BACKGROUND INFORMATION Section 60 Currently, Section 60.B.2.d.(12).c of the comprehensive zoning ordinance has no provisions for pole signs exceeding twenty feet in height on property located adjacent to State Highway 26. Properties along this thoroughfare are limited to a twenty foot pole sign with a conditional use permit. At the request of the developers of Wal-Mart and Sam's Club, who are proposing a thirty foot pole sign (Wal-Mart) and a twenty four foot pole sign (Sam's Club) along State Highway 26, in addition to a proposed forty foot pole sign along State Highway 114 and a twenty foot pole sign (Wal-Mart Lube Center) in the parking lot, Staff has considered an amendment to include the Wal-Mart site with those properties that are allowed pole signs exceeding twenty feet in height in Section 60.13.2.d.(12).c. The 100-foot D.A.R.T. railroad right-of-way runs parallel to State Highway 26, and more importantly across the entire frontage of the Wal-Mart and Sam's Club site. An increase in the maximum height of the pole sign could help offset the diminished signage visibility created by the extra setback from State Highway 26. Staff has drafted an amendment to Section 60.B.2.d.(12).c to allow for pole signs not to exceed thirty feet in height for Lots 1 and 2, Block 1, Wal-Mart Addition, with a conditional use permit. \\CHDN\DATA2\COMMDEV\ZCU\AM01-08.4 Pole Sign Memo.doc 01/14/02 Draft — Section 60 (2) Sign face shall be non -decaying wood, or flat, clear acrylic sheet with all copy and background sprayed on second surface with acrylic colors. Changeable Copy: Sign face with changeable copy may be permitted provided they meet the provision of Section 48 and a Conditional Use Permit is issued. d. POLE SIGNS. A sign that is mounted on a freestanding pole, conforming to the following regulations: (1) Engineering Regulations. All pole signs shall be designed in accordance with Chapter 23 of the Grapevine Building Code. All plans and specifications shall be prepared by a professional engineer. Wind pressure design for signs shall be twenty (20) pounds per square foot for signs less than thirty (30) feet in height and twenty-five (25) pounds per square foot for signs thirty (30) feet to forty (40) feet in height. (2) Sign Cabinet. Paint grip sheet metal on angle iron frame with angle retaining rim to secure sign face or other materials 112001 Section 60 4 01/14/02 Draft — Section 60 approved by the Director of Development Services. (3) Sign Cabinet Minimum Gross Surface Area. Thirty (30) square feet. (4) Maximum Sign Cabinet Dimensions and Maximum Gross Surface Area. The maximum gross surface of the sign cabinet shall be one hundred eight (108) square feet with a maximum cabinet width of twelve (12) feet, a maximum cabinet height of twelve (12) feet and a maximum cabinet depth of fourteen (14) inches. (5) Sign Face. Flat, clear acrylic sheet, or other material approved by the Director of Development Services; all copy and background sprayed on second surface with acrylic colors. (12) Pole Sign Conditional Uses. All pole signs erected after April 17, 2001 will be permitted upon approval of a conditional use permit. b. A sign face with changeable copy exceeding thirty (30) percent of the gross surface area of the sign face. C. Pole signs on property zoned Neighborhood Commercial, Community Commercial and Highway Commercial and located adjacent to Highway 121 (excluding south of the Highway 360 intersection not extending past a point 2,400 feet due south of the southern right-of-way of Timberline Drive), Highway 360 and Highway 114 (excluding Business 114), and F.M. 2499 may be a minimum of twenty (20) feet in height up to forty (40) feet in height. Pole signs on property located adjacent to Highway 26 shall be limited to twenty (20) feet in height, except for Lots 1 and 2. Block 1, Wal-Mart Addition, which shall have pole signs up to thirty (30) feet in height. For pole signs exceeding twenty (20) feet in height, the sign cabinet dimensional requirements shall be a maximum of thirty- six (36) inches in depth and a maximum gross surface area of two hundred eighty-eight (288) square feet. There shall be no minimum or maximum cabinet width or height regulations for signs approved with a conditional use exceeding twenty (20) feet in height. e. PROJECTING SIGNS. A sign that is wholly or partly dependent upon a building for support and which projects more than twelve (12) inches from such building, but less than forty-eight (48) inches. f. ROOF SIGNS. A sign fastened to or resting on the roof of a structure. g. WALL SIGNS. A sign fastened to or painted on a wall of a building or structure in such a manner than the wall becomes merely the supporting structure or forms the background surface, and which does not project more than twelve (12) inches from such building. 