AN O�DINANCE AMENDING ORDINANCE NO . 70-1 �, A ZONING ORDINANCE
OF THE CITY OF GRAPEVINE , TEXAS, GRANTING A ZONING CHANGE ON
A TRACT OF LAND IN THE W.C. LUCAS ADDITION, LOT 3, BLK . 2,
AND ADJACENT ALLEY AS RECORDED IN VOLUME 5636, PAGE 700, DRTC,
IN THE CITY OF GRAPEVINE, TEXAS AND MORE FULLY DESCRIBED
HEREIN; AND ORDERING A CHANGE IN THE USE OF SAID PROPERTY
FROM "R-2" TO "C-2" COMMUNITY BUSINESS DISTRICT; CORRECTING
THE OFFICIAL ZONING MAP ; PRESERVING ALL OTHER PORTIONS OF THE
ZONING ORDINANCE; PROVIDING A SEVERABILITY CLAUSE; DETERMINING
THAT THE PUBLIC INTEREST, MORALS AND GENERAL WELFARE DEMAND A
ZONING CHANGE AND AMENDMENT HEREIN MADE; PROVIDING A PENALTY ;
AND DECLAfiING AN EMERGENCY .

WHEREAS, the City Council of the City of
Grapevine, Texas, at a public hearang called by the
City Council did consi.der fhe following factors i.n ,
��in9 a determinatian as to whether these zeguested
changes should be granted or denied; safety of the
motoring public and the pedestrains using the facilities
in the area i�ediately surroun ding the site; safety
� from fire hazards and II2zStlres for fire control, protection :
of adjacent property fron flood or ��ter da�aoes , noise �
producing elenents and gl�re of th� vehicular and
stationary Iights and effect_ of such lignts on established
" character of the neighborhoo3, location, ligbti-n9 and
types of signs and relation of signs to traific control
and adjacent property, street size and adequacy of width
for traffic reasonably expected to be generated by the
proposed use around the site and in the immediate �
neiahborhood, adequacy of par3cing as determined by
reguirements of this ordinance for off-street parking

panics and other dangers possibly present in the securing
of s�ety from same, the effect on the promotion of health
and the general� wel�are, effect on adequate light and air,
the effect on the over-crowding _of the land, the effect
on the concentration on popiilation, the effect on the
transportation; water, sewerage, school�s, parlcs and other

�'HER�S, the City Council of the City of ',
Grapevine, Texas , has de�ernined that there is a necessity
and need foZ this change in zoning and bas also found
and determined that there has been a change in the .
conditions of tbe property surrounding and in close
proximity to the properfy requested for a change since
�his property Ras originally classified and therefore
feels that a chan ge in zoning classification for the
particular piece of property is neeoed, is called foZ,
and is in the best interest of the public at large, the

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVIN�, TEXAS:
SECTION 1 . That the City of Grapevine Ordinance No .
70-10, being the Comprehensive Zoning Ordinance of the City
of Grpaevine, Texas , same being also known as Title 10 of

the City Code o� Grapevine , Texas , be, and the same is
hereby amended and changed in tl-iat tl-�e use tl-ie fo llowing
described property , to-wit:

BEING a tract of land situated in the W.C. Lucas Addition,
Lot 3, Block 2, o� the City of Grapevine , Tarrant County ,
Texas ; and the adjacent alley as recorded in Volume 5636,
Page 700 ORTC, and more fully described as �ollows :

Lucas Addition, an addition to the City of Grapevine , Tarrant

Grapevine zonang ordinance and all other applicable and
pertinent ordinances of the City of Grapevine, Texas.

SECTION 4. ihat tbe zoning. regulations and districts as

They have be�n desi�ed, with respect to both present
coriditions and the conditions z�sonably anticipated to
exist in the foreseeable future, to Iessen congestion �-.n
the streets; to secure safety �rom fire, panic, flood and
other dangers; provide adequate light and air; to prevent
ove=-cro:�ding of Iand, to �void undue concentration of
population; facilitate the adequate provisions of trans-
portatian, kater, sewerage, nrainage and surface �:ater,
parks arid other pubZic requirements, and to make adequate
provisions for tbe no=mal �business, commercial needs and
development of the community• They have been made with
. reasonable consideration, among other things of the
character of the district, and iLs peculiar suitability

SECTION 5. This ordinance shall be cumulative of all
� other ordinances of the City of Grapevine, Texas, affecting

S zoning and shall not repeal any of the provisions of sal
'� ordinances except in those instanoes where provisions of
- tbose ordinances which are in direct conflict with the
provisions of this ordinance.

the validity of the zoning affecting any portion of the
tract or tracts of land described herein shall be declared
to be invalid, the same shall not affect the validity of
the zoning of the balance of the tract or tracts of land
described herein.

SECTION 7. That any peZson, firm or corporation violating
any of the terms and provisions of this ordinance shall be
subj ect to the sa.me penalties =provided for in Ordinance
No. 70-10, Zoning O=dinance of the City of C�apevine, Texas•
SECTION 8- The fact that tbe present zoning ordia ece
� �a°� and regulations of .the City of Grapevine, Texas
inadequate to properly safeguard the health, safety,
�'� morals, peace and general welfare of the inhabitants
, ��t
' of the City of Grapevine, ?exas, creates an emergency
_� _
for the immediate preservation of the _public business,
property, health, safety and general_.w�lfare of the _ ` _ _
public which requires that this ordinance sball become
effective from and after the date of its final pa-ssage,
as provided by the ��teZ of the City of Grapevine, Texas,
and it accordingly so ordained.
