HomeMy WebLinkAbout1969-03-18 Regular Meeting 149 Reel 8, Side 1 Start 0, Stop 318 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE 4 Alar�i On the 18th day of may, 1969 at 7:30 P.M. the City Council met in regular meeting with the following members present: Ira Woods Mayor H. E. Huber ) Lee Thompson ) Willis Pirkle ) Councilmen G. S. Benedict ) Councilman Dalton was absent. Mayor Woods called the meeting to order and gave the invocation. Ken Good, member of the Bear Creek sewer study committee, was present and reported that owners of most of the property in the Bear Creek area are willing to share the cost of sewer lines in that area and would like to get a commitment of City funds for the sewer treatment plant, land and easements. Mr. Good also recommended that area "D" as shown on the study map- attached be eliminated from the proposed plan since the major property owners in that area indicate they have no need of the sewer service for several years, and by eliminating area "D", lines 3 to 5 and 5 to 6 would be eliminated and the sewer plant would move to point 5. These changes would cut the cost approximately $1002000.00. 61 Joe Box was present and request that the City Council representative at the Martin Hearing at Duncanville on April 4, 1969 oppose the granting of a permit for H. C. Martin to discharge effluent, from his proposed sewer plant, into the drainage area south of his trailer park on County Road 3030. Mr. Box also requested that a decision not be reached on the Bear Creek sewer study until after the said Martin Hearing in Duncanville, after which time he will be able to state to what extent he will be willing to participate in the sewerage plan. Proposed Resolution R69-7, indicating the City has no interest in an old abandoned county road on property owned by Martin Vail in the J. Cate Survey, Abstract 315, was introduced and read. Councilman Pirkle made a MOTION to pass said resolution. Motion SECONDED by Councilman Huber. Motion PREVAILED by the following vote Ayes: Councilmen Benedict, Pirkle, Huber & Thompson. Noes: None Said resolution is on file in the City's Official Resolution Book. j 150 242 Rezone Application 69-5, on which J. L. Bryce requested "E" Modified Zoning for Mobile Homes on his property on Scribner Street was considered. The Planning & Zoning Commission recommended to disapprove the request. Councilman Benedict made a MOTION to disapprove the application. Motion SECONDED by Councilman Pirkle. Motion PREVAILED by the following vote: Ayes: Councilmen Thompson, Huber, Pirkle and Benedict. Noes: None 294 The public hearings of H. C. Martin and the Grapevine Independent School District to be held in Duncanville on April 4, 1969 were discussed. Councilman Pirkle made a MOTION for the City to oppose the granting of a permit to Martin and the School District on the basis that a solution to their sewage disposal problem is being worked out. Motion SECONDED by Councilman Benedict. Motion PREVAILED by the following vote: Ayes: Councilmen Huber, Pirkle, Benedict and Thompson. Noes: None Drainage problems in Placid Peninsula were discussed. Council- man Pirkle made a MOTION to authorize up to $300.00 for the buying of culvert pipe for use on 2 culverts on Mercury Drive, 1 culvert on Peninsula Drive and Evinrude Drive. Motion SECONDED by Councilman Thompson. Motion PREVAILED by the following vote: I Ayes: Councilmen Benedict, Pirkle, Huber and Thompson. Annexation Ordinance 69-11 was read on second and final reading. Councilman Huber made a MOTION to pass said annexation ordinance on second reading. Motion SECONDED by Councilman Pirkle. Motion PREVAILED by the following vote: Ayes: Councilmen Pirkle, Thompson, Benedict and Huber. Noes: None I 151 ORDINANCE 69-11 AN ORDINANCE RECEIVING AND ANNEXIING TERRITORY ADJACENT AND CONTIGUOUS TO THE CITY OF GRAPEVINE, TEXAS: PROVIDING THAT THE AREA DESCRIBED BELOW, ` SHALL BECOME A PART OF THE SAID CITY AND THAT THE OWNERS AND THE INHABITANTS THEREOF SHALL BE ENTITLED TO ALL THE PRIVILEGES OF OTHER CITIZENS OF SAID CITY AND BOUND BY THE ACTS AND ORDINANCES NOW IN EFFECT AND TO BE HEREAFTER ADOPTED: FURTHER PROVIDING FOR AMENDING AND CORRECTING THE OFFICIAL BOUNDARIES OF SAID CITY HERETOFORE ADOPTED AS AMENDED CONTAINING A SAVING CLAUSE. Annexation Ordinance 69-12 was read on second and final reading. Councilman Huber made a MOTION to pass said annexation ordinance on second reading. Motion SECONDED by Councilman Pirtle. Motion SECONDED by Council- man Thompson. Motion PREVAILED by the following vote: Ayes: Councilmen Pirkle, Benedict, Thompson and Huber. Noes: None The need for additional help in the Police Department was discussed. Councilman Pirkle made a MOTION to authorize the employment of an additional patrolman in the Police Department. Motion SECONDED by Councilman Thompson. Motion PREVAILED by the following vote: Ayes: Councilman Huber, Thompson, Pirkle and Benedict.