112001 Section 60 6 TO: HONORABLE MAYOR, CITY COUNCIL MEMBERS AND THE PLANNING AND ZONING COMMISSION FROM: ROGER NELSON, CITY MANAGER H.T. HARDY, DIRECTOR OF DEVEL PMENT SERVICES DATE: JANUARY 15, 2002 SUBJECT: PROPOSED AMENDMENTS TO SECTION 58, PARKING, LOADING AND OUTSIDE STORAGE AREA DEVELOPMENT STANDARDS, RELATIVE TO DRIVING LANE WIDTHS IN PRIVATE PARKING LOTS RECOMMENDATION Staff recommends the Planning and Zoning Commission and City Council consider amendments to the Comprehensive Zoning Ordinance, relative to Section 58, Parking, Loading and Outside Storage Area Development Standards, relative to driving lane widths for private parking lots, and take any action necessary. IM4Well 10_01U 0 teri 'We]' LI Section 58 Currently, Section 58 of the comprehensive zoning ordinance provides that all private parking lots with 0 to 34 degree parking stalls have minimum 18-foot wide driving lanes, and that parking lots with 35 to 90 degree parking stalls have minimum 25-foot driving lanes. These requirements do not distinguish between one-way and two-way driving lanes. At the request of developers for Walmart and Sam's Club, who are proposing 60-degree parking with 20 foot one-way driving lanes and 25 foot two-way driving lanes, City Staff has reviewed the current ordinance and how it compares with the requirements of other nearby cities as well as the recommendations of the Institute of Transportation Engineers (ITE). The general finding is that with a smaller parking angle, less driving lane width is required. The narrower driving lane width is justified because of increased visibility and a diminished need for maneuverability with the angular parking and one- way drives. Two-way drives are not typically used for angular parking; however, if necessary, they should maintain the minimum 25 foot driving lane width. In a similar manner, 90 degree (or "head -in") parking is not used for one-way parking and also should maintain the minimum 25 foot driving lane width. Staff has drafted an amendment to Section 58 to allow for reduced minimum width driving lanes (20 feet) for one-way parking aisles with angled parking. Please see the attached memo from Public Works outlining their recommendation for the change as well as a brief summary of nine other cities' requirements and ITE's recommendations for driving lane widths. RAAGENDA\01 -1 5-02\AM01 -08.4.doc E 12/28/01 Draft - Section 58 Section 58. Parking, Loading and Outside Storage Area Development Standards A. The off-street parking facilities required for the uses mentioned in this ordinance, and other similar uses shall be on the same lot or parcel of land as the structure they are intended to serve, or upon a lot or parcel of land within three hundred (300) feet of the lot or tract of land upon which the structure they are intended to serve is located and shall be exclusive of landscaping requirements. For hotels/motels in excess of five hundred (500) rooms with restaurants, clubs and conference facilities in excess of 100,000 square feet which must comply with the development requirements set forth in Section 29, "HCO" Hotel/Corporate Office District, any required or additional off-street parking may be provided upon another lot or parcel of land with no distance requirement between the off -site parking and the principal use it is intended to serve. A site plan and a Conditional Use Permit meeting all of the requirements of Section 48 shall be required. B. All required off-street parking and loading and drives, vehicle (autos, trucks, trailers, boats, etc.) sales, display areas and outside storage areas in all districts shall be paved to a minimum standard equivalent to four (4) inch concrete slab with six (6) inches by six (6) inches by six (6) gauge mesh wire or two (2) inch hot mix asphaltic concrete over six (6) inch crushed rock base. Exceptions to these pavements must be approved by the City Engineer, and be based on equivalency. All reinforcing in concrete shall be suspended in the center of the slab. For property with designation as a Historic Landmark Subdistrict, a six (6) inch crushed limestone base or other approved base material with an approved granular or other approved topping may be allowed. For property with designation as a Historic Landmark Subdistrict, a ribbon driveway may be used to provide access from the street to the off street parking area/garage. The ribbon drive shall be composed of two, 30-inch wide concrete strips separated by a 36-inch wide grass area. C. Driveway design and placement standards shall be in accordance with Chapter 20, Article III, of the City of Grapevine Code of Ordinances. D. No loading space shall be located closer than fifty (50) feet to any other lot in any R district, unless wholly within a completely enclosed building or unless enclosed on all sides by a wall not less than eight (8) feet in height. 041701 1 Section 58 12/28/01 Draft - Section 58 E. Lighting facilities. Refer to Section 55.A.5 for applicable lighting standards. F. The parking area shall be used for passenger vehicles only, and in no case shall be used for sales, repair work, storage, dismantling or servicing of any vehicles, equipment, materials or supplies. G. The off-street loading facilities required for the uses mentioned in this ordinance and other similar uses, shall be on the same lot or parcel of land as the structure they are intended to serve, or on a lot or parcel of land abutting the structure they are intended to serve. H. All parking, loading spaces and vehicle sales areas on private property shall have a vehicle stopping device installed so as to prevent parking of motor vehicles in any required landscaped areas, to prevent any parked vehicle from overhanging a public right-of-way line, or public sidewalk. An overwide sidewalk on private property may be permitted so as to allow encroachment of vehicle overhang while maintaining an unobstructed three-foot minimum sidewalk width. This requirement shall apply only where spaces are adjacent to the walks, right-of-way, and landscaping. Parking shall not be permitted to overhang public right-of-way in any case. I. In nonresidential districts, surface parking may extend to the front property line, except for required screening and landscaping as set forth in the various sections of this Ordinance. 