This letter confirms on November 19, 2014, the Historic Preservation Commission approved
with conditions #CA14-74 for the property addressed 206 South Church Street legally
described as Block 13 Lot 13A2, Grapevine, City of, Grapevine, Texas. The following was
approved on this Certificate of Appropriateness:
to remove the existing front steps and replace with a 7.5 feet deep by 26 feet
wide front porch;
with the condition a building permit be obtained from the Building Department.
An appro ed Certificate of Appropriateness is not an approved Building Permit and a

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA14-74 for the property located at 206 South Church
Street, legally described as Block 13, Lot 13A2, City of Grapevine, to the Grapevine
Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as
amended for the following items:
1. Construct new front porch addition to the Russell Halstead House which has been
designed following the City of Grapevine's Design Guidelines for Historic
Residential Structures with materials to match the existing house
as per attached plans with the conditions that all exterior materials including,
roofing, siding, and trim, and doors, windows and light fixtures be staff approved
under a separate Certificate of Appropriateness and that a building permit is
obtained from the building department.
BACKGROUND:
Certificate of Appropriateness application #CA14-74 was submitted on November 5, 2014
by the applicant John Bradley for a new front porch addition to the Russell Halstead
House at 206 South Church Street at the corner of Wall Street. Exterior columns would be
wood and siding and trim would match the existing. The owner intends to use the house
as a residential rental property. The design was developed to be compatible with the
original house and to follow the City of Grapevine's Design Guidelines for Historic
Residential Structures. While the existing house is not currently landmarked, it is located
within the boundary of the Original Grapevine Township. The proposed new porch and
gable roof would expand the original house foot print, therefore plans must be reviewed by
the Historic Preservation Commission.
Staff recommends approval of Certificate of Appropriateness #CA14-74 with conditions for
the new front porch developed following the Design Guidelines with the condition that all
exterior materials including, roofing, siding, trim, doors, windows and light fixtures be staff
approved under a separate Certificate of Appropriateness and that a building permit is
obtained from the Building Department.

An application was filed in the office of Historic Preservation requesting Historic
Preservation Commission approval for Certificate of Appropriateness #CA14-74 on the
property addressed as 206 South Church Street.
The application was filed by the owner of 206 South Church Street for the Commission to
hold a public hearing relative to a request for Certificate of Appropriateness #CA14-74 for
approval to replace the existing front porch with a 7.5 feet deep by 26 feet wide.
The public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, November 19, 2014 at 6:00 PM, in the Grapevine Convention
& Visitors Bureau 2nd Floor Board Room, 636 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
If you cannot or do not wish to attend the public hearing, the attached form is
provided for your convenience.
