CITY OF GRAPEVINE
On Tuesday night January 2, 1973 at 8:00 P.M. the City Council
of the City of Grapevine, Texas met in regular meeting with the
following members present: a

x Councilman Pittard was absent.
Mayor Pirkle called the meeting to order. Bill Vandeventer gave
the invocation.
Mayor Pirkle stated the meeting of December 28, 1972 was
reconvened for the purpose of holding a public hearing on Zone
Change Applications Z72-19, Z72-20 and Z 72-21. After everyone r
present was given an opportunity to speak in their interest of
these zone change. requests, Mayor Pirkle declared the public
hearing closed.

Councilman Parker made a motion to approve the minutes of the
previous meetings. Councilman Dalton seconded the motion. The
motion prevailed by the following vote:
Ayes: Pirkle, Dalton, Parker, Eidson, Conine and Tate.
Noes: None
The Planning & Zoning Commission's report on Zone Change Application
Z 72-17 was read. Los Colinas Corp. requested "P D"' Zoning on
13.165 acres in the W. Allen Survey, Abstract 34, on this applica-
tion, The Planning & Zoning Commission recommended to disapprove
this request.
Councilman Parker made a motion to accept the Planning & Zoning
Commission's recommendation on this application. Councilman Eidson
seconded the motion. The motion prevailed by the following vote:

Ayes: Dalton, Parker, Eidson, Conine, Tate and Pirkle.

The Planning & Zoning Commission's report on Application Z 72-19
s was read. Joe L. Wright requested "Light Industrial" Zoning on a
tract of land in the A. Foster Survey. The Planning & Zoning
Commission approved "Limited Industrial" Zoning for this tract.
The City Attorney instructed the Council to return this applica-
tion to the Planning & Zoning Commission to either approve or dis-
approve the zoning for which the application was made.
' The Planning & Zoning Commission' s report on Zone Change Applica-
tion Z 72-20 was read. The Planning & Zoning Commission recommended
°r approval of this application on which Billy Underwood requested
"P D" on a tract of land in the McKinney & Williams Survey.
Councilman Eidson made a motion to instruct the City Attorney to
draft an ordinance pertaining to this development. Councilwoman
Conine seconded the motion. The motion prevailed by the follow-
ing vote:
Ayes: Parker, Eidson, Conine, Tate, Pirkle and Dalton. f

The Planning & "Zoning Commission's report on Zone Change Applica-
tion Z 72-21 was read. Bill Reed requested "P D" Zoning on 3
tracts of land in the Herring Survey on this application. The
Planning & Zoning Commission recommended approval of this
application. Councilman Dalton made a motion to accept the
Planning & Zoning Commission's recommendation. Councilwoman
Conine seconded the motion. The motion prevailed by the follow-
ing vote:

Noes: None
The Planning & Zoning Commission approved the revised plat of
Oak Grove Addition. Councilman Eidson made a motion to accept
the revised plat. Councilman Parker seconded the motion. The
motion prevailed by the following vote:
Ayes: Conine, Tate, Pirkle, Dalton, Parker and Eidson.
Noes: None
The Planning & Zoning Commission approved the revised plat of
the John Trigg Subdivision, combining 3 lots into 1 and dedica-
tion of utility and storm sewer easements. Councilman Parker
made a motion to accept the revised plat. Councilman Dalton
seconded the motion. The motion prevailed by the following vote:
Ayes: Tate, Pirkle, Dalton, Parker, Eidson and Conine.
Noes: None
The Planning & Zoning Commission approved the revised plat of
the Hasten Additions combining 3 lots into 1, abandoning utility
easements along the West and East sides of the property, and
dedicating a 10 ft, utility easement on the North side.
Councilman Eidson made a motion to accept the revised plat.
Councilman Tate seconded the motion. The motion prevailed by
the following vote:
Ayes: Pirkle, Dalton, Parker, Eidson,C mine and Tate.
Noes: None
The Planning & Zoning Commission approved the revised plat of
some lots of Paul Verburg in Placid Peninsula Addition. This
revision combined 3 lots into 2. Councilman Parker made a motion
to accept the revised plat. Councilwoman Conine seconded the
motion. The motion prevailed by the following vote:
Ayes: Dalton, Parker, Eidson, Conine, Tate and Pirkle.
Noes: None
Resolution R73-1, a resolution calling for the election of a Mayor,
Councilman Place 1, 2 and 6 and naming an election judge, was duly
introduced and read in full. Councilman Dalton made a motion to
adopt resolution R73-1. Councilman Eidson seconded the motion.
The motion prevailed by the following vote:
Ayes: Parker, Eidson, Conine, Tate, Pirkle and Dalton.
Noes: None
Ordinance 73-1 was introduced and read in full. Councilman Eidson
made a motion to pass Ordinance 73-1. Councilwoman Conine
seconded the motion. The motion prevailed by the following vote:
Ayes: Parker, Eidson, Conine, Tate, Pirkle and Dalton.
Noes: None
ORDINANCE 73-1
AN ORDINANCE PROHIBITING THE POSSESSION OF
BOOKMAKING RECORDS WITHIN THE CITY LIMITS
x OF THE CITY OF GRAPEVINE, TEXAS; PROVIDING
FOR AN OFFENSE OF POSSESSION OF BOOKMAKING
RECORDS; DEFINING BOOKMAKING, BOOKMAKING
RECORDS AND THE POSSESSION THEREOF; PRO-
VIDING A PENALTY; PROVIDING A SEVERABILITY
CLAUSE; AND DECLARING AN EMERGENCY.

The tabulations of bids on the 10" water line on the north side
of Business 114 from Barton Street to Dove Road was read. It
was determined that the bid from Austin Road Company in the
amount of $21,836.00 for alternate "A" was low.
Councilman Eidson made a motion to accept the bid from Austin Road
Co. Councilman Dalton seconded the motion. The motion prevailed
by the following vote: t
Ayes: Dalton, Parker, Eidson, Conine, Tate and Pirkle.
Noes: None

A Planned Development Ordinance for Love Park was introduced and
read. Councilman Dalton made a motion to pass Ordinance 73-2.
Councilwoman Conine seconded the motion. The motion prevailed by
the following vote:
Ayes: Parker, Eidson, Conine, Tate, Pirkle and Dalton.

AN ORDINANCE AiIENDING ORDINANCE NO. 70-109 THE COMPREHENSIVE
ZONING ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS, GRANTING A
ZONING CHANGE ON A TRACT OF LAND WHICH IS WITHIN THE CITY OF
GRAPEVINE, TEXAS, AND MORE FULLY DESCRIBED HEREIN; ORDERING
A CHANGE IN THE USE OF SAID PROPERTY FROM R-1 TO"PD" PLANNED
DEVELOPMENT DISTRICT; REQUIRING A SUBDIVSION PLAT AND A g
MAINTENANCE AGREEMENT; CORRECTING THE OFFICIAL ZONING MAP;
PRESERVING ALL OTHER PORTIONS OF THE ZONING ORDINANCE:
t PROVIDING A SEVERABILITY CLAUSE DETERMING THAT THE PUBLIC
INTEREST, MORALS AND GENERAL WELFARE DEMAND A ZONING CHANGE
