HomeMy WebLinkAbout1973-02-20 Regular Meeting f Reel 17, Side I a Start 521 , End 015 a STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE On Tuesday night February 20 , 1973 at 8:00 P.M. the City Council of the City of Grapevine met in regular meeting with the follow- ing members present: Doil Dalton Mayor Pro-Tem k TommyEidson ) Phil Parker ) Council Thelma Conine ) Members } Carlton Pittard ) Bill Tate ) Mayor Pirkle was absent. Mayor Pro-tem Doil Dalton called the meeting to order. Bill Vandeventer gave the invocation. 1 The minutes of the previous meeting of February 6, 1973 were 1 approved. j s Mr. Leon Levitt , engineer for Bob Bransford presented the site plan for development of Phase I of his specific use permit zoning . z Councilman Eidson made a motion to approve the site plan. Council- man Pittard seconded the motion. The motion prevailed by the following vote: Ayes: Dalton, Eidson, Parker,. Conine, Pittard and Tate. 1 Noes : None I Mr. Joe Kennedy was present and spoke to the council regarding a slogan for the City of Grapevine. Mr. Kennedy submitted 3 slogans e for consideration. They were as follows : (1) Home of the Worlds Largest Airport . (2) Gateway to the World. 9 (3) Gateway to Dallas-Fort Worth Airport. ; The Council recommended that Mr. Kennedy contact the organizations that might be interested in submitting slogans for consideration at a later date . ' The Zoning Board' s report on Zone Change Application Z72-19 on which Joe L. Wright requested "Light Industrial" Zoning on a { tract of land out of the A. Foster Survey, A-518. The Planning y & Zoning Commission recommended approval of this application. I Councilman Parker made a motion to approve the zone change request { made on Application Z 72-19. Councilwoman Conine seconded the motion. The motion prevailed by the following vote: t Ayes: Eidson, Parker, Conine, Pittard, Tate and Dalton. Noes : None Resolution R73-5, a resolution adopting a minimum wage scale in x accordance with the statutory requirements was introduced and read. s 3 R gE i I i i I i Councilman Pittard made a motion to pass Resolution R73-5. Councilman Tate seconded the motion. The motion prevailed by j the following vote: i R Ayes: Parker, Conine, Pittard, Tate , Dalton and Eidson. Noes: None I i 1 The tabulations of the bids on the sewer project to Shorecrest Acres was read. Copies of the bids are on file in the City j records. Freese and Nichols , Consulting Engineers for the city, recommended that the low bids of Feazell Construction Co. for the Northeast Outfall , interceptor, and force mains and of Venus Construction Co. for the lift stations be accepted. Councilman Parker made a motion to award the bids to Feazell Construction Co. and Venus Constsruction Co. for their respective bids on the Northeast sewer project . Councilman Eidson seconded the motion. The motion prevailed by the following vote: i Ayes: Conine, Pittard, Tate, Dalton, Eidson and Parker. Noes : None Resolution R73-4, a resolution -supporting the Trinity River i Canal project was introduced and read. Councilman Pittard jmade a motion to pass Resolution R73-4. Councilman Tate seconded the motion. The motion prevailed by the following vote: Ayes: Pittard, Tate, Dalton, Eidson, Parker and Conine. Noes: None The need for a revised population count for the City of Grapevine was discussed. Employing the formula used by the electric company i as to the number of persons served by each meter, it was de- termined the population of Grapevine was 10,459. ., Councilman Eidson made a motion to pass Resolution R73-3, determing the population of Grapevine to be 10,459. Councilwoman 1, Conine seconded the motion. The motion prevailed by the follow- ing vote: i Ayes: Tate , Dalton, Eidson, Parker, Conine and Pittard. I Noes: None I City Manager Ezell discussed the possibility of leasing more government land for park area with the council . The council was in agreement to postpone any action on leasing more land at this time. The septic system problems in the Grapevine Lake Estates area were discussed at length. The council was in agreement that since sewer service would be available later this year, the problems in certain specific areas could be worked out between ..the builders and the building inspector. Councilman Eidson made a motion to pass Ordinance 73-8, An Ordinance allowing the Public Display of Fireworks; Requiring a Permit for a Public Display; Authorizing the Fire Chief to Issue Permits for Public Displays; Prohibiting Storage of Materials for Public Displays Within City Limits; Prohibiting Hazardous Public Displays; Requiring An Approved Adult Person to Handle Public Displays ; Requiring Fireman to be Present At Public Displays ; Providing a Savings Clause; and Declaring An Emergency. 1 Councilman Pittard seconded the motion. The motion prevailed i by the following vote: I Ayes: Parker, Conine , Pittard, Tate , Dalton and Eidson. Noes: None i 3 1, 1 I 3 t f i Meeting adjourned.
