An application has been filed in the Office of the Director of Community
Development by Hospitality Services, GTE Place,located at 200 West
Airfield Drive, Dallas -Fort Worth International Airport, Texas. The
purpose of the request is to amend an existing site plan zoning for the sale,
storage and on premise consumption of alcoholic beverages (beer, wine and
mixed drinks) and to waive application requirements of Grapevine
Comprehensive Zoning Ordinance 82-73, Section 47.E.2. The present site plan
being submitted also for the purpose of the sale, storage- and on -premise
consumption of wine, beer and mixed drinks involves additional areas for the
sale, storage and on- premise consumption.
A public hearing regarding this application will be held by the City
Council and Planning and zoning Commission on Tuesday evening, December
19, 1989, at 7:30 PM in the Council Chambers, Room #205, 307 West
Dallas Road, Grapevine, Texas.
Appendix "D", Section 52.0 of the Grapevine City Code, requires that
written notice of such public hearing be sent to all owners of real

Drive at the GTE Place within the Dallas/Fort Worth International
Airport property
SITE ACREAGE: 77.06 acres
PRESENT ZONING: Governmental Use
REQUESTED CONDITIONAL USE: A wavier of all the application requirements
of Section. 47.E.2. due to the proposed use will not have a
substantial impact on adjacent and surrounding areas. Amend the
approved site plan of Conditional Use Z79-42 for on premise
consumption of alcoholic beverages (beer, wine and mixed drinks)

The area of the Conditional Use request is part of the DEW Airport
property. The tract was zoned. R-1, single family prior to 1984 with
a Conditional Use for Braniff Place approved in 1979, which allowed
on -premise consumption of alcoholