i The City Council and the Planning and Zoning Commission of
�" the City of Grapevine, Texas, convened in joint meeting at
7:30 p.m. , on this the 24th day of April, 1973, with the

' following members present, to-wit:

The Invocation was given by Ted Ware.
Mayor pro-Tem Dalton opened the public hearing on zoning �
_ case (Z-73-1) - Billy G. Underwood requesting "C-2"
Community Business Zoning on (7.96) acres in the Splane t
Survey. Present zoning is "R-3t' Multiple Family Zoning.
Larry McVay representing Billy G. Underwood stated that
_ the acreage in request was on Mustang Drive, adjacent to
their apartment complex (Mustang Addition) . He stated �
they propose to construct a service station and convenience
center, with construction to begin immediately of the
convenience center. �;
Joe Kennedy noted that Univest Real Estate Investments =
had written a letter objecting to the entire (7.96) acres
being zoned commercial, but stated that some commercial
zoning might be proper in the location due to the multi-
family project and mobile home park.
With no further discussion on zoning case (Z-73-1 ) , Mayor #
Pro-Tem Dalton closed the public hearing.
Mayor Pro-Tem Dalton opened the public hearing on zoning
case (Z-73-2) - C.D. Pittard requesting L-I Limited Industry �;
or Higher Zoning on (1 .31) acres in the Mahan Survey, �
(1417 W. Northwest Highway) . Present zoning is 1TR-1". G
Tom Butler spoke on behalf of the zoning request, and
stated he would like to use the property for his fencing
business. He stated he would like to enclose an area at
the front East corner of the property with a six foot chain
link fence, to be used for storage of his fencing materials.
; He also requested that he be allowed to use six foot chain
; � link fence across the front of the property.
i It was noted that the City Attorney had advised the City
� that a Specfic Use Permit should be considered in this
� zoning case.
With no further discussion on zoning case (Z-73-2) , Mayor �

Mayor Pro-Tem Dalton opened the public hearing on zoning
cases: (Z-73-3) - Warren V. McRoberts, Trustee requesting
L-I Limited Industry Zoning on (5.45) acres out of the
Easter and Thompson Surveys. Present zoning is "R-1" .
(Z-73-4) - Warren V. McRoberts, Trustee requesting
"C-2�' Community Business Zoning on (28.70) acres out of the
Thompson, McDonald and Splane Surveys. Present zoning �
is i'R-1't. �
(Z73-5) - Warren V. McRoberts, Trustee requesting �
"R-3t' Multiple Family Zoning on (22.97) acres in the
Splane Survey. Present zoning is "R-1".
� The planner for Warren V. McRoberts, Trustee, gave a �
� presentation showing location, physcial features, and �
� plan utilization. He stated that within the three proposed �
� zoned areas would be an industrial site, convenience retail �
� center, shopping center, office buildings, motel, townhouses, 1,
� and garden apartments. It was asked if the development 1
� corporation had considered the city ' s 11Planned Developmentt�
zoning. The planner stated that the project would take three �
& to five years to completely develop, and within that time �
� period some shifts in plans might be necessary. Councilman �
; Eidson stated the city would lose control by the stated zoning �
� request, whereas under the ��Planned Development�� zoning the
city would retain control .
= The planner stated the Development Corporation presently has
� development underway in Grapevine, and is prepared to begin
� development of this tract immediately with the convenience �
� retail center, townhouses, and garden apartments. ;
� With no further discussion on zoning cases : (Z-73-3) , (Z-73-4� , �
3 and (Z-73-5) , Mayor Pro-Tem Dalton closed the public hearing. ;

The City Manager presented the tabulation of bids for the
Northwest sewer system improvements as follows;

The project is divided into three units ; Contract I -
Northwest outfall sewers and collection lines , Contract II -
' three lift stations, Contract III - force mains.

Base bid for Contract III proposed that the force mains be
constructed of plastic pipe in the sizes (6) and (8) inch,
and concrete cylinder pipe in the (12) inch size. The
. � alternate bid proposed that all the force mains be con-
structed of asbestos cement pipe.
It was stated that the City has two options; (1) to award
the contracts on the basis of the bids received on April 16,
1973, and abandon hopes of receiving any Federal Grant
participation, or (2) reject the bids received on April 16,
1973, and hold the project in abeyance until a Grant offer
; is made by the Environmental Protection Agency.
The City Manager stated that he had met with EPA concerning
a grant for the Northwest sewer project and was told that
Grapevine was approximately (34th) on the priority list in
Texas. He stated the (1972-1973) grant funds had not been
' j issued due to new guidelines, and that if Grapevine was
to receive a grant, it would be in the (1973-1974) EPA
� budget.
Mayor Pro-Tem Dalton stated that action would need to be
taken at the May 1 , 1973, City Council meeting.
Councilwoman Conine and the City Manager explained to the
Council that on May 15, a reception for Mayor Willis Pirkle
will be held at the City Hall from (11 :00 a.m. thru 2;00 p.m. ) .
There being no further business, Mayor Pro-Tem Dalton
� adjourned the meeting at 9:05 p.m.
