AN ORDINANCE AMENDING ORDINANCE NO. 70-10, A ZONING
ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS � GRANTING
A ZONING CHANGE ON TWO TRACTS OF LA1VD IN THE J.R.
„�=-a. DOSS SURVEY, ABSTRACT NO. 440, IN THE CITY OF GRAPE-
j� VINE� TEXAS� AND MORE FULLY DESCRIBED HEREIN; AND

ORDERING A CHANGE IN THE USE OF SAID PROPERTY:
TRACT (A) FROM �'R-1" TO "I-1" LIGHT INDUSTRIAL
DISTRICT; TRACT (B) RROM "R-1•' TO "I-1" LIGHT
INDUSTRIAL DISTRICT; CORRECTING THE OFFICIAL ZONING
MAP; PRESERVING ALL OTHER PORTIONS OF THE ZONING
ORDINANCE; PROVIDING A SEVERABILITY CLAUSE; DETER-
MINING THAT THE PUBLIC INTEREST� MORALS AND GENERAL
WELFARE DEMAND A ZONING CHANGE AND AMENDMENT HEREIN
MADE; AND PROVIDING A PENALTY.

WHEREAS, applications were made to amend the �
Official Zoning Map, City of Grapevine, Texas , by making ;
applications for same with the Planning and Zoning
Commission of the City of Grapevine, Texas, as required
by state statutes and the zoning ordinances of the City
of Grapevine, Texas, and all the legal requirements, �
conditions and pre-requisites having been complied with, '
the case having come before the City Council of the City �
of Grapevine, Texas , affer all legal notices, require-
�°�' ments, conditions and pre-requisites having been complied
� with; and,
�
WHEREAS, the City Council of the City of
Grapevine, Texas, at a public hearing called by the
City Council did consider the following factors in
making a determination as to whether these requested
changes should be granted or denied; safety of the
motoring public and the pedestrains using the facilities
in the area immediately surrounding the site; safety
from fire hazards and measures for fire control, protection
of adjacent property from flood or water damages, noise
producing elements and glare of the vehicular and
stationary lights and effect of such lights on established
character of the neighborhood, location, lighting and
types of signs and relation of signs to traffic control
and adjacent property, street size and adequacy of width
fo� traffic reasonably expected to be generated by the
proposed use around the site and in the immediate
neighborhood, adequacy of parking as determined by
requirements of this ordinance for off-street parking
� facilities, location of ingress and egress points for
parking and off-street loading spaces, and protection
of public health by surfacing on all parking areas to
"�'� control dust, effect on the promotion of health and the
general welfare, effect on light and air, the effect on
the over-crowding of the land, the effect on the concen-
tration of population, the effect on the transportation,
water, sewerage, schools, parks and other public facilities;
and,
WHEREAS, the City Council of the City of
Grapevine, Texas , at a public hearing called by the
City Council of the City of Grapevine, Texas , did consider
the following factors in making a determination as to
whether this requested change should be granted or denied;
effect on the congestion of the streets, the fire hazards,
panics and other dangers possibly present in the securing
of safety from same, the effect on the prornotion of health
and the general welfare, effect on adequate light and air,
the effect on the over-crowding of the land, the effect
on the concentration on population, the effect on the
transportation ; water, sewerage, schools, parks and other
t�"� public facilities ; and,
�. WHEREAS, the City Council further considered
among other things the character of the district and its
peculiar suitability for particular uses and with the
view to conserve the value of buildings, encourage the
most appropriate use of land throughout this city; and,
WHEREAS, the City Counci2 of the City of
Grapevine, Texas, does find that there is a public
necessity for the zoning change, that the public demands
it, that the public interest clearly requi.res the amend- �
ment, that the aoning changes do nat unreasonably invade
the xights af those who bought or improved praperty with
reference ta the classification which existed at the time '
theix original znvestment was made, and,

� WHEREAS, the City Cauncil of the City of
i�w Grapevine, Texas , does find that the ck�ange in zoning
lessens the congestion i.n �he streets, helps secure
safety from fire, panic and other dangers; promates
health and the general welfare; provides adequate light ,
and air; prevents the over-crowd�ng of Iand; avoids
undue caancentration of population; facilitates the
adequate provisa.ons of transportation, water, sewerage, ;
schaols, parks and other public requirements; and,
WHEREaS, the City Council o� the City af
Grapevine, Texas, has deterrnined that there is a necessity
and need for this change iz� zoning and has also found
and deterinined that there has been a change in the
conditions of the property surrounding and in close
pxoximity ta the property requested foz a change since
this property was ariginally classifie�i and therefore
feels that a change in zoning classification for the
particular giece of property is needed, is called for,
and is in the best zntexest of the public at large, �he
citizens of the City of Grapevine, Texas , and helps
pramote the general health, safety and welfare of this
commun i t,y;

NOW, THEREFORE,

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GR,APEVINE,
TEXAS:
SECTION 1 . That Ordinance No. 70-1p, a Zoning Ordinance of
the City of Grapevine, Texas , passed on April 7, 1970, be,
and the same is amended and changed in that the use of the
following described property, to-wit:

