ORDINANCE NO. 75-22
AN ORDINANCE MAKING IT UNLAWFUL TO DETAIN
�� ANY BOOK, NEWSPAPER, MAGAZINE, PAMPHLET,
� MANUSCRIPT OR OTHER PROPERTY OF THE CITY LIBRARY
FOR THIRTY (30) DAYS AFTER NOTICE IN WRITING TO
RETURN SAME, GIVEN AFTER THE EXPIRATION OF THE
TIME WHICH BY THE RULES OF THE CITY LIBRARY SUCH
PROPERN MAY BE KEPT; PROVIDING A PENALN; PRO-
VIDING A SEVERABILIN CLAUSE AND DECLARING AN
EMERGENCY.

BE IT ORDAINED BY THE CIN COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS:
�,,_� SECTION 1. That it shall be unlawful for anyone to detain any book,
� newspaper, magazine, pamphlet, manuscript or other property belonging to the
City of Grapevine library for thirty (30) days,or more, after notice in writing
to return same has been given which notice is given after the expiration of the
time which by the rule of the library such property may be kept.
SECTION 2. Any person violating or failing to comply with any provisions
of this ordinance shall be fined upon conviction, not less than ONE DOLLAR ($1.00)
nor more than TWO HUNDRED DOLLARS ($200.00) and each day any violation of
non-compliance continues shall constitute a separate offense.
SECTION 3. It is hereby declared to be the intention of the City Council
of the City of Grapevine, Texas, that the sections, paragraphs, sentences, clauses,
� , � and phrases of this ordinance are severable and any phrase, clause, sentence,

paragraph or section hereof should be declared unconstitutional, such unconstitution-
ality or invalidity shall not affect any of the remaining phrases, clauses, sentences,
pharagraphs, or sections of this ordinance, since the same would have been enacted
by the City Council without the incorporation in this ordinance of any such uncon-
stitutional or invalid phrase, clause, sentence, paragraph or section.
SECTION 4. The fact that the present ordinances and regulations of the City
of Grapevine are inadequate to protect its citizens within the corporate limits of the
, City of Grapevine, creates an emergency for the immediate preservation of the
publ i c busi ness, property, hea I th, sa fety a nd general wel fare of the publ i c whi ch

requires that this ordinance shall become effective from and after the date of its
passage as provided by the Charter of the City of Grapevine and it is accordingly
so ordained.
