The City Council met in regular session on the above date those
present were Mayor Johnson, Aldermen Harwell , Parker, Woods,
Deacon, and Pirkle .
The minutes of the prevbus meetings was read and approved as read.
Mr. McNutt ask the city to let him use the south side of Texas
Street, between �".�in and Jenkins, as a parking area, not for his
drug store but for the public � s use as it is now. By leaving this
area as it is now more parking spaces may be utili2ed for the
pilblic helping the other merchants in that section of the city.
A motion by Alderman Harwell seconded by Alderman Deacon to lease
the city property along the south side of Texas Street, ninet�en
feet, between Main and Jenkins street to Mr. McNutt for a public
parking area for �1 .00 per year under the conditions th�t this
lease may be concelled if and when the city needs this property
for public benefits, and if cancelled Mr. McNutt will move his
parking area blocks back to his north property line. The City
Attorney was to be contacted in drawing up this lease and the
_, number of year a lease may be effective. Motion carried.
This was agreeable with Nr. McNutt.
Mr. Ted V�'illhoite met with the council to try to work out something
in reference to cleaning out the alley between himself and Mr.
Parker for water drainage. IU!r. Willhoite had no ob,jections to
cleaning out the ditch and widening it to help with the urater
drainage.
Council agreed to study this further and try to work out a solutian
to help both Mr. Willhoite and Mr. Parker on the water drainage.
Mr. Morten of the Morten Foundation met with the council explaining
a requirement bf the F.H.A. , i►�referenc e to his loan to construct
a housing unit f or the aged people under section 231 of the
National Housing Act, would be as follows:
"That the City of Grapevine, acting through its duly appointed
governing body be requested to appoint an ex-officio member to
serve on the Board of Directors of Rainbow Gardens, Inc. (a
corporation to be formed) �Q aid in insuring a continuity of
policy and operations of the pro�ject in the City of Grapevine
area and , thereby, representing the citizens of the community
as a whole by assisting in community relations and the planning
for the interpretation of Rainbow Gardens to prospective residents.r'
This was the first requirement and the second requirement that
F.H.A. ask for was, "What is the Morten Foundation" .
A.Rr. Morten is to comply with these request, and asking the city
council to comply with the first request of F.H.A. He assured
the city council that no obligation or liability would be placed
on the city or the individual appointed in complying with this
reque st.
A motion by Alderman Deacon, seconded by Alderman Pirkle to pass
and approve Urdinance No. 62-5 creating the office of "Community
Re3ations and Planning" , the caption of the Ordinance is as follows,

Motion carried unanimously.
The following resolution . R62-5, was adopted and passed by a motion
by Alderman Deacon, secnnded by Alderman Pirkle , the resolution is
as follows:
Resolution appointing an Ex-Ufficio member to serve on
the board of directors of Rainbow G3rdens Inc. , ( a corpoaation
to be formed) to aid in insuring a continuity of policy and
operation of the pro,ject in the City of Grapevine area and,
�reby , representing the citizens of the community as a whole
by assisting in community relations and the planning for the

Motion carried, unanimously.
A motion by Alderman Deacon, seconded by Alderman Harwell to
appoint Floy Ezell to this office to serve as the cityts representive.
Motion carried.unanimously.
Mr. Simmons ask the council to authori2e Texas Power & Light to
install a street light at the corner of West Texas and Blevins
street as their has been several ru�bies aitempted in this area
and a street light may help prevent this from happening again.
A motion by. . Alderman Harwell , seconded by Alderman Parker to
authoriz e Texas Power b Light Co. to install the new type street
lights at the intersection of West Texas and Blevins street and
at'v the intersectimn of West Texas and Ball St�et. Moti �n carried.
The Poiice depdrtment was to be asked to patrol this area at
little closer at nights.
Mr. Joe Cheney ask the city council to accept a petition he had
in reference to keeping Mr. Joe Allen on as Police Chief of the
City of Grapevine . The Mayor accepted the petition and several
person spo�e in behalf of the Police Chief.
A public hearine was held at the city hall on 11-14-b2 by the
Planning and Zoning Commission for the considerationof the
following:
H b M Enterprises requested a 2oninq chanqe from the present '
`iG" Local Business to "L'` First Manufacturing district. Lot A,
Block 1 of the Bellaire Addition.
This request was denied by the Ylanning and Zoning Commission.
A public hearing was held in the City Hall on 11-Z9�62 by the
Planning and Zoning Commission for the consideratibn of the
following:
Mr. E. L. Jordan requested l�is property located in Block 10 and
l0A in the Leonard Survey be changed from "A" Dwelling District to
"B" Dwelling District.
This request �as approved by the Planning & Zoning Commissinn.
A motion by Alderman Dea�on, seconded by Alderman Harwell to
accept and approve the Ylanning & Zoning Commission recommendations.
Motion carried.
Discussion was given on the violation of Ordinance 58-2 of
Cameron Lumber Co. and Mr. & Mrs Francisco property for not
securing a building permit to construct a car port on Mr. & A�rs
Francisco � s propePty in the Box Addition.
A motion by Al�erman Harwell , seconded by Alderman Deacon to
fine Cameron Lumber Co. ,who has taken the blame, for the v�lation
of Ord i nance 58-2 the sum of -�50.00. Nlot i >n d i d not carry by
the following vote :

Secretary was to contact the City Attorney and see if apermit
should be issued for the con5�t�uction of the car port for Mr.
& Mrs Francisco by Cameron Lumber Co. Also a new building
permit Urdinance should be drawn up for study by the Council.
Talk with the attorney abou� the zoning of H & M Enternrises
now that the zoning change was denied and the foundry is still in
operation.

A motion by Alderman Deacon, seconded by Aldemman Pirkle to have
the following Balance Sheet Statement IC�IX� of the 1962 Audit
in the Grapevine Sun and also with a notice inviting all �itzens
of the City to come by the City Hall to inspect the detailed
report if they so desire .

Discussion was given on the procedures of employing and dismissing
City Personnel and the operation of the departments of the city.
A raotion by A.lderman Harwell , seconded by Alderman I7zacon to
adopt and �ass the following resolution Rb2-6, to erect Yield
The-Rig ht-Of-Way signs on Wood Street on the north and south side
of its intersection with East Texas Street, also to errect Yield
The-Right-Of-Way signs on Austin street on the north and south side
of its intersectian with �'ast Texas Street. Motion carried .

A motion by Alderman Deacon, seconded by Alderman Harwell to relieve
Police Chief Joe Allen of his duties December 5, 1962, but his pay
will continue thru December 15, 1962, his vacancy will be filled by
a relief man until December 16, 1962. Motion carried by a vote of

A motion by Alderman Deacon, seconded by Alderman Harw� ll to
employ Don Hall of Perryton, Texas, as Police Chief of the
Ci ty of Grapevi ne at a sa lary of �L�00.00 per month plus a
�30.00 a month expense allowance, effective December 16, 1962.
Motion carried.