041701 2 Section 58 12/28/01 Draft - Section 58 K. In determining the required number of parking spaces, fractional spaces shall be counted to the next whole space. Parking spaces located within buildings used for repair garages or carwashes shall not be counted in determining the required minimum off-street parking. L. Floor area of structures devoted to off-street parking of vehicles shall be excluded in computing the floor area for off-street parking requirements. M. Paving, marking, and signing shall be provided in accordance to the design requirements as set forth in the Manual on Uniform Traffic Control Devices. N. Kindergartens, day schools and similar child training and care establishments shall provide two (2) loading and unloading spaces on a private drive, off-street to accommodate two motor vehicles for the first twenty (20) students or children, and one (1) for each additional twenty (20) students. O. Internal traffic cross access providing interconnecting access between developments or lots, exclusive of public street access, shall be required between all nonresidential developments to alleviate traffic hazards in the public right-of-way. Cross access will not be required between industrial zoning and other non- residential zoning districts. Specific exceptions are noted in the Driveway Design and Placement Standards, Chapter 20, Article III, of the City of Grapevine Code of Ordinances. Exceptions to this requirement would require approval by the Planning and Zoning Commission and City Council through either an approved concept plan or a site plan. Internal cross access will not be required for properties having driveways approved by a concept plan in accordance with Section 45, or a site plan in accordance with Section 47, prior to June 21, 1994. 041701 3 Section 58 MEMORANDUM City of Grapevine, TX TO: Tommy Hardy, Director of Development Services FROM: Jerry Hodge, Director of Public Works DATE: December 28, 2001 SUBJECT: Parking Lot Aisle Widths -Zoning Ordinance Requirements Public Works recommends that the current parking lot aisle width requirements outlined in Section 58 of the Zoning Ordinance be changed to the recommended aisle widths shown in the following table. The recommended widths meet or exceed Institute of Transportation Engineers (ITE) recommended guidelines and the zoning requirements of the nine DFW area cities surveyed. 30-degree 45-degree 60-degree 75-degree 90-degree One -Way 18' 20' 20' 22' Not Allowed Two -Way 25' 25' 25' 25' 25' Background The developer for the Wal-Mart and Sam's Club development requested that the City review the current City ordinances regarding 'allowable parking aisle widths. The developer is proposing 60-degree angle parking with 20 foot one-way aisles on a major portion of the parking layout. This proposal does not meet the current City parking requirements outlined in the Zoning Ordinance. Traffic Staff reviewed the current City ordinance and compared it with national guidelines and requirements of other cities in the Dallas -Fort Worth area. Findings are presented below. Current City of Grapevine Requirements Parking aisles perform three important functions: they provide access to the parking spaces, facilitate circulation in the parking lot and serve as fire lanes (when designated as such). The current City requirement for parking aisles is outlined in the table below. Parking aisles designated as fire lanes are required to be a minimum of 25 feet. The current City requirements do not make a distinction between one-way and two-way aisles. Parking Angle Minimum Aisle Width 0 degrees — 34 degrees 18 feet 35 degrees — 90 degrees 25 feet Parking Lot Aisle Widths -Zoning Ordinance Requirements 12/28/01 Page 3 Analysis and Recommendations These are some of the general findings that Staff can summarize from a study of the parking requirements of other cities and the ITE guidelines. The steeper (smaller) the parking angle, the easier it is to get in and out of the space and the less aisle width required. The current City minimum required aisle width of 25 feet for parking angles of 35 to 90 degrees, although appropriate for two-way aisles, is very conservative for one-way aisles. The aisle width for two-way aisles can be much smaller for angles less than 90 degrees. One-way aisles are typically used and work well with parking angles that are less than 90 degrees (30-degree, 45-degree, 60-degree and 75-degree) while two-way aisles are normally used with 90-degree parking. Two-way aisles are not generally convenient to use with parking angles less than 90 degrees, as it is difficult to make left turns into the parking spaces. The smaller the angle, the greater the degree of difficulty. However, two-way aisles are commonly used with 60-degree parking in many shopping centers, especially when the aisles are used as fire lanes. It is recommended that when two-way aisles are used with angle parking, the aisle width be a minimum of 25 feet. One-way aisles are not recommended with 90-degree parking, as it is difficult for motorists to figure out the correct aisle direction, especially when exiting parking spaces. Therefore the current City Ordinance should be modified so that for 90-degree parking, only two-way aisles should be used. The current City standard of 25-foot minimum width for two-way aisles with 90-degree is appropriate and conforms to ITE recommended guidelines. For one-way aisles with parking angles less than 90 degrees, a minimum width between 18 feet to 22 feet (depending on the parking angle) should be used. This width allows large vehicles to easily enter and exit the parking spaces. Large vehicles require a larger turning radius, especially when making a right -turn into a parking space. A width less than 25 feet for parking angles less than 90 degrees also serves as a visual reminder- that a narrow aisle is a one-way aisle and discourages motorists from traveling the wrong way. Parking Lot Aisle Widths -Zoning Ordinance Requirements 12/28/01 Page 2 Institute of Transportation Engineers (ITE) Guidelines The ITE sets the national standard for traffic and transportation engineering practice. Many local agencies develop their own standards using the ITE guidelines as a basis. The ITE guidelines classify parking lots into low, medium and high turnover depending on the use they serve. For example, a shopping center parking lot would be classified as high turn over. The following table shows the recommended aisle widths for large size vehicles on high turnover lots. The guidelines allow for a one -foot decrease in aisle widths if needed. 45-degree 60-degree 75-degree 90-degree One -Way 15' 18' 22' Two -Way 26' 26' Parking Requirements for Other Cities in DFW Area The cities that were surveyed include Allen, Bedford, Carrollton, Fort Worth, Haltom City, Keller, Lewisville, Mesquite and Plano. The survey indicates a wide variation of aisle widths that range from 10' 2" to 24'. Typically, the minimum aisle width was found to be a function of the parking angle the smaller the angle, the smaller the aisle width. The aisle width was also a function of the circulation -it was general ly'smaller for one-way aisles and wider for two-way aisles. For angles less than 90 degrees, the minimum aisle width requirement in all the cities that were surveyed (except the City of Carrollton) was 20 feet or less, regardless of whether the aisle was one-way or two-way. The City of Carrollton requires minimum aisle widths of 22'-23' for 75-degree angle parking. A representative sample of minimum aisle widths is presented in the table below. Every space shall be at least eleven (11) feet from the curb line of a public or private street. 1. Wheel stops required: In any parking space which faces toward a property line or a building, a wheel stop and/or curb shall be provided which prevents a vehicle from extending across the property line or hitting the building. 2. Parallel parking: The minimum paved dimension for a parallel parking space shall be eight (8) feet by twenty-two (22) feet. B. Access. There shall be adequate provision for safe, efficient ingress and egress to all off-street parking spaces. Except for single family and duplex residential uses, no parking space may require the use of a public right-of-way or a private street for the maneuvering of a vehicle in entering or leaving the space. 1. Aisle width: The standard parking aisle width shall be a minimum of twenty-four (24) feet, provided that a reduced width may be approved by the development review committee when the parking layout includes angled parking, one-way aisles, or other special features which comply with other applicable city standards and generally accepted practices of parking lot layout. 2. Fire lanes: When a parking aisle is also serving as a fire lane, then the aisle must meet the minimum width, radius, and construction standards for a fire lane, if these are greater thanthe requirements for a parking aisle. 3. Residential alleys: No access from a residential use shall be permitted to an alley serving a residential district. C. Drive through facilities. Any facility offering drive -through service shall provide stacking lanes which are a minimum eight (8) feet in width and which provide direct forward access to each service window, station, or other point of service. Such stacking lane shall be marked and shall be separate from any other driveway, parking space, or aisle. Stacking lanes shall be measured from the point of service and shall provide twenty (20) feet per vehicle. Common stacking lanes for several service points may be used for financial and restaurant uses, provided that separate stacking for at least three (3) vehicles is provided for each point of service before stacking is merged into a common lane. 1. General: Unless otherwise specified below, each service point shall be provided with a stacking lane for a minimum of three (3) vehicles. 2. Financial: Each teller station at a drive -through financial institution shall be provided with a stacking lane for a minimum of five (5) vehicles. 3. Restaurant: Each remote ordering station and each service window at a restaurant with drive -through service shall be provided with a stacking lane for a minimum of five (5) vehicles. D. Surfacing. All parking spaces and access drives shall be surfaced with asphalt or concrete pavements, except for single family and duplex residential drives and parking which must be surfaced with concrete, All pavement must be of sufficient strength to support the vehicular loads imposed on it and shall be so graded and drained to dispose all surface water in accordance with requirements of the City of Mesquite, and shall be marked to provide for orderly and safe loading, unloading, parking and storage of vehicles. Minimum off-street parking and loading shall be provided as set forth in the following schedules and provisions. 