HomeMy WebLinkAbout1973-01-16 Regular Meeting Reel 16, Side II Start 356 End 681 STATE OF TEXAS COUNTY OF TARRANT X CITY OF GRAPEVINE X On Tuesday night January 16 , 1973 at 8:00 P.M. the City Council of the City of Grapevine, Texas met in regular meeting with the following members present: Willis Pirkle Mayor Thelma Conine ) Phil Parker ) Doil Dalton ) Council Bill Tate ) Members Carlton Pittard ) Councilman Eidson was absent. Mayor Pirkle called the meeting to order. Councilman Dalton gave the invocation. Councilman Parker made a motion to approve the minutes of the previous meeting . Councilman Dalton seconded the motion. The motion prevailed by the following vote: Ayes: Conine, Parker, Dalton, Tate , Pittard and Pirkle. Noes : None Ordinance 73-4, a Planned Development Zoning Ordinance for Bill Reed's property in the Herring Survey was read for consideration by the Council . The Planning & Zoning Commission and the City Council had previously approved the zoning change application covered by this ordinance. Mrs . Smith and Mrs. Elliott who live in Southshore Acres spoke in objection to the plat submitted with the Planned Development Ordinance. After much discussion, Councilman Dalton made a motion to pass Ordinance 73-4. Council- man Parker seconded the motion. The motion prevailed by the following vote: Ayes: Parker, Dalton, Tate, Pittard., Conine and Pirkle. Noes: None ORDINANCE 73-4 AN ORDINANCE AMENDING ORDINANCE NO. 70-10, THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS, GRANTING A ZONING CHANGE ON A TRACT OF LAND WHICH IS WITHIN THE CITY OF GRAPEVINE, TEXAS, AND MORE FULLY DESCRIBED HEREIN; ORDERING A CHANGE IN THE USE OF SAID PROPERTY FROM R-1 TO "PD" PLANNED DEVELOPMENT DISTRICT;REQUIRING A SUBDIVISION PLAT; CORRECTING THE OFFICIAL ZONING MAP; PRESERVING ALL OTHER PORTIONS OF THE ZONING ORDINANCE; PROVIDING A SEVERABILITY CLAUSE DETERMINING THAT THE PUBLIC INTEREST, MORALS AND GENERAL WELFARE DEMAND A ZONING CHANGE AND AMENDMENT HEREIN MADE; PROVIDING A PENALTY; AND DECLARING AN EMERGENCY. (Owner, William K. Reed) An Ordinance regulating fire arms and shooting ranges within the City Limits was discussed. Councilman Parker made a motion to table any action on the Ordinance for the time being. Councilman Tate seconded the motion. The motion prevailed by the following vote: Ayes: Dalton, Tate, Pittard, Conine , Pirkle and Parker. Noes: None Ordinance 73-3, an ordinance providing for a mandatory retire- ment age of sixty-five (65) years was introduced for considera- tion. Councilman Pittard made a motion to consider Ordinance 73-3 on an emergency basis . Councilman Dalton seconded the motion. The motion prevailed by the following vote: Ayes: Conine, Parker, Dalton, Tate, Pittard and Pirkle. gg Noes: None I Ordinance 73-3 was then taken up and discussed as an emergency measure. Councilman Pittard made a motion to pass Ordinance 73-3. Councilwoman Conine seconded the motion. The motion prevailed by the following vote: Ayes: Parker, Dalton, Tate, Pittard, Pirkle and Conine. Noes : None E ORDINANCE 73-3 AN ORDINANCE PROVIDING FOR A MANDATORY RETIREMENT AGE OF SIXTY-FIVE (65) YEARS FOR ALL CITY EMPLOYEES UNLESS ANNUAL PERMISSION TO CONTINUE EMPLOYMENT IS 1 GRANTED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EMERGENCY. E City Manager Ezell outlined a long range capital improvement program.
