The City Council met in regular session on the above date those
present were Myor Tip Johnson, aldermen Harwell , Matthews, Kaker,
Deacon and Hayward.
The minutes of the previous meeting was read and approved as read .
Mr. Bill Hurst met with the Council asking the City to continue
black topping Forrest to the end of the City Umits or his property.
This street has been black-topped as far as the road bed goes and
the city did not in this black-topping program prepare any road beds
or build any new streets. Mr. Hurst stated thit he had a house on
Forrest St. , lot 7 in Block 5 and two housefs on Lucas Dr, lots 1-2
in block 4 without city sewer service and he wanted his taxis
lowered on this account, lbut he would not want on the City sewerage
until his septic tanks goes bad. Jim Hancock was to check and see
If sewerage could be gotten to his property. Also Mr. Hurst wanted
the sewer lines crossing his property on Ball St. near the creek
bed covered with dirt. Mr. Hurst says that he payed city taxis
twice on the same piece of property in one year and he had to pay
interest on the taxis that was turned over 'to an attorney for
collection. He says he has the receipts showing he paid these
taxis. The council informed Mr. Hurst if he payed taxis on the
same piece of property in one year for him to bring his tax
receipts to the City Hall and his none'y would be refunded . Also
Mr. burst was asked if the city could open up the natural drain
ditch on his property to take care of the fwater drainage on
Lucas Dr. , he was not in favor of this unless the was put in the
ditch. Also tb,t Mr. Dick Lewis, county commissioner, had not
talked to him about this drainage problem.
Mrs Webster met with the council to continue the discussion on a
refunding contract for sewer lines to Lakewood Acres. An estimate
submitted by Freese, Nichols, and Endress to determine the required
facilities to provide sanitary sewerage service to Lakewood Acres
was gone over.
The estimated cost to have sewer lines within the addition proper
will cost $20,392.74. If the northeast corner of this addition
is not served due to the extra depth of the line to serve this
area, which exclude about ten or fifteen lots the cost would be
$12,802. 11.
The estimates for construction of the outfall main beginning at
the property line of the addition, including a sewerage lift
station would be $22,538.67. And if the entire drainage area of
approximately 103 acres is to be served the cost would be
$24,481.93. The City council advised Mrs Webster they would
go into the sewer refunding contract with her on the outfall
lines and lift station having it terminate the same time her
water refunding contract terminates, same being January 1 , 1970.
Allthough the city has discontinued the policy of entering into
refunding contract, but as she had started this in 1954 they
would try to work out a refunding contract. The amount of refund
to be worked out with Mrs W"bster if she decides to go ahead and
develop this area.

Mr. Glover of the Lone Star Gas Co. met with the council and
several citizens requesting gas service to their homes. Mr. Glover
explained the Gas companies policey on extending gas lines: He
stated that they would extend their lines 1001 for each concumer and
if the consumer is more than 100 ► from their existing linelhe
consumer would have to pay the remaining cost of the line , but each
connection on this line during lthe first year the person paying
for the line will be reimbursed for the cost of 1001 of line, the
second year he will receive 90% of the cost of the line, the third
year he will receive 80% of the cost of the line, the fourth year
he will receive 70% of the cost of the line, and the fifth year
he will reciive 60% of the cost of the line, their will be no
refund after five years.
Bids were received on the construction of a mesh fence around the
water treatment plant and pump stition, they are as follows.
Blue Bonnet Fence Co. ---------------- S 2,691 .04
Cyclone Fence Co. --------------------- 3,085.00
Natkin & Co. ----------------- ----- 4,230.00
Freese, Nichols and Endress city engineers recommended that the
bid be awarded to Blue Bonnet Fence Co. as the lowest bidder.
A motion by alderman Deacon, seconded by Alderman Hayward to accept
4 the recommendatiiFns of Freese, Ni chols, and Endress and award the
,fob to Blue Bonnet Fence Co. , motion carried.
Mr. Glen McWhirter of Freese , Nichols, and Endress ask the council
to consider the byrying of lab equipment and furniture for the water
treatment plant. He will submit a list of things he would recommend.
Mr. Paul Barnes discussed with the council the drainage of Texas
Street by his property. The council informed Mr. Barnes they would
have Uvalde Construction Co. to look into this.
A petition for annexation by Gerald K. Reedts property along
E. Northwest Hwy 114 was presented. A motion by Alderman Mathews,
seconded by Alderman Kaker to accept this petition of annexation.
Motion carried. Ordinance No. 61-23
Plans for dredging out the Lake by the Anchor was presented by
Robinson-Telford for approval by the City. A motion by Alderman
Deacon, seconded by Alderman Hayward to approve the plans subject
to final approval of the Corps of Engineers, motion carried.
Council was not in favor of useing the Civic Center on a commerical
basis, to rent, lease, or pay on a percentage basis to anyone to
use.

Auditors for the year ending September 30, 1961 was to be checked
on by work they have done in other towns.
The proposed budget for 1961-62 was gone over by the council and
a Motion by Alderman Deacon, seconded by Alderman Harwell to approve
the Budget as was submitted , motion carried. Copy of the budget is
attached .
A motion by Alderman Kaker , seconded by Alderman Deacon that
members of the Fire Dept. be allowed credit for their minimum w&t.,er
and sfyey charge each month, effOctive with the next billing period.
Motion carried. Also Fire Chief Greener was to be written a letter
explaining this credit. In 1954, the time that this allowance was
granted the total credit allowed amounted to $6.30 per month for each
fireman. Now each fireman will receive his garbage pick-up service
free and will receive 3000 gallons of water and his sewer akacx$a MNiMM
without charge which will amount to $7.00 each month for each
fireman.
