A ZONING CHt�NGE ON THREE TRACTS OF' LAND IN THE J.B.
� FAY SURVEY, ABSTRACT NO. 530, AND THE WILLIAM BRADFORD
�' SURVEY, ABSTRACT NO. 131 , IN THE CITY OF GRAPEVINE,
TEXAS, AND MORE FULLY DESCRIBED HEREIN; AND ORDERING
A CHANGE IN THE USE OF SAID PROPERTY: TRACT A FROM
"R-1+� TO "C-2�� COMMUNITY BUSINESS DISTRICT; TRACT B
FROM "R-1" TO "C-2" CONIlwIUNITY BUSINESS DISTRICT;
TRACT C FROM "R-1" TO "I-1+� LIGHT INDUSTRIAL DISTRICT;
CORRECTING THE OFFICIAL ZONING MAP; PRESERVING ALL
OTHER PORTIONS OF THE ZONING ORDINANCE; PROVIDING A
SEVERABILITY CLAUSE; DETERMINING THAT THE PUBLIC
INTEREST, MORALS AND GENERAL WELFARE DEMAND A ZONING

WHEREAS, applicatians were made to a.mend the
Official Zoning Map, City of Grapevine, Texas, by making
applications for same with the Planning and Zoning
Commission of the City of Grapevine, Texas, as required
by state statutes and the zoning ordinances of the City
of Grapevine, Texas, and all the legal requirements,
conditions and pre-requisites having been complied with,
the case having come beFore the City Council of the City
of Grapevine, Texas , after all legal notices, require-
�^ ments, conditions and pre-requisites having been complied
with; and,
WHEREAS, the City Council of the City of
Grapevine, Texas, at a public hearing called by the
City Cnuncil did consider �he following factors in
making a determination as to whether these requested
changes should be granted or denied; safety of the
motoring public and the pedestrains using the facilities
in the area immediately surrounding the site; safety
from fire hazards and measures for fire control, protection
of adjacent property from flood or water damages , noise
producing elements and glare of the vehicular and
stationary lights and effect of such lights on e�tablished
character of the neighborhood, location, lighting and
types of signs and relation of signs to traffic contral
and adjacent property, street size and adequacy of width
� for traffic reasonably expected to be generated by t�e
a proposed use around the site and in the immediate
neighborhood, adequacy of parking as determined by
requirements of this ordinan�e for off-street parking
:; facilities, location of ingress and egress points for
- parking and off-street loading spaces, and protection
g of public health by surfacing on all parking areas to
� control dust, effect on the promotion of health and the
"" general welfare,` effect on light and air, the effect on
the over-crowding of the land, the effect on the concen-
tration of population, the effect on the transportation,
water, sewerage, schools, parks and other public facilities;

�E WHEREAS, the City Council of the City of
Grapevine, Texas , at a public hearing called by the
°� City Council of the City of Grapevine, Texas , did consider
�� the following factors ir� making a determination as to

whether this requested change should be granted or denied;
effect on the congestion of the streets, the f ire hazards,
panics and other dangers possibly present in the securing
of safety from same, the effect on the promotion of health
and the general welfare, effect on adequate light and air,
the effect on the over-crowding of the land, the effect
� on the concentration on population , the effect on the
�' transportation; water, sewerage, schools, parks and other
public facilities ; and,

among other things the character of the district and its
peculiar suitability for particular uses and with the
view to conserve the value of buildings, encourage the
mast appropriate use of land throughout this city; and,

WHEREAS, the City Council of the City of
Grapevine, Texas, does find that there is a public
necessity for the zoning change, that the public demands
it, that the public interest clearly requires the amend-
ment, that the zoning changes do not unreasonably invade
the rights of those who bought or improved propezty with
reference to the classification which existed at the time
their original investment was made; and,
WHEREAS, the City Council of the City of

