regular session on Monday evening® November 13, 3.989, at 6.30 P.M., in the
Council Chambers, Room #205, 307 West Dallas Road, Grapevine, 1texas, with
the following rr�cmbp-rs present to wit:
Joe Lipscomb Chairman
H. J. Harper Vice- Chairman

Greg Czapanskiy Member
constituting a quorum, with Council Representative, Ted Ware present and
the following City Staff:

Joe Lipscomb called the meeting to order at 6 :35 P.M.
The first. two items for the Building Board of Appeals to consider was BEA
89 -11 and. BRA 89 -12, submitted by the David Bagwell Company who is
requesting variances tc, the Grapevine Code of Ordinance, Chapter_ 7, Article
IV, Fences, Section 7 --127, corner lot requirements.
George Field spoke on case BBA 89 -12, Greenbriar Estates, and showed the
Board a plat of the subdivision and the location of the screening fence.
Mr. Field explained the variance would be for the corner lots of the
entrance into the subdivision. The fence will serve as screening and a
traffic buffer from Hall Johnson Road and also for aesthetics reasons.
Mr. Field then showed the Board a plat of the Stone Gate II Subdivision,
case BRA 89 -11. He explained because this was a second phase of the
existing neighborhood, the entryway needed to match the other entryway.
With no one else to speak either for or against the request, Greg
Czapanskiy made a motion to close the Public Hearing. Art Gordon seconded
the motion which prevailed by the following vote:
Ayes: Lipscomb, Harper, Gordon, Czapanskiy
Nays: None
Absent: Bailey
Art Gordon made a motion to accept the variance to BBA89 --11. H. J. Harper
seconded the motion which prevailed by the following vote:

Greg Czapanski.y then Made a motion to accept the variance as requested to
BRA89-12 a Art Gordon seconded the motion which prevailed by the following
vote:
Ayes, bipsconb, Harper+ Gordon, Czapanskiy
Nays: None

HHA 89 -13, KIMBALL LAND COFTORATION
The- next item of new business for the Building Board of Appeals to consider
was BBA89 -13, sul- pitted by Kimball Land Corporation, who is requesting a
variance to Grapevine code of Ordinance, Chapter 7, Article IV, Fences,
Section 7 -127, corner lot requirements for the Silvercrest Addition. The
variance is for the construction of a Gib" screening fence with 8' columns
at the entrance into the subdivision.
Jim Stewart, with the Kimball Land corporation shed the hoard an aerial
of the development and explained they wanted to upgrade the entryway that
was already in place at the corner of Kimberly and Silvercrest. Mr.
Stewart explained the entryway that was being proposed would be more in
line with the type of homes being built in the subdivision and would
compare with other entryways in Grapevine:
Greg Wheeler noted Staff was concerned with visibility problems because of
a curve in the road.
Mr. Stewart noted there would be enough cut off of the corner to where
there would not be a visibility problem, He also noted that since
Silvercrest is going to be a divided botlevard, visibility would be good
both directions.
With no one else to speak either for or against the request, H. J. Harper
made a motion to close the Public Hearings .art Gordon seconded the motion
which prevailed by the following votes

H. J. Harper made a motion to grant the variance as requested for 13BA