4.02 SPECIAL OFF-STREET PARKING PROVISIONS - RESIDENTIAL DISTRICTS A. Required off-street parking shall be provided on the same site as the use it is to serve. No required parking shall be allowed except on a paved concrete, or other similar impervious surface if approved by City Council, parking space in the RE, SF-1, SF-2, SF-3, SF-4, SF-5, OTR, PH, TH, 2F, MF-1, MF-2, and MH Districts. C. In the A District, the required parking shall be on, at a minimum, washed gravel or similar all-weather surface. D. No parking space, garage, carport, or other automobile storage space shall be used for the storage of any heavy load vehicle. E. In the RE, SF-1, SF-2, SF-3, SF-4, SF-5, OTR, PH, TH and 2F Zoning Districts, there shall be a minimum of two (2) parking spaces located behind the front building line and enclosed in the main or an accessory building. In addition, there shall be two (2) paved parking spaces provided behind the front property line only for the purpose of allowing on -site stacking or maneuvering to the enclosed spaces. F. In the RE, SF-1, SF-2, SF-3, SF-4, SF-5, OTR, PH, TH and 2F Zoning Districts, required enclosed parking and stacking spaces shall be a minimum of nine (9) feet wide and twenty (20) feet long. Required enclosed parking and stacking spaces shall remain clear of any encroachments. G. In OTR, the front of the garage shall be setback a minimum of 20' from the projection of the front porch or building line (see Illustration 18). H. Circular driveways shall be designed to accommodate any required parking behind the front building line. I. In the MF-1 and MF-2 Districts parking shall be located behind the front building line. 4.03 SPECIAL OFF-STREET PARKING PROVISIONS - NON-RESIDENTIAL AND MF DISTRICTS A. To prevent nuisance situations, all parking area lighting shall be designed and operated so as not to reflect or shine on adjacent properties and in accordance with the standards established in Article IV, Section 6. B. For safety and fire -fighting purposes, free access through to adjacent parking areas shall be provided between adjoining parcels or building sites. C. In Office, Retail, Commercial, and Industrial Districts, all parking shall be provided on paved concrete or other similar impervious surface if approved by the City Council. Non -permanent type marking, such as paint, shall be regularly maintained to ensure continuous clear identification of the space. D. Each standard off-street parking space shall be a minimum of nine feet (9') in width and twenty feet (20') in depth, exclusive of driveways and maneuvering aisles, and shall be of usable shape and condition (See Article VI, Appendix 1, Illustration #16). Where it is possible for a vehicle to overhang the front of a parking space above a paved, stoned, mulched, or grassed area other than a sidewalk, street right-of-way or adjacent property, the depth of the standard space may be reduced to eighteen feet (18'). No parking space shall overhang required landscape areas. Parallel off-street parking spaces must be a minimum of eight feet (8') in width and twenty-two feet (22') in depth. Parking spaces within non-residential structured parking garages shall be a minimum of eight and one-half feet (8.5') in width and eighteen feet (18') in depth. E. All parking and loading spaces, and vehicle sales areas on private property shall have a vehicle stopping device installed so as to prevent parking of motor vehicles in any required landscaped areas, and to prevent any parked vehicle from overhanging a public right-of-way line, or public sidewalk. Parking shall not be permitted to encroach upon the public right-of- way in any case. All vehicle maneuvering shall take place on -site. No public right-of-way shall be used for backing or maneuvering into a parking space. (See Article VI, Appendix 1, Illustration #2) F. Refuse storage facilities placed in a parking lot shall not be located in a designated parking or loading space. Each refuse facility shall be located so as to facilitate pickup by refuse collection agencies and shall be screened according to Article IV, Section 5. G. Handicap parking space(s) shall be provided according to State of Texas Program for the Elimination of Architectural Barriers and shall conform to the Americans Disability Act (ADA) of 1991, as may be amended, accessibility guidelines or the Uniform Federal Accessibility Standards. 4.04 OFF-STREET LOADING SPACE - ALL DISTRICTS A. All non-residential uses having five thousand (5,000) square feet or more of gross floor area shall provide and maintain an off-street area for the loading and unloading of merchandise and goods, in accordance with the following requirements: 1. All retail, commercial and industrial uses shall have at least one (1) space per fifty thousand (50,000) square feet of gross floor area, up to one hundred thousand (100,000) square feet and one (1) space for each additional one hundred thousand (100,000) square feet of gross floor area or fraction thereof. 