�� Tract or parcel of land situated in Tarrant County, Texas, and
being a 43.728 acre tract out of the J.R. Doss Survey, Abstract
No. 440, and being more particularly described by metes and
bounds as follows:
BEGINNING 2631 .5 feet South 89 deg. 32' East of the Southwest
corner of said J.R. Doss Survey, said point being in the North
right-of-way line of County Road No. 3036 (Glade Road) ;
THENCE North 2 deg. 14' West with fence line, 1284.5 feet to
a steel rod;
THENCE North with fence line, 1495.7 feet to a steel rod in
the South right-of-way line of County Road No. 3037 (Hughes
Road) ;
THENCE South 88 deg. 56' East along the South right-of-way
line of said road, 693.6 feet to an iron pipe for corner;
THENCE South 0 deg. 16' East with fence line, 1481 .6 feet
to an iron pipe;
THENCE South O deg. 08' West, 1290.0 feet to a steel rod in
the North right-of-way line of County Road No. 3036 (Glade
Road) ;
�M, THENCE North 89 deg. 32' West with fence and said North right-
of-way line of 647.5 feet to the PLACE OF BEGINNING, and
�4 � containing 43.728 acres of land, more or less ;
which is presently zoned �'R-1" under Ordinance No. 70-10, is
changed to "I-1" Light Industrial District.
TRACT (B) :
A lot, tract or parcel of land lying and being situated in
Tarrant County, Texas, and being described as follows, to-wit:
Being a tract of land out of the J.R. Doss Survey, Abstract
No. 440, Tarrant County, Texas, and being more particularly
described by metes and bounds as follows:
BEGINNING at an iron pin in the North line of County Road No.
3036, said point being S. 89 deg. 32' E. 3611 .8 feet from the
Southwest corner of said Doss Survey;
THENCE North along a fence 1292. 7 feet to an iron pin;
THENCE N. 89 deg. 39' E. along a fence 110.0 feet to an iron

THENCE South along a fence 1294.3 feet to an iron pin in t e
' North line of County Road No. 3036;
�'''� THENCE N. 89 deg. 32' W. along said North line 110.0 feet to
the POINT OR BEGINNING and containing 3.27 acres of land;
AND
A lot, tract or parcel of land lying and being situated in
Tarrant County, Texas, and being described as follows, to-wit:
Being a tract of land out of the J.R. Doss Survey, Abstract
No. 440, Taarrant County, Texas, and being more particularly
described by metes and bounds as follows:
BEGINNING at an iron pin in the N. line of County Road No.
3036, said point being S. 89 deg. 32' E. 3721.8 feet from the
Southwest corner of said Doss Survey;
THENCE N. along a fence 1294.3 feet to an iron pin;
THENCE N. 89 deg. 39' E. along a fence 219.9 feet to an iron
pin;
THENCE S. along a fence 1297.4 feet to an iron pin in the N.
line of County Road No. 3036;
��.� THENCE N. 89 deg. 32� W. along said N. line 219.9 feet to the
POINT OF BEGINNING and containing 6.55 acres of land;

which is presently zoned "R-1" under Ordinance No. 70-10, is
changed to "I-1" Light Industrial District.

SECTION 2. The City blanager is hereby directed to correct
the official zonin� map of the City of Grapevine, Texas ,
to reflect the herein change in zoning.

SECTION 3. That in all other respects the use of the tract ,
or tracts of land herein ab�ve described shall be subject
to all the applicable reaulations C!�T11"�lri�'� :i.n sai.d C:ity of
Grapevzne zonzng ordin��.nc� and all other ann� icable and
nert�n�nt ordinances of the City of Grapevine, Texas .

s: SECTION 4. That the zoning regulations and districts as
�, herein established have been made in accordance with the
comprehensive pl.ant for the purpose of pramoting health ,
safety, morals and the general welfare of the community.
They have been designed, tivith respect to both present
conditions and the conditions reasonably anticipated to
�xist in the foreseeable future, to lessen congestion in
the streets ; to secure safety from fire, panic, flood and
other dangers; provide adequate light and air ; to prevent
over-crowding of land, to avoid undue concentration of
population; facilitate the adequate provisions of tr�.ns-
portation , water , sewerage, drainage and surface water ,
parks and other public requirements, �nd to make adequate
provisions for the normal business, commercial needs and
development of the community. They have been made with
reasonable consideration, among other things of the
character of the district, and its peculiar suitability
fpr the particular uses and with a view of conserving
the value of buildings and encouraging the most appropriate
use of land throughout the community.
""�'" SECTION 5 . This ordinance shall be cumulative of all
' other ordinances of the City of Grapevine, Texas, affecting
� zoning and shall not repeal any of the provisions of said
ordinances except in those instances where provisions of
those ordinances which are in direct conflict with the
provisions of this ordinance.
SECTION 6. That the terms and provisions of this
ordinance shall be deemed to be severable and that if
the validity of the zoning affecting any portion of the
tract or tracts of land described herein shall be declared
to be invalid, the same shall not affect the vaiidity of
the zoning of the balance of the tract or tracts of land
described herein.
SECTION 7. That any person, firm or corporation violating
anv of the terms and provisions of this ordinance shall be
subject to the same penalties provided for in Ordinance
No. 70-10, Zoning Ordinance of the City of Grapevine, Texas.
