On the 3rd day of June, 1969 at 7:30 P.M. the City Council
and the Planning and Zoning Commission of the City of �
Grapevine, Texas met jointly in the City Hall with the �'
following members present:

Mayor Woods called the meeting to order and gave the invocation. �

The purpose of the joint meeting was for Public Hearings for
Zone Change Application 69-14, 69-15 and 69-16.

Zone Change Application 69-14 was considered. Fenton Alley, c
D� D. Patteson, E. E. Francis, Ruth Bell requested Specific �
Use Permit for 2 story 4-plexes on Lots 3, 4, 5, 6, 7, �`

an opportunity to be heard. �'

Zone Change Application 69-15 was considered. W. Ray Wallace �'
requested "E" Modified for Mobile Homes on his acreage in the �
Northeast corner of the intersection of Minters Chapel Road �

and new highway 114. Interested persons present were given �
an opportunity to be heard.
Zone Change Application 69-16 was considered. J. R. Bass
requested "C & D" Multiple Dwelling District on his 21.21 �
acres in the Mahan and Herring Surveys. Interested persons �
present were given an opportunity to be heard. �
Public Hearing was declared closed an d Chairman Harlen Joyce, �
informed persons present that their recommendation wiil be �
given to the City Council.

525 The City Counci� continued to meeting for the regular meeting �
of June 3, 1969 with the following m�mbers present: �

The minutes of the previous meeting of May 20, 1969 were
read and approved.
539 Dr. William Wilkerson, J. B. Tindle, Corbett Emery and R. V.
Trammell, Engineer w�re present for the Cou�ci�' s consideration
of the preliminary plat of the proposed Noreast Industrial
Park. Councilman Pirkle made a MOTION to approve said pre-
liminary plat subject to the developer's compliance with the
recommendations outlined by the City Engineers in their letter -
'; of May 29, 1969. Motion SECONDED by Councilman Dalton. �;j;
Motion PREVAILED by the following vote:

' Ayes: Councilmen Thompson, Dalton, Pirkle and Benedict.
Noes: None
559 Mr. A. C. Stone, John Ludwig, Clifton Bass, Emory Goodner,
i all representing the College Street Church of Christ, were
present and requested the City to assist the Church in determining
� the best way to iir�prove the drainage way across the church
r
` property in order that th e property can be better utilized in
their improvement plan. Councilman Dalton made a MOTION for
the City Engineers to study the situation and make a recommenda-
tion. Motion SECONDED by Councilman Pirkle. Motion PREVAILED
by the following vote:

� 562 Mr. Garnett Keathley of General Telephone Company was present
; . for discussion of the proposed franchise submitted by General.

; Mayor Woods informed Mr. Keathly that the Council had not --
; studied the proposed franchise thorougly enough and asked that �
? the Telephone Company officials return to a later meeting to
� give more time for study.

� Rezone Application 69-14, submitted by Fenton Alley, D. D.
� Patteson, E, E. Francis and Ruth Bell. Councilman Pirkle made
� a MOTION to accept the recommendation of the Planning and Zoning
� Commission. Motion SECONDED by Councilman Thompson. Motion
° PREVAILED by the following vote:

Rezone Application 69-16 submitted by J. R. Bass. Councilman
Pirkle made a MOTION to accept the recommendation of the
Planning and Zoning Commission. Motion SECONDED by Councilman
Benedict. Motion PREVAILED By the following vote:
Ayes: Councilmen Dalton, Pirkle, Benedict & Thompson.

I761 Annexation Ordinance 69-22, annexing those portions of the
1 Chowning and Gibson Surveys north of Bear Creek was read on
� second reading. Councilman Pirkle made a MOTION to pass
isaid ordinance on second and final reading. Motion SECONDED
i by Councilman Benedict. Motion PREVAILED by the following
' vote:
� Ayes: Councilmen Thompson, Dalton, Benedict and Pirkle.

, Pirkle made a MOTION to authorize City Manager Floy Ezell

� to investigate the possibility of selling as many bonds

� rates rise above the City ' s authorized rate. Motion SECONDED
� by Councilman Benedict. Motion PREVAILED by the following

908 Parking problems on Jenkins and Barton Streets were discussed.
; Councilman Pirkle made a MOTION to pass proposed Resolution
R69-12, making Jenkins Street from Fran klin Street to Wall
; Street a Fire Lane and prohibiting parking on the East side
� of Jenkins from Franklin Street to Wall Street. Motion
{ SECONDED by Councilman Thompson. Motion PREVAILED by the
� following vote:

; Ayes: Councilmen Benedict, Dalton, Thompson and Pirkle.

' Said Resolution is on file in the City Resolution Book.
The need for a change of pay day for City employees was
discussed. Councilman Benedict made a MOTION to pass pro-
posed Resolution R69-13, establishing the third and the
' eighteenth day each month as pay day. Motion SECONDED by
j Councilman Pirkle. Motion PREVAILED by the following vote:
