HomeMy WebLinkAbout1963-08-06 Regular Meeting Augu st 6, 1963 The City Council met in regular session on the above date those present were Mayor Woods, Aldermen Benedict, Pirkle , Huber, Vandeventer, and Parker. The minutes of the previous meeting was read and approved as read. Mr. Esslinger of the Southwestern States Telephone Co. met with the council and assured the council that the Telephone Co. had no plans of changeing the Grapevine phones to the Irving exchange in area surrounding Grape�ne even tho the City of jrving has annexed the land. �r. Esslinger advised the council that direct dialing for Grapevine was several years away and that their engineers �aa had begun to work on direct dialing to:� the neighboring cities and that would be several years off. Dr. Ed. Lancaster pr�rsented a petition to the council requesting that a Tennis Court be built at the City Park for public use. The petition was signed by some 70 persons in this area. The petition stated th�t the following people would like to have and would donate money towards building a tennis court in the City Park. Dr. Ed. Lancaster advised that each tennis court would require an area of 50 � x 1001 and that a concrete court would cost approximately twice as much as an asphaltic concrete court, but the concrete coutt would require much less maintenance than the asphaltic concrete court and would last much longer. A motion by Alderman Pirkle , seconded by Alderman Benedict to appropriate �250.00 toward the construction of public tennis court in the City Park and �b�� public donations to be used for the balance of the cost. Motion carried by Aldermen Benedict, Pirkle, Huber, Vandeventer and Parker voting yes with no noes. Mr. Robert Hogan, Henningson, Durham and Rich�rdson, Inc. representive, explained the procedure for applying for Federal Aid under the 741 plan of which the Federal Government will pay 2/3 of the cost of preparing a Master Plan for our City. Mr. Robert Scofield, City Attorney, explained the new annexation laws that effect our city which goes into effect the 23rd of August, 1963 to the coun�il . Discussion was given on black topping the Parking area along Main street, Texas street, Jenkins, and wall street. The block that the Fire Station is on and water pump station. A motion by Alderman Vandeven�er, seconded by Nlderman Parker to ask for bids to black top the parking area around the Fire Station block and bids to��in by 5:00 P.M. , September 3, 1963. Motion carried by Alderman Parker, Vandeventer, Huber, Pirkle and Benedict voting yes with no noes. A motion by Alderman Benedict, seconded by �lderman Pirkle to replace the present incandescent street light with a mercury vapor light at the corner of Jenkins and Texas street by the Post Office building. Motion carried by alderman Parker, Vandeventer, Huber, Pir�le and Benedict voting yes with no noes. A motion by Alderman Pirkle, seconded by Alderman Huber to adopt the suggested Speed Zone Ordinance submitted by the State Highway Deaprtment for State Highway #121 . Motion carried by Alderm�n Parker, Vandeventer, Huber, Pirkle, and Benedict voting yes with no noes. A motion by Alderman Huber, seconded by �lderman Pir�tle to adopt the Resolution #R63-13 - making an official finding and determi- nation as to the population and number of inhabitants of and within the City of Grapevine, Texas. The count being 3806 persons. Moti�n carried by Aldermen Benedict, Pirkle, Huber, Vandeventer, and Parker voting yes with no noes. A motion by Alderman Pirkle , seconded by Alderman Huber to accept ' the annexation Ordinance #63--7, annexing the new Statz Highway Loop #114 to the City. Motion carried by Aldermen Benedict, Pirkle, Huber, Vandeventer and Parker voting yes with no noes. A motion by Alderman Pirkle, seconded by Alderman Parker to appoint the following men to serve on the different Boards: Board of Adjustments Planning � Zoning Bc�ard Harold Kaker Harlon Joyce F�obert Brown Edward Pewitt Floyd Dea¢�n Ocie Ves�� Arnold Dobecka Tommy Franks Bill Yancey Doil Dalton Motion carried by Aldermen Parker, Vandeven�er, Huber, Pirkle and Benedict voting yes with no noes. A motion by Alderman Huber, seconded by Alderman Pirkle to advertise for bids from several Oil Companies to furnish the city gasoline to be used in city owned vehicles from September 1 , 1963 to September 1 , 1961�. Bids are to be received by 5:00 P.M. , at the City Hall , August 20, �963. Motion carriedby Aldermen Parker, Uandeventer, Huber, Pirkle , and Benedict voting yes with no noes. A motion by Alderman Pirkle, seconded by Aldermen Huber to set the 1963 Tax Rate at $1 .00 per �100.00 valuation by Ordinance #63-8. Motion carried by Aldermen Benedict, Pirkle, Huber, Vandeventer and Parker voting yes with no noes. The complete ordinance is on file in the official Ordinance book of the City of Grapevine. A motion by Alderman Huber, seconded by Alderman Benedict to employ Parish and Murrell accountants and �uditors of Dallas, Texas to audit the City Books for the year ending September 30, 1963.
