AN ORDINANCE AMENDING THE CITY CODE OF THE CITY OF
GRAPEVI NE, TEXAS, BY AMENDING CHAPTER 11, SECTION
4-11-16, RELATING TO BILLIARD HALLS BY REQUIRING THAT
ALL RENEWALS FOR LICENSE BE GOVERNED BY THE SAME
�--" PROCEDURE AS AN APPLICATION FOR A NEW LICENCE PRO-
VIDING A PENALTY, PROVIDING A SEVERABILITY CLAUSE
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CIN OF
GRAPEVINE, TEXAS.
SECTION 1. That the City Code of the City of Grapevine, Texas,
Chapter 4, Section 4-11-16, relating to billiard halls is hereby amended to
read as fol I ows:
"4-11-16 all licenses issued under the provisions of this chapter shall

automatically terminate one (1) year from the date of issuance.
A party may obtain a renewat license by filing an application for
renewal with the Chief of Police. The application for renewal shall
contain the same information and be processed in the same manner as
a new application in accordance with all of the above sections, in-
cluding but not limited to sections 4-11-8 and 4-11-12.
Renewal fees shall be as set out in section 4-11-10."
SECTION 2. Any person violating or failing to comply with any provisions
of this ordinance shall be fined upon conviction, not less than One Dollar ($1.00)
nor more than Two Hundred Dollars ($200.00) and each day any violation of non-

compliance continues shall constitute a separate offense.
SECTION 3. It is hereby declared to be the intention of the City Council

of the City of Grapevine that the sections, paragraphs, sentences, ctauses and
phrases of this ordinance are severable and any phrase, clause, sentence, paragraph
or section hereof should be declared unconstitutional, such unconstitutionality or

invalidity shall not affect any of the remaining phrases, clauses, sentences,
paragraphs or sections of this ordinance, since the same would have been enacted
by the City Council without the incorporation in this ordinance or any such
unconstitutional or invalid phrase, clause, sentence, paragraph or section.
�` SECTION 4. The fact that the present ordinances and regulations of the
City of Grapevine are inadequate to control the renewal of billiard hall licenses
within the corporate limits of the City of Grapevine, creates an emergency for
' the immediate preservation of the public business, property, health, safety, and
general welfare of the public which requires that this ordinance shall become
effective from and after the date of its passage as provided by the Charter of the
City of Grapevine, and it is accordingly so ordained.
