CITY OF GRAPEVINE
On the 18th day of June, 1968, at 7:30 P.M. , the City Council
of the City of Grapevine, Texas , convened in regular meeting
at the City Hall with the following members present:
Ira Woods Mayor
G. S. Benedict )
Willis Pirkle )
Herbert Huber ) Councilmen
Doil Dalton )
Lee Thompson )

The following business was transacted:

The invocation was given by Councilman Huber.
i
The minutes of the previous meeting were read and approved.
i
640 Messrs. Hughes , Hobbie and Murphy, all of Shorecrest Acres
were present and Mr. Hughes expressed his dissatisfaction
of the decision of the City Council on the recent building
and zoning question which existed in the recently annexed
€ Shorecrest Acres.
I 747 Bob Nichols of Freese, Nichols and Endress , the City' s
Consulting,Engineers , was present and presented a report
and recommendations on a study of the City' s sewage treatment
facilities , a copy of which is on file in the City Records.

Proposed resolution R68-4, authorizing and directing Mayor
Ira Woods to make application and sign the necessary documents
on behalf of the City of Grapevine for a federal grant under
€ Public Law 660, as amended, was introduced and read in full.

Councilman Dalton made a MOTION to adopt said Resolution.
Councilman Pirkle seconded the MOTION. MOTION prevailed by
the following vote:
Ayes: Councilmen Benedict , Pirkle, Huber, Dalton and Thompson.
I Noes: None
A copy of said Resolution is attached hereto and is a part of
these minutes.

Proposed resolution R68-5 , providing that the City will provide
I
proper and efficient operation and maintenance of sewage treat-
j ment facilities constructed with funds furnished through a
Federal Grant under Public Law 660, as amended, was introduced
and read in full. Councilman Pirkle made a MOTION to pass
said Resolution. Councilman Huber seconded the MOTION. MOTION
prevailed by the following vote:
Ayes : Councilmen Benedict , Pirkle, Huber, Dalton and Thompson.
Noes : None
A copy of said Resolution is attached hereto and is a part of
these minutes .

Ordinance 68-20 annexing additional territories into the
City was read on second and final reading. Councilman
Benedict made a MOTION to pass said Ordinance on second
and final reading. Councilman Pirkle seconded the MOTION.
MOTION prevailed by the following vote:
Ayes: Councilmen Benedict , Pirkle, Huber, Dalton and Thompson.
Noes: None
ORDINANCE 68-20
AN ORDINANCE RECEIVING AND ANNEXING TERRI-
TORY ADJACENT AND CONTIGUOUS TO THE CITY OF
GRAPEVINE, TEXAS: PROVIDING THAT THE AREA
DESCRIBED BELOW, SHALL BECOME A PART OF THE
SAID CITY AND THAT THE OWNERS AND THE IN-
HABITANTS THEREOF SHALL BE ENTITLED TO ALL
THE PRIVILEGES OF OTHER CITIZENS OF SAID
CITY AND BOUND BY THE ACTS AND ORDINANCES
NOW IN EFFECT AND TO BE HEREAFTER ADOPTED:
FURTHER PROVIDING FOR AMENDING AND CORRECT-
ING THE OFFICIAL BOUNDARIES OF SAID CITY
HERETOFORE ADOPTED AS AMENDED CONTAINING A
SAVINGS CLAUSE.
927 Ordinance 68-13, annexing the land of Wade Cummings into
the City was read on second and final reading. Councilman
Dalton made a MOTION to pass said ordinance on second and
final reading. MOTION seconded by Councilman Pirkle.
MOTION prevailed by the following vote:
Ayes : Councilmen Benedict , Pirkle , Huber , Dalton and Thompson.
Noes: None
ORDINANCE 68-13
AN ORDINANCE RECEIVING AND ANNEXING TERRI-
TORY ADJACENT AND CONTIGUOUS TO THE CITY OF
GRAPEVINE, TEXAS: PROVIDING THAT THE AREA

945 Councilman Pirkle made a MOTION to appoint Paul Barnes as
a member of the Equalization Board in place of Robert Crews
who could not serve, and to appoint Jess Stockstill as an
alternate member. MOTION seconded by Councilman Thompson.
MOTION prevailed by the following vote:
Ayes: Councilmen Benedict , Pirkle , Huber, Dalton and Thompson.
Noes: None

Councilman Dalton made a MOTION for the City to take bids
on water works improvements as outlined in the Specifica-
tions and Contract Documents , numbered 68-1 , as prepared by
Freese, Nichols and Endress , with the provision that the
City may delete the 12" water line along Austin Street , the
bid date to be 2:00 P.M. , Tuesday, July 16, 1968. Council-
man Pirkle seconded the MOTION. MOTION prevailed by the
following vote:
Ayes : Councilman Benedict , Pirkle, Huber, Dalton & Thompson.
Noes : None
981 The request for a street light to be placed at the inter-
section of Red Bird Lane and Peninsula Drive was considered.
Councilman Dalton made a MOTION for the City to place a
street light at said location. MOTION seconded by Council-
man Pirkle. MOTION prevailed by the following vote:
Ayes: Councilmen Benedict , Pirkle, Huber , Dalton & Thompson.
Noes : None
998 Bids on the foundation and carpenter work kja5l in connection
with the steel building for the Public Works Department
were reviewed. Councilman Benedict made a MOTION to accept
the low bid of A. J. Harper. MOTION seconded by Council-
man Thompson. MOTION prevailed by the following vote:
Ayes: Councilman Benedict , Pirkle, Huber, Dalton & Thompson.
Noes : None
Discussion was had on the extension of water service from
the fire hydrant on West College , West across Highway 114
to the property of Texas Bitulithic. It was decided the
j City will extend an 8" line to Highway 114 and the customer
will install an 8" line across the highway, with the City
paying the difference in the cost of a 6" and 8" line on
the portion across the highway.
Inspection on buildings was discussed, and proposed amend-
ing Ordinance 68-21 , amending Title 3 , Chapter 5 , Section
2 of the City Code providing for a re-inspection fee , was
I introduced and read in full. Councilman Pirkle made a
MOTION to pass said Ordinance on �` MOTION
seconded by Councilman Huber. MOTION prevailed by the
following vote:
Ayes : Councilmen Benedict , Pirkle, Huber, Dalton & Thompson.

ORDINANCE 68-21
AN ORDINANCE AMENDING TITLE 3 , CHAPTER
5 , SECTION 2 OF THE CITY CODE OF THE
CITY OF GRAPEVINE, TEXAS; AND DECLAR-
ING AN EMERGENCY.

Pro-rata and connection charges on the 10" water line on
Dove Road from Hilltop to the North property line of
Corbin Trailer Park were discussed. The policy for pro-
rata and connection charges was established as follows:
There will be a $1.80 per front foot charge plus a connec-
tion charge of $25 .00 per connection for all connections
made directly or indirectly to the 10" water line. The
standard City tap charges for meters will apply.
Councilman Pirkle made a MOTION for the City to call for
bids on the purchase of a new garbage truck. MOTION
seconded by Councilman Dalton. MOTION prevailed by the
following vote:
Ayes: Councilmen Benedict , Pirkle, Huber, Dalton and Thompson.
Noes: None
