In accordance with Orders of the Office of the Governor of the State of Texas, the Grapevine
Historic Preservation Commission will conduct the meeting scheduled at 6:00 pm on December
16, 2020 in the Council Chambers at 200 South Main Street, by telephone conference in order to
advance the public health goal of limiting face-to-face meetings (also called "social distancing") to
slow the spread of the Coronavirus (COVI D-19). The members of Commission may attend this
meeting in person.
There will be no public access to the location described above.
This supplemental written notice, the meeting agenda, and the agenda packet are posted online
at www.,qrapevinetexas.gov.
The public toll -free dial -in number to participate in the telephonic meeting is 1-210-469-4097. The
audio conference PIN is 528 971 436#.
The public will be permitted to offer public comments telephonically as provided by the agenda
and as permitted by the presiding officer during the meeting. Starting at 5:00 pm on Tuesday,
December 15th citizens can submit a Citizen Appearance request form from the City's website at
hitps:/l ra P.vinp-texas.gov/89/Agendas-Minute. During the meeting, the names of those
that have submitted a form will be called on to speak in the order the forms were received.
Please submit forms by 5:00 pm on Wednesday, December 16th.
A recording of the telephonic meeting will be made, and will be available to the public in
accordance with the Open Meetings Act upon written request.

Any person who is not scheduled on the agenda may address the Historic Preservation
Commission under Citizen Comments or on any other agenda item by completing a Citizen
Appearance Request form with staff. A member of the public may address the Historic
Preservation Commission regarding an item on the agenda either before or during the
Commission's consideration of the item, upon being recognized by the Chairman or upon
the consent of the Commission. In accordance with the Texas Open Meetings Act, the
Commission is restricted in discussing or taking action during Citizen Comments.
3. Work Session
A. Approved Certificates of Appropriateness as follows:
#CA20-81 for property located at 224 and 230 East College Street;
#CA20-1 10 for property located at 221 Austin Street.
4. Public Hearing
A. Commission to hold a public hearing on Certificate of Appropriateness #CA20-102 for
property located at 423 South Main Street, legally described as Block 18, Lot S30' 1-10
Strip S, City of Grapevine and take any necessary action.
B. Commission to continue the public hearing tabled at the November 18, 2020 meeting
of the Historic Preservation commission for Certificate of Appropriateness #CA20-84 for
property located at 513 East Texas Street, Block 104, Lot 3A, city of Grapevine and tape
any necessary action.
C. Commission to hold a public hearing on Certificate of Appropriateness #CA20-109 for
property located at 840 East Texas Street, Block 5, Lot 5, D. E. Box Addition, City of
Grapevine and take any necessary action.
5. Minutes
A. Commission to consider the minutes of the November 18, 2020 Regular Meeting.

The Historic Preservation Commission for the City of Grapevine, Texas met in Public
Hearing on Wednesday, December 16, 2020, at 6:00 p.m. in the Grapevine City Hall,

CALL TO ORDER
Chairman Shope welcomed all noting the positive in this Christmas season; he called
the meeting to order. He announced and called for any citizen comments written or
telephonically.
CITIZEN COMMENTS

Chairman Shope declared the Public Hearing for #CA20-102 open for the property
located at 423 South Main Street, legally described as Block 1 Lot 24R, Grapevine, City
of, Grapevine, Texas to the Grapevine Historic Preservation Ordinance 91-73 (Appendix
G — Grapevine Code of Ordinances), as amended for the following items:
Chairman Shope called on David Klempin to present the case:
BACKGROUND:
Certificate of Appropriateness application #CA20-102 was submitted on October 28,
2020 by Phil Ware of Ware Construction on behalf of the tenants Paul and Kathleen
Ryan of Tolbert's Restaurant to construct a new projecting awning on the south side of
the building, over the existing sidewalk. The new awning would provide shelter for
outdoor dining on the south side of the building.
The awning design has been developed following Design Guidelines for the Main Street
Commercial Historic District. The awning is modeled on the historic rolled awning of the
1899 J. E. Foust & Co. building, (Good Things for All Seasons) at 334 South Main

Street. The awning features metal roof and light metal framing, with open ends to allow
the southwest prevailing breezes to flow through.
RECOMMENDATION:
Staff recommended approval of #CA20-102 to construct a new projecting awning on the
south side of the building, over the sidewalk, with the condition a permit be obtained
from the Building Department and all exterior materials, finishes, paint colors and light
fixtures are required to be approved on a separate Certificate(s) of Appropriateness.
Chairman Shope called on Paul and Kathleen Ryan via telephonic presence, Mr. Ryan
responded it was as Historic Preservation Office (HPO) David Klempin had presented.
Chairman Shope recognized the presentation as accurate and complimented the
Ryan's on their design appropriateness.
Margaret Telford made the motion to close the Public Hearing for #CA20-102, seconded
by Jason Parker, prevailing in a vote of:
Ayes: 5 (Shope, Cox, Parker, Telford and Voelker)
Ayes: 2 (Anderson and Gilliland by telephone)
Nays: 0
Absent: 0
Commissioner Voelker asked how the approximate 10 feet out over the walkway
compared with other businesses on Main Street; the HPO said it was similar.
Margaret Telford made the motion to approve #CA20-102 as presented; Vick Cox
seconded the motion, prevailing in a vote of:

Tabled case Public Hearing for #CA20-84 for the property located at 513 East Texas
Street, legally described as Block 5 Lot 6, D. E. Box Addition, Grapevine, Texas to the
Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of
Ordinances), as amended for the following items:

At the October 28, 2020 meeting of the Historic Preservation Commission, Certificate of
Appropriateness #CA20-84 for construction of a new pergola in the front yard of the
property was tabled to the November 18th meeting to provide the owner an opportunity
to work with staff on a revised design to be less massive and more appropriate in scale.
At the November meeting the case was delayed due to illness to the December 16,
2020 meeting to allow for additional time to develop the design.
On December 8, 2020 the property owner Joseph Tenney spoke with Historic
Preservation staff and requested the Certificate of Appropriateness #CA20-84 be
withdrawn. The owner said he may submit a new project at another time.
Chuck Voelker made the motion to observe Mr. Tenney's request to withdraw
#CA20-84; Margaret Telford seconded the motion, prevailing in a vote of:

located at 840 East Texas Street, legally described as Block 5 Lot 6, D.E. Box Addition,
Grapevine, Texas to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G
— Grapevine Code of Ordinances), as amended for the following items:

BACKGROUND:
On November 6, 2020 #CA20-109 was submitted by owner James Gravatt to remove
the original Steelcase single hung, awning style windows from the front and west ends
of the 1953 Historic Cosnahan House and to replace them with new Don Young bronze
anodized aluminum windows, to match those of the new addition. The recently
constructed new addition to the rear of the house has Don Young double pane bronze
anodized aluminum windows as the original windows are not readily available and the
addition is in the rear with no street view. The owner is requesting the removal of the
nine remaining Steelcase windows in the original house to increase energy efficiency of
the windows in the original house and to make all windows of the home match with
those of the new addition.

The request for the whole house window replacement must be reviewed by the
Grapevine Historic Preservation Commission for compliance with the Secretary of
Interior Standards and the Design Guidelines for the D. E. Box Historic District. The
proposed removal would violate standards 2, 5 and 6, of the Secretary of Interior
Standards which require the retaining of distinctive features and materials; and requiring
the utilizing of repair, rather than replacement of original features. The Design
Guidelines for the D. E. Box Historic District concur with these Standards.
The house was constructed in 1953 for Munger Cosnahan, a former Mayor of
Grapevine. It features original single -hung Steelcase windows, with awning style sash,
in two -over -two horizontal configurations. This awning -style design of Steelcase
windows was popular in the 1950s and used in high quality homes throughout
Grapevine.
RECOMMENDATION:
Staff recommended the Historic Preservation Commission deny Certificate of
Appropriateness #CA20-109 for the property located at 840 East Texas Street to
remove the original Steelcase single hung, awning style windows from the front, rear
and east end of the original 1953 Historic Cosnahan House and then replace with the
anodized aluminum windows.
Chairman Shope called on the owner/applicant James Gravatt. Mr. Gravatt said he had
been on board with keeping the windows but interior storm windows would be
inconvenient to get airflow, they are not argon filled and only low E.
Mr. Gravatt said when he hosed down to paint the steel frames, they did not close all
the way, did not lock and he thought then a safety issue; he walked the street looking at
new windows in multiple new additions.
Vick Cox made the motion to close the Public Hearing for #CA20-109, seconded by
Jason Parker, prevailing in a vote of:
Ayes: 5 (Shope, Cox, Parker, Telford and Voelker)
Ayes: 2 (Anderson and Gilliland by telephone)

Commissioner Parker asked what could be done to stay in compliance. HPO Klempin
said any whole house window replacement was to come before the Commission for
their review, he read the Secretary of Interior Standards 2, 5 and 6 saying this was in
violation of three of the standards as noted. He said the owner had done a nice job in
restoring the front of the house and adding the new garage doors. Commissioner Parker
questioned how we keep him safe, but to go with denial.
Vice -Chairman Cox noted he lives in the neighborhood and the steel windows gave a
very distinctive appearance to the home. He questioned they were in such disrepair

saying his son lives in a 100-year-old home in Dallas and he is looking at interior storm
windows for energy efficiency, maintaining the original windows. Commissioner Voelker
said in the past we have had an impartial window expert examine and educate the
commission with options; HPO Klempin agreed saying yes, recently at the 214 East
College property with an evaluation made which found some that could be fixed and
some replaced with like material, matching windows.
Chairman Shope asked Mr. Gravatt if this was something he was willing to work on. Mr.
Gravatt said he had a letter from his window vendor saying they were not fixable;
Commissioner Telford asked if he was a window expert, saying she grew up on this
street and the Cosnahan House was very high end - the houses across the street could
not be compared to it.
Commissioner Parker called again to deny now, City Attorney Boyle advised they table
and continue the case to the January 27, 2021 meeting at 6 p.m.; Commissioner Parker
agreed tabling would allow them to receive more information and continue discussion.
Commissioner Voelker asked to decide now how we are evaluating, saying we need an
impartial expert evaluation for each window to report to the Commission. He asked for a
photograph and a plan for each window.
Jason Parker made the motion to table the case and continue at the January 27, 2021
meeting at 6 p.m. Chuck Voelker seconded the motion, prevailing in a vote of:
Ayes: 5 (Shope, Cox, Parker, Telford and Voelker)

Chairman Shope thanked Mr. Gravatt and said the commission would follow up as
discussed.