2. All hotels, office buildings, restaurants and similar establishments shall have at least one (1) space per one hundred fifty thousand (150,000) square feet of gross floor area up to three hundred thousand (300,000) square feet of gross floor area or fraction thereof. A loading space shall consist of an area of a minimum of twelve (12) by thirty (30) feet. 4. All drives and approaches shall provide adequate space and clearances to allow for the maneuvering of trucks off-street. Each site shall provide a designated maneuvering area for trucks. IV-4-2 ARTICLE IV - SITE DEVELOPMENT REQUIREMENTS SECTION 4 - OFF-STREET PARKING AND LOADING REQUIREMENTS 4.05 PARKING ACCESS FROM A PUBLIC STREET - ALL DISTRICTS A. In the approval of a Development Plan, consideration shall be given to providing entrance/exit drives which extend into the site to provide adequate queuing of vehicles on the site. B. In all Districts (except all Single -Family and Duplex Zoning Districts) building plans shall provide for entrance/exit drive(s) appropriately designed and located to minimize traffic congestion or conflict within the site and with adjoining public streets as approved by the City Building Official or designated representative. 1. Where based upon analysis by the City, projected volumes of traffic entering or leaving the Planned Developments are likely to interfere with the projected peak traffic flow volumes on adjoining streets, additional right-of-way and paving in the form of a deceleration lane or turn lane may be required to be furnished by the developer in order to reduce such interference. 2. The determination of additional right-of-way or paving requirements shall be made at the time the preliminary plat is submitted for approval. C. Vehicular access to non-residential uses shall not be permitted from alleys serving residential. D. See Article IV, Section 7 and Article IV, Section 9 for setback requirements for garages and carports in residential districts adjacent to a public street. 4.06 PARKING REQUIREMENTS BASED ON USE: A. Off-street Parking Requirements In all Districts, at the time any building or structure is erected or structurally altered, off- street parking spaces shall be provided in accordance with the following requirements: • Auto laundry or car wash (self serve): One (1) space per five hundred (500) square feet of gross floor area. • Bank, Savings and Loan, or similar institution: One (1) space per three hundred (300) square feet of gross floor area. • Bed and breakfast facility: One (1) space per guest room in addition to the requirements for a normal residential use. • Bowling alley: Four (4) parking spaces for each alley or lane. • Business or professional office (general): One (1) space per three hundred (300) square feet of gross floor area except as otherwise specified herein. • Church, rectory, or other place of worship: One (1) parking space for each three (3) seats in the main auditorium. • College or University: One (1) space per each day student. • Community Center, Library, Museum, or Art Gallery: Ten (10) parking spaces plus IV-4-3 ARTICLE IV - SITE DEVELOPMENT REQUIREMENTS SECTION 4 - OFF-STREET PARKING AND LOADING REQUIREMENTS one (1) additional space for each three hundred (300) square feet of floor area in excess of two thousand (2,000) square feet. If an auditorium is included as a part of the building, its floor area shall be deducted from the total and additional parking provided on the basis of one (1) space for each four (4) seats that it contains. • Commercial Amusement: One (1) space per three (3) guests or one (1) space per one -hundred (100) square feet of gross floor area, whichever is greater. • Country Club or Golf Club: One (1) parking space for each one hundred fifty (150) square feet of floor area or for every five (5) members, whichever is greater. • Dance Hall, Assembly or Exhibition Hall Without Fixed Seats: One (1) parking space for each one hundred (100) square feet of floor area thereof. • Day Nursery: One (1) space per ten (10) pupils plus one (1) space per teacher. • Dwellings, Single Family and Duplex: Two (2) covered and two (2) stacking spaces for each unit, located behind the front building line. • Dwellings, Multifamily: One and one-half (1.5) spaces perone (1) bedroom unit, Two (2) spaces per two (2) bedroom unit, Two (2) and one-half (2.5) spaces per three (3) bedroom unit, and One-half (0.5) space per each additional bedroom. The required number of total spaces shall be no less than 1.8 spaces per dwelling unit overall. • Flea Market: One (1) space for each five hundred (500) square feet of site area. Dirt or gravel parking lots are not permitted. • Fraternity, Sorority, or Dormitory: One (1) parking space for each two (2) beds on campus, and one and one-half (11/2) spaces for each two beds in off campus projects. • Furniture or Appliance Store, Hardware Store, Wholesale Establishments, Machinery or Equipment Sales and Service, Clothing or Shoe Repair or Service: Two (2) parking spaces plus one (1) additional parking space for each three hundred (300) square feet of floor area over one thousand (1,000). • Gasoline Station: Minimum of three (3) spaces for employees. Adequate space shall be provided for waiting, stacking, and maneuvering automobiles for refueling. • Golf Course: Five (5) parking spaces per hole. • Health Studio or Club: One (1) parking space per two hundred (200) square feet of exercise area. • Hospital: One (1) space per employee on the largest shift, plus one and one-half (11/2) spaces per each bed or examination room whichever is applicable. • Hotel: One (1) parking space for each sleeping room or suite plus one (1) space for each two hundred (200) square feet of commercial floor area contained therein. • Kindergartens, day schools, and