Regular meeting of the City Council of the City of Grapevine, `
Texas was held on T��ay 6, 1958, with the following members present :
Mayor Joe D. Clark; Aldermen D. E. Dalton, bVm. H. Yaker, & R. �
� F. Shelton; Secretary Hugh 1Llillicam. Aldermen R. T. Eidson and �
Norris L. Graham were absent.
Oath of office was taken by Alde�men Dalton & Kal�er.
I�4inutes of the Meetings of April 1 and April 23, 1�58 , were
approved.
Mr. Nixon and IV!rs. Beckleman o£ the Fort Worth Library were (1�-158-3I�_) �
present to offer some explain.ation of the oper�:�..ion of the local ;
library and its relation to the Fort Worth Library. He report-
ed that DlIrs. Cason had been appointed as Librarian:� �
City Council approved application to the Corps of Engineers (nr158-j5 ) !
for license for park development of Frienclly Coves Park area x
just west of the Silver Lake Park area. This area if obtained �
is to be leased for development to uJ. C. Haws. `

Due to expense of the General Fund in administration of the (P.Q58-36) �
Park Fund with respect to the Grapevine La�ce and since the � �
money derived from the concession leases are to c�o for the �
operation of these areas, Alderman S�elton moved that the .
Park Fund pay to the General Fund an amount of `� 600 .00 per
year to pay for the administration expense . Motion was sec- '
onded by Alderman Dalton and passed by vote . j

Alderman I�.aker moved that a F'ord b2 purchase from I�laggard ll!otor �
Co. for a net cost of �;r 1 , 18�r .00 plus trade in of the 1956 i
Chevrolet Police Car. Purchase of a �ord was deemed the best �
car due to the high cost of operating Chevrolets in police
work. Nlotion was seconded by Alderman Shelton and passed. ;
The following policy with resp�ct to sub-divisions and de- (r�25�-38) '
velopments was adopted on a motion by Alderman Kaker and a '
second by Alderman Dalton:
City to requirE Developer to:
( a) Provide for approved streets,� curbs and gutters with
asphaltic-concrete mix paving on an approved basE.
(b) Install all necessary water and sewer lines, fire hydrants,
manholes, lift stations, and uther Caci ?i ��ics as engineered
by the Cityts engineers. All construction is to he under the
supervision of said engineers.
( c) Furnish all materials and labor necessary to connect
all houses and commercial units to sewer lines.
( d) Furnish all materials and labor to make service taps
ior water lines, including copper services, meter loops,
stops, but not including meter boxes or meters.
( e) Cost of the above , including engineering iees, are to
be paid for by the dcveloper without� a refunding contract .
City wi11 in turn, agree to:
(a) Make sewer inspections.

Alderm2n Shelton moved that an adjustment in the amount to be (?t�58-1�.1) �
� agreed upon between Burrus Grocery Store and tne 'Nater Super- ,
� int�ndant be allowed and applied as a credit against the
� Burrus Grocery Store utility bill . Motion was seconded by
� Alderman Yak_�r and passeci . �

Alderman Shelton seconded the motion for adoption which passed . �

At the request of the 5chool �3oard to re-dedicate Block 2 of the ( �1".58-L3) i
Dellwood Acres Addition for residential purposes, Ald�rman a
Shelton moved that, the said block be approved for said purposes
since it was no longer need2d ior school use. P1!otion seconded '

A lett��r from the State Highway Department in reply to the City � s }
Resolution No. '?58-5 which set speed limits on State Highway
Nos . 121 8 11L!_ was read . The letter indicat2d that the Hi �hvray �
Department had studi�d thz resolution and had concluded that th� �
resolution luas illegally passed and therefore would not make any i

changes in the existing sp��d limit signs as a result of this
resolution. Alderman Yaker introduced the following resolution: '

WHER�AS, on April 1 , 1Q�3, the City Council of the City �' S 7)
of Grapevine passed Resolution No. 58-�, setting the speed '
limit on State Hic�hway No. 121 and No. 11i� at 30 n�.p.h.

'JJH",R;AS, The State Hic�hway Departrnent was sent a copy
of said r2s�lution,
WH�Ri._AS, the Highway Department has ruled that the said �
resolution is invalid in that no traffic count and survey was '
made to support such speed limit ,

traffic on State Highway No. 121 and Stat� Highway 11!;� and
make recommedations as to speed limits. '

3. �'he State Highway Deparf,ment be asked to include Saturday �,
and Sunday in their study due to heatry traffic on weekends. I
