Suite 205, Grapwine, Texas, with the following pre.sent to grit:

CALL TO ORDER
The ineeting was called to order by Chairman Joe Lipscomb at 6:00 P.M.
NEW BUSINESS
BBA 89-02, MR. JESS M. DANIEL
The first item of new business was for the Building Board of Appeals to
consider BBA 89-02, submitted by Mr. Jess M. Daniels, who is requesting a
variance ariance to the Code of Ordinances, Chapter 7, Article !V-Fences, Section
7-1.27, pertaining to front -yard requirements which requires the front yard
fence to be three (3) feet or less in height with 50% visibility for
"R-7.5", Single Family Zoning. The request j r, to increase the height of
the fence from three (3) feet to five (5) feet for the Grapevine CETreterv,
located along Dooley Street and Wildwood. The fence will be constructed of
wrought iron which greatly e.-ceeds the 500 visibility requirement.
Greg Wheeler explained. Staff had reviewed the application carefully and
decided the entrance was classified under City Ordinance No. 82-73, Section
60.E., Signs, Exemption 1.(a) which reads:
The following signs shall be exempt from the requiremrits of this
Section. Flags, or emblems of government or of a political, civic,
philanthropic, educational or religious organization, when displayed on
private property.
Mx. Mike Daniels, the contractor, explained -the Bayview Club is wanting to
donate the fencing for the Cemetery in order to upgrade the property.
With no further discussion, Art Gordon made a motion to accept the
variance. H. J. Harper seconded the motion which prevailed by the
following vote:

BBA 89-03, JEFFERY C. AND POSE E. GARDINER
The next item of new business was for the Building Board of Appeals -,,

consider BEA 89-03, subnut-ted by Mr. Jeffery C. ard Rose E. Gardiner who
are requesting a variance from the Gra�vine Code of Ordinance, Article D1,
Fences, Section 7°125, rear yard requireanents,, which requires fencing in
rear yards, in the "R-7.5", Single Family Zoning District, be no, higher
than eight feet. This variance is for their residence located at 391.3
Meadow Drive-,
Greg Wheeler explained to the Board the Gardiner s. rear property slops off
tremendously and there is no privacy for either the Gardiners or their
neighbors in, the rear. Mx. Wheeler asked the Board, that if they grant- the
variance, to have a. stipulation that the section that exceeds the 8 foot
heiaht limit, be engineered for 20 1b. per square foot wind load.
Mr. Gardiner questioned the fence being engineered over 8 foot. Mr.
Wheeler explained about the wind load being a factor for having the fence
engineered approved.
With no one else to speak either for or against the request, F. J. Harper
made a notion to grant the variance with approved engineering for the fence
per the City Staff's recomnendation. Elbert Bailey seconded the motion
which prevailed by the following vote:
Ayes: Lipscomb, Harper, Gordon, Bailey, Czapanskiy
Nays-. None

BRA 89-04, MR. JOE WRIGHT
The last item of new business was for the Building Board of Appeals to
consider BBA 8904, suhmitted by Joe Wright requesting a variance from
Grapevine Code of Ordinances, Article N. Fences, Sections 7125, 7-126 and
7127, pertaining to height restrictions of fences for the rear, side, and
front yards. This request is for enhancing the ent.t1may to Winding Creek
Phase IT.
After further discussion, Greg Czapanskiy made a motion to grant the
variance. Art Gordon seconded the motion. which prevailed by the following
vote
Ayes: Lipscomb, Harper, Gordon, Bailey, Czapanskiy
