconded the s motion. The motion prevailed by the following vote: Ayes : Dalton, Eidson, Parker, Conine, Pittard, Tate & Pirkle. Noes : None Councilman Pittard made a motion to pass Resolution R72-25, a resolution approving application for preliminary loan for Low-Rent Public Housing . Councilman Eidson seconded the motion. The motion prevailed by the following vote: A Ayes : Dalton, Eidson, Parker, Conine , Pittard, Tate & Pirkle . Noes: None b Councilman Dalton made a motion to pass Resolution R72-27 , a Resolution approving co-operation agreement with the Housing Authority of the City of Grapevine, Texas and authorizing its execution. Councilman Pittard seconded the motion. The motion prevailed by the following vote: Ayes: Dalton, Eidson, Parker, Conine, Pittard, Tate & Pirkle. Noes : None x Councilman Pittard made a motion to approve a grant of $6 ,825.00 to conduct a survey of the police department and develop a plan of action upon which to base decisions for improvement of the department . Councilman Dalton seconded the motion. The motion prevailed by the following vote: Ayes: Dalton, Eidson, Parker, Conine , Pittard, Tate & Pirkle . Noes : None Councilman Eidson made a motion to amend Ordinance 72-22, ,y permitting Mr. Snowden to decrease the units in his apart- 9 � ment project from 5 to 4. Councilwoman Conine seconded ^ry the motion. The motion prevailed by the following vote: Ayes: Dalton, Eidson, Parker, Conine , Tate & Pirkle . Noes : Pittard a Councilman Pittard made a motion to pass Resolution R72-26 , a Resolution authorizing North Texas Council of Governments to solicit bids for communication equipment that could be used in our Police Department if grant is approved. Council- man Tate seconded the motion. The motion prevailed by the following vote: Ayes : Dalton, Eidson, Parker, Conine , Tate , Pirkle & Pittard. Noes : None Councilman Dalton made a motion to employ the firm of Hankins , Powers and Hood to do the annual audit for the City of Grapevine . Councilman Pittard seconded the motion. i The motion prevailed by the following vote: i Ayes : Dalton, Eidson, Parker, Conine , Tate , Pirkle & Pittard. Noes : None f S s Councilman Eidson made a motion to approve the purchase of a new sanitation truck and packer unit. Councilman Pittard seconded the motion. The motion prevailed by the following vote: Ayes: Dalton, Eidson, Parker, Conine, Tate , Pirkle & Pittard. Noes : None 1 Councilman Pittard made a motion to have the public hearing on the proposed 1972-73 budget on Tuesday September 12th, 1972 at 7:30 P.M. Councilwoman Conine seconded the motion. The motion prevailed by the following vote: Ayes : Dalton, Eidsoq, Parker, Conine, Tate , Pirkle & Pittard. Noes : None The meeting adjourned. APPROVED THIS THE 191th DAY OF September , 1972.
