UTEREAS, it is the policy of this locaijty to ate' ubst2ndard and other
inadOqUats housing, to prevent the sprOad of alums and blight, and to realize as soon
as feasible the goal of a decent home In a suitable living environment far all of its

to local public hOusing agencies for undertaking and carrying out prelimMary planning of
