The item of business for the Building Board of Appeals to consider was BBA
#89-01, submitted by H.E.D., Healthcare Environment Design. Architects, for
Baylor University Medical Center located at 1650 West College Street,
Grapev-ine. H.E.D. is requesting to add 2 stories to an existinq 2 -story
building in which the guidelines of Section 1807 of the Uniform Building
Code relating to high rise buildings have to be met.
Greg Wheeler explained to the Board, there was a difference of opinion of
the interpretation of the Grapevine, Building Code between City Staff and
Mr. Bruce Johnson, of H.F.D., Healthcare Envirornent Design Architects.
Mr. Wheeler explained that under Article 1, Section 7-1, Building Code
Adopted, tells the 1.985 Edition of the Uniform Building Code has been
adopted entirely subject to amendments thereof and superseding provisions
contained in the following sections that refer to high rise buildings-
Subsection 1807 (a) , which decals with the scope of the entire Section;
Subsection (b) , which deals with Certificate of Occupancies; and Subsection
W which deals with fire sprinklers. Mr. Wheeler read from the Code-, each
floor used for human. occupancy more than 75 feet must be provided with
approved fire sprinklers in accordance with Section 1.807 (c) or 1807 (1).
The 3 stories or more in height eliminated the 75 foot height restriction.
Mx. Wheeler stated that an office building for Baylor Hospital connected by
a pedestrian way is presently 2 stories and is expanding to 4 stories.
With the building going to a 3 or 4 ston

Bruce Johnson of ILEX. Axchitects explained. that if all of Section. 1807
was adopted in it's entirety then 'wider tera (1) , elevartor s=ke lobbies
would be required, and an elevator refuge off the fl.(x)r would have to be-
provided. Mr. Johnson stated that he felt there was roo for
interpretation.
Dick Ward, Deputy Fire Chief explained that smoke proof el(nTator lobby
enclosures my be eliminated if each required staff ray_ is pressurized as
provided in Section 3309 (h).
Mr® Johnson stated their intent was to get sprinklers on floors from 3
stories to 75 feet.
Greg Wheeler explained the Code eliminated the 75 feet and a 3 story or
more building is considered. a high-rise, and in Section 1.807 (a) , the
entire section shall apply to all high rise- buildings® Mr. Wheeler also
explained to Mr. Johnson that compartmentalization has been eliminated and
will not be in lieu of sprinklers.
Mr. Johnson stated in order to add sprinklers they would have to increase
the generator size and would have to add $10,000 wortj-, of itelTn to the fire
alarm system..
Art Gordon stated he did not feel they would need to be adding very much
additional emergency type load.
Adrienne Leonard stated in support of the Staff's position, Greg Wheeler
passed a provision Section 7-1 which states the City has adopted the 1985
Edition of the Uniform Ruildinq Code and that is the language which
effectuates the adoption of the entire code and further provides the code-
i's adopted so not to spell out in length but does provide that the code is
subject to all. amendments that are contained in the following section,
After further discussion, Greg Czapanskiy made a motion to find the City,
Staff has correctly inter - preted the Code as it reads® Art Gordon seconded
the notion which prevailed by the following vote:
