The City Council met in a regular session on the above date those present were
Mayor Woods, Aldermen Benedict, Pirkle, Huber, Vandeventer, and Parker.
The minutes of the previous meeting was read and approved as read.
Mr. Robert G. Scofield was interviewed by the council in reference to the position
of City Attorney.
A motion by Alderman Pirkle, seconded by Alderman Parker to employ Mr. Scofield
as City Attorney for the City of Grapevine on a month by month basis at $50.00 per
month for 2 or 3 hours work each month which would include writing light ordinances
and meeting with the council on a average of saace once each month and verbal
conversations by phone or office visits. Motio n carried by Alderman Parker,
Vandeventer, Huber, and Pirkle, and Benedict voting yes with no noes.
The building permit of John Francisco was discussed with Mr. Scofield and he
advised that it was not necessary for the City to sign any release or statement
of violation with Mr. Francisco.
A motion by Alderman Benedict, seconded by Alderman Huber to issue a building
permit to Mr. John Francisco and Cameron Lumber Co.for the construction of a
car port in the Box Additi6n on Lot 7 on Block 8 . Motion carried by a vote by
Alderman Benedict, Huber, Vandeventer, and Parker voting yes with no noes. Alderman
Pirkle being absent.
The council asked Mr. Scofield to study and submit to the @Ouncil an ordinance
in reference to moving building and houses within the city or thru the c t w thout
obtaining a permit and also to work out some kind ofi a ordi 1
hall from being put in the city. 3i ,
A motion by Alderman Vandeventer seconded by Alderman Benedict to table the matter
of xxnettxg vacating or abandoning the alley between the property of Grppevine
Concrete Co. Inc. in Block 27 , lots 1,2,3 and 4 in the W.m. Dooley Survey for
further study. Motion carried by alderman Benedict, Huber, Vandeventer and Parker
voting yes with no noes, Alderman Pirkle being absent
Grapevine Concrete Co. , Inc. was to be contacted about an approach being built
for their trucks where they enter onto the City streets so as to prevent damage
to the city streets.
A motion by Alderman Vandeventer, seconded by Alderman Parker to authorize the
City Secretary and Public Works Director to correct the sewer line trouble behind
Smiths Cafe and other butinesson the south side of the Highway going east from
Smith's cafe to Dooley Street. This will require the building of a new sewer line
with an approximate cost of $1,500.00. motion carried by a vote of Alderman Parker,
Vandeventer, Huber and Benedict voting yes with no hoes. Alderman Pirkle being absent.
A motion by Alderman Benedict, seconded by Alderman Huber to employ Freese, Nichols,
and Endres@, Consultng Engineers, to start to work on a solution to correct the
sewer problem that not exist on the Vilbrig property as soon as possible. Motion
carried by alderman Parker, Vandeventer, Huber, and Benedict voting yes with no noes,
Alderman Pirkle being absent.
Mayor Woods appointed Alderman Vandeventer to try and work out some agreement or
solution with the Fire Departmunt on filling swimming pools with water and report
his finding to the council.
Alderman Parker made a motion, seconded by Alderman Huber to accept the attached
City Organization Plan that is to be employed by the City of Grapevine. Motion
carried by Alderman Benedict, Huber, Vandeventer, and Parker voting yes with no noes.
Aldeman Pirkle being absent.
Mayor Woods suggested to the council for them to begin to think about employing
two paid firemen and having the fireman during the day to do maintenance work
on the fire trucks and other city vehicles and at night to do the police and
fire radio dispatching. This will save the citizens of Grapevine several dollars
in insurance premiums and will help in having a more effecient fire department in
answering fire calls and help in keeping the city vehicles in better condition.
The taxi-cab franchise of Mr. Love from Irving, Texas was discussed and Mr. Love
was to be advised that the city was interested in the taxi-cab service but not
in a five year franchise to start with at this time.
Mr. John Telford talked with the council in reference to trying to get his rental
fee lowered at the lake. Mr. Telford was to get more information on the average
rental being charged at the Lake.