similar child training and care establishments shall provide one (1) paved off-street loading and unloading space for an automobile on a through "circular" drive for each ten (10) students. IV-4-4 ARTICLE IV - SITE DEVELOPMENT REQUIREMENTS SECTION 4 - OFF-STREET PARKING AND LOADING REQUIREMENTS • Library or Museum: Ten (10) spaces plus one (1) space for every three hundred (300) square feet. • Lodge or Fraternal Organization: One (1) space per two hundred (200) square feet. • Manufacturing or Industrial Establishment, Research or Testing Laboratory, Creamery, Bottling Plant, Warehouse, Printing or Plumbing Shop, or Similar Establishment: One (1) parking space for each employee on the maximum working shift plus space to accommodate all trucks and other vehicles used in connection therewith, but not less than one (1) parking space for each one thousand (1,000) square feet of floor area. • Medical or Dental Office: One (1) space per two hundred (200) square feet of floor area. Facilities over 20,000 square feet shall use the parking standards set forth for hospitals. • Mini -Warehouse: Four (4) spaces per complex plus (1) one additional space per five thousand (5000) square feet of storage area. • Mobile Home Park: Two (2) spaces for each mobile home plus additional spaces as required herein for accessory uses. • Mortuary or Funeral Home: One (1) parking space for each fifty (50) square feet of floor space in slumber rooms, parlors or individual funeral service rooms. • Motel: One (1) parking space for each sleeping room or suite plus one (1) additional space for each two hundred (200) square feet of commercial floor area contained therein. • Motor Vehicle Repair and Service: Three (3) parking spaces per service bay plus one (1) parking space per maximum number of employees on a shift. • Motor -Vehicle Salesroom and Used Car Lots: One (1) parking space for each five hundred (500) square feet of sales floor for indoor uses, or one (1) parking space for each one thousand (1,000) square feet of lot area for outdoor uses. • Nursing Home: One (1) space per five (5) beds and one (1) parking space for each one thousand (1,000) square feet of lot area for outdoor uses. • Private Club or Restaurant with a Private Club: One (1) parking space for each seventy-five (75) square feet of gross floor area. • Retail Store or Personal Service Establishment, Except as Otherwise Specified Herein: One (1) space per two hundred (200) square feet of gross floor area. • Restaurant, Cafe or Similar Dining Establishment: One (1) parking space for each one hundred (100) square feet of gross floor area. • Rooming or Boarding House: One (1) parking space for each sleeping room. • Sanitarium, Convalescent Home, Home for the Aged or Similar Institution: IV-4-5 ARTICLE IV - SITE DEVELOPMENT REQUIREMENTS SECTION 4 - OFF-STREET PARKING AND LOADING REQUIREMENTS One (1) parking space for each five (5) beds. • School, Elementary, Secondary, or Middle: One (1) parking space per seventeen (17) students. (The total number of students shall be determined by taking the square footage of standard classrooms divided by twenty (20), plus the square footage of special classrooms, such as art, laboratories, drama, band and vocational rooms, divided by fifty (50)). (The total number of students shall be determined by taking the square footage of standard classrooms divided by twenty (20), plus the square footage of special classrooms, such as art, laboratories, drama, band and vocational rooms, divided by fifty (50)). No. 00-05-17) • Theater, Sports Arena, Stadium, Gymnasium or Auditorium (except school): One (1) parking space for each three (3) seats or bench seating spaces. • Truck stops: One (1) truck parking space for each ten thousand (10,000) square feet of site area plus one (1) vehicle parking space per two hundred (200) square feet of building area. • Warehouse, Wholesale, Mini, Manufacturing and Other Industrial Type Uses: One (1) space for one thousand (1,000) square feet of gross floor area. B. Stacking Requirements (Z99-40; Ordinance No. 99-09-28) Stacking spaces provide the ability for vehicles to queue on site prior to receiving a service. A stacking space shall be a minimum of nine feet (9') in width and twenty feet (20') in depth and shall not be located within or interfere with any other circulation driveway, parking space, or maneuvering aisle. Stacking spaces shall be provided behind the vehicle bay door, middle of the service window, or middle of the service island, whichever is applicable. In all Districts, at the time any building or structure is erected or altered, stacking spaces shall be provided in the number and manner set forth in the following list of property uses: • Automated Teller Machine (ATM): Three (3) stacking spaces. • Automobile Oil Change and Similar Establishments: Three (3) stacking spaces per bay. • Car Wash (Full Service): Six (6) stacking spaces per bay. • Car Wash (Self Service - Automated): Three (3) stacking spaces per bay. • Car Wash (Self Service - Open Bay): Two (2) stacking spaces per bay. • Car Wash (Self Service - Drying Areas and Vacuum Islands): Two (2) stacking spaces per drying area and/or vacuum island. • Dry Cleaning, Pharmacy, or Other Retail Establishments with a Drive-thru: Three (3) stacking spaces for first service window. IV-4-6 ARTICLE IV - SITE DEVELOPMENT REQUIREMENTS SECTION 4 - OFF-STREET PARKING AND LOADING REQUIREMENTS • Financial Institution: Five (5) stacking spaces per window or service lane. • Kiosk (with Food Service): Five (5) stacking spaces for first window, order board, or other stopping point. • Kiosk (without Food Service): Two (2) stacking spaces for first window, order board, or other stopping point. • Restaurant with Drive-thru: Five (5) stacking spaces forfirst window, order board, or other stopping point. A single stacking space shall be provided after the final window, order board, or stopping point to allow vehicles to pull clear of the transaction area prior to entering an intersecting on -site driveway or maneuvering aisle. Buildings and other structures shall be setback a minimum of ten feet (10') from the back of the curb of the intersecting driveway or maneuvering aisle to provide adequate visibility and to allow vehicles to safely exit drive-thru lanes and escape lanes prior to merging into intersecting driveways or maneuvering aisles. An escape lane shall be provided for any use containing a drive-thru facility. An escape lane shall be nine feet (9') in width and shall provide access around the drive-thru facility. An escape lane may be part of a circulation aisle. 4.07 RULES FOR COMPUTING NUMBER OF PARKING SPACES: In computing the number of parking spaces required for each of the above uses, the following rules shall govern: A. "Floor Area" shall mean the gross floor area of the specific use. B. Where fractional spaces result, the parking spaces required shall be constructed to be the nearest whole number. C. The parking space requirements for a use not specifically mentioned herein shall be the same as required for a use of similar nature. D. Whenever a building or use constructed or established after the effective date of this Ordinance is changed or enlarged in floor area, number of employees, number of dwelling units, seating capacity or otherwise, to create a need for an increase of ten percent (10%) or more in the number of existing parking spaces, such spaces shall be provided on the basis of the enlargement or change. Whenever a building or use existing prior to the effective date of this Ordinance is enlarged to the extent of fifty percent (50%) or more in floor area or in the area used, said building or use shall then and thereafter comply with the parking requirements set forth herein. E. In the case of mixed uses, the parking spaces required shall equal the sum of the requirements of the various uses computed separately. Up to fifty percent (50%) of the parking spaces required for a theater or other place of evening entertainment (after 6:00 P.M.), or for a church, may be provided and used jointly by banks, offices, and similar uses not normally open, used, or operated during evening hours if specifically approved by the Planning and Zoning Commission. Shared parking must be on the same lot. Such approval may be rescinded by the City Council and additional parking shall be obtained by the owners in the event that the City Council determines that such joint use is resulting in a public nuisance by providing an inadequate number of parking spaces or otherwise adversely affecting the public health, safety, or welfare. IV-4-7 ARTICLE IV - SITE DEVELOPMENT REQUIREMENTS SECTION 4 - OFF-STREET PARKING AND LOADING REQUIREMENTS 4.08 LOCATION OF PARKING SPACES: All parking spaces required herein shall be located on the same lot with the building or use served, except as follows: A. Where an increase in the number of spaces is required by a change or enlargement of use or where such spaces are provided collectively or used jointly by two (2) or more buildings or establishments, the required spaces may be located not to exceed three hundred (300) feet from an institutional building served and not to exceed six hundred (600) feet from any other non-residential building served. B. In any case where the required parking spaces are not located on the same lot with the building or use served, or where such spaces are collectively or jointly provided and used, a written agreement thereby assuring their retention for such purposes, shall be properly drawn and executed by the parties concerned, approved as to form by the City Attorney and shall be filed with the application for a building permit. C. Required parking in the Original Town Commercial District (OTC) shall be reduced by fifty (50) percent of the current parking requirements as they exist or may be amended. If it is determined that due to existing space constraints, the requirements of this Ordinance cannot be met, the Planning and Zoning Commission and City Council may grant a reduction with site plan approval. No parking will be allowed in the front yard except west of the Burlington Northern — Santa Fe Railroad where slip roads will be allowed. The slip roads shall be of the same type and design as those constructed as a part of the Frisco Towne Square (south of FM 720). 4.09 USE OF REQUIRED PARKING SPACES, NON-RESIDENTIAL DISTRICTS: Required off-street parking and loading spaces shall be used only for these respective purposes and shall not be used for storage or permanent display of boats, trailers, campers, motor vehicles or other goods, materials, products for sale. 4.10 LANDSCAPE REQUIREMENTS All parking areas shall conform to the Landscape Requirements established by Article IV, Section 2, and the Screening Fence and Wall Regulation established by Article IV, Section 5. 4.11 FIRE LANES Fire lane easements shall be provided in accordance with applicable City Fire Code.
