; On the 20th day of August, 1968 at 7:30 P.M. , the City Council
met in regular meeting at the City Hall with the following
members present:
Ira Woods Mayor
D. E. Dalton )
H. E. Huber )
Willis Pirkle ) Councilmen
G. S. Benedict )
Lee Thompson )
Jim Hancock ) City Secretary

The invocation was given by Dr. Woods. �
Minutes of the previous meeting of August 6, 1968 were read and
approved.

023 Mayor Woods declared Public Hearing open on a request of the
City of Grapevine to amend the Zoning Ordinance so as to in-
� clude a specific use zoning provision. The Planning and Zoning
Commission had recommended the amendment. Proposed Ordinance •
68-26, providing for the specific use permit provision was read
in full and persons present were given an opportunity to be
heard. Mayor Woods declared the public hearing closed. Council-
man Pirkle made a MOTION to accept the recommendation of the
Planning & Zoning Commission and to pass proposed Ordinance 68-26
on final reading. MOTION seconded by Councilman Dalton. MOTION
prevailed by the following vote:
Ayes: Councilmen Benedict, Thompson, Pirkle, Dalton and Huber.
Noes: None

ORDINANCE 68-26 �
AN ORDINANCE AMENDING TITLE 10 OF THE CITY
CODE OF THE CITY OF GR.APEVINE, TEXAS, SO AS
TO PROVIDE FOR SPECIFIC USE PERMITS UPON
PROPER NOTICE AND FOR DESIGNATED PURPOSES
IN THE VARIOUS ZONING DISTRICTS, PROVIDING
FOR A PENALTY AND DECLARING AN EMERGENCY.
� 054 Mayor Woods declared continuation of public hearing on request
68-9 on which Deacon Development requested "C & D" Multiple
Dwelling District on their property in Dellwood Acres area.
Interested persons present were given an oppor-�unity to be heard.
Mayor Woods declared the public hearing closed. Councilman
Benedict made a MOTION to approve the zoning request except Lots
9 through 20 of Block 8, Lot 15 of Block 1 and Lots 6, 7, and 8
of Block 6. Mr. Benedict' s motion did not receive a second.

Mr. Benedict withdrew his MOTION. Councilman Pirkle made a
MOTION to authorize a specific use permit for the construction �
of multiple dwelling units on the said property according to the '
plans submitted and approved by the City Council, and to pass
Ordinance 68-28 enacting the permit. Councilman Thompson second-
ed the MOTION. MOTION prevailed by the following vote: I
Ayes: Councilmen Pirkle, Huber, Thompson and Dalton. '
Noes: Councilman Benedict. '

289 Tom French, Jr. , President of the Grapevine Independent School �,
District was present to talk to the Council about the rapid develop- ',
ment of mobile home parks and the mutual problems of the School '
District and the City in connection with tax revenues from mobile �
home owners. j
' 315 The Council considered the proposal of Communicon. It was decided
that the City would not require the services of Communicon at this ' '

time. '�
The Council discussed the feasibility of making East Dallas Road
a Truck Route.. City Secretary Jim Hancock was instructed to have ',
an ordinance drafted to that effect for the Council' s consideration.
