October 31 , 1960
The City Council met in a call session at the First National Bank
' on the above date. Those present were Mayor Tip Johnson, Aldernian
Deacon, Kaker, Matthaws, and Hayward, Alderman Harwell being absent.
Mr. Tom Waldrop met with the cou ncil to discuss the possibilities
� of bringing a Rubber Goods Factory into Grapevine . This factory to
i, be located on �H 157 on the Biggers Tract of land, south of town,
and west of the Bellaire addition, and ma�be part of the Bowen t�`act.
The business is to manufacture rubber goods to be u�ed by the Oil ',

I dustries. The com n i

etal building to house the factory and office s of the company at
; the present ti me. The company is to employ 6 to 8 empolyees to
begin with and hope to expand with additional buildings and employees
within 2 to 5 years. Mr. Waldrop assured the council that their
; would be no offensive odors, smoke , and a very little noise from
the factory to cause any u.npleasantness to the residents in that
area. Mr. Waldrop also advised that he was connected with a similiar
business in Arlington, Th2 Oil States Rubber Co. , but was to devote
all of his efforts to the business in Grapevine after the first of
� the year, also would �ppreciate keeping this informatiort confidential
until complete arrangements have been made. He is asking that the '
City zone this land to "L" First Manufacturing District and to advise
him what his cost would be to get water and sewer to this property. '
He has made arrangements with Lone Star Gas and Texas Power and
,
Light to furnish the other utilities that he would lneed.
Council advised Mr. Waldrop that they would try to have an answer
for him by Wednesday, November 2, 1960.
The Planning & Zoning board was to meet with the council on Tuesday ;
night, November 1 , 1960 to hear of this proposition and express
their desires in this matter.
The bill submitted by Southwestern Laboratories for $1�81 .31 for
the inspection of the Concrete Cylinder Pipe was approved by the j

having a ivater tank made to fit the Army surplus vehicle by '
Western Trailor Mfg. Co. , was approved for payment, in the amonnt
of �122. 80.
A call meeting was set for November 10, 1960, at 8:00 P.M. for
the purpose of having a public auction to sell �100,000.00 in ,
street bonds. i
Council approved the specifications set for the street work to
be done.