Grapevine, Texas , does find that the change in zoning
lessens the congestion in the streets, helps secure
safety from fire, panic and other dangers ; pzomotes
health and the general welfare; provi.des adequate light
and air; prevents the aver-crowding of land; avoids
undue concentration of population ; facilitates the
adequate provisions of transportation, water, sewerage,
� schools, parks and other public requirements; and,
WHEREAS, the City Council of the City of
Grapevine, Texas, has determined that there is a necessity
and need for this change in aonin g and has also found
and determined that there has been a change in the
conditions of the property surrounding and in close
proximity to the property requested for a change since
this property was originally classified and therefore
feels that a change in zoning cl��ssification for the
particular piece of property is needed, is called for ,
and is in the best interest of the public at large, the
" citizens of the City of Grapevine, Texas, and helps
promote the general health, saf�>ty and welfare of this
community;

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE'
TEXAS:
SECTION 1 . That Ordinance No. 70�10, a Zoning Ordinance of
the City of Grapevine, Texas, passed on April 7, 1970, be,
and the same is amended and changed in that the use of the
fc�l�.�wing described property, to-wit :
TRACT A from "R-1+� Residentia�l Distxict ta "C-2°' C�m-
� munity Business District.
�, Being a tract of land situated in the William Bradford
Survey, Abstract No. 131 , Tarrant County, Texas, and
being the First Tract described in the Deed in Volume
4169, page 218, and a part of the tract of land des-
cribed in Volume 352�, page 656, Deed Records of Tarrant
County, Texas, and beina .moze particularly described
by metes and bounds as follows:
BEGINNING at the intersection of the North line of
State Highway No. 114 with the East line og South
Main Street, same being the Southwest corner of First
Tract described in Volume 4169, page 218;
THENCE North 00 deg. 09 min. 31 sec. East along the
East line of South Main Street for a distance of
397.51 feet to an iron rod found for corner ;

SECTION 2. The City Ma�ager is hereby directed to cor�ec�
the official zoning map of the City of Grapevine, Texas,
to reflect the herein change in zoning.
SECTION 3. That in all other respects the use of the tract
�r t�acts of 2and herei� above described s�all be subject
to all �he applicable regulations c�ntaine� in said City of
Gra�evin� zaning ardina�ce and all orher ap�licabie a�d
pertanent ordinances of the City of Gra�evine, Texas.

�: , herein establis�ed have been made in accordance �ith the
camprehensive plant for the purpose of promoting health,
safety, morals and the general welfare �f the c4mmunity,
They have been designed, with res�ect to bath pxesent
' condit�ons a�d the conditians reasonably anticipated to
' exist in the foreseeable future, ta lessen congestion in
the streets; to secure safety fro� �ize, panic, fload and
� �ther dangers; provide adequate light �nd air ; to prevent

� aver-crowding of latad, ta avoid undue cancentration of
` papulatic�n; facilitate the adeq�ate pravisions of trans-
portation, water , sewerage, drainaqe �nd surface water ,
�arks and otkaer public requirements, �nd ta make ad�quate
grouisions far the nor�al business, cam�uercial needs and
development of the community. They have been made with
xeasonable consideration, among other t�ings of the
character of the district, and its peculiar sui.tability
for the garticuZar uses and �rith � view of conserva.ng
the value of buildings and encouraging the most appropaciate
use af land thraughout the community.
- SECTI{�N 5. This ordinar�ce sha11 be cumulative of all
� t�ther ordinances of the City of Grapevine, Texas, affecting
;�. , �oning ar�d shall not repeal. any of the provisian� af said
� c�rdinanc�es except in those i�stances where provisions of

� those ardinances which are i.n direct cor�flict with the
� pxovisions af this ardinance.
SECTION 6. That the terms and provisians of this
ordinance shall be deemed to be severable and that if
t�e validity of the aoning affectina any portian af the
txact or tracts of land described herein shall be declared
to Ue invalid, the same shall nat affect the vaiidity of
� the zoning of the balance of the tract ar tracts of la�nd
described herein.
SECTION "7. Tha� any person, fizm or corporatian violating
any af the terms and provisions of tt�is ordinax�ce shall be
subject to the same penalties provided for in Ordit�ance
No. 70-1Q, Zonine� Ordinance of the City of Grapevine, Texas.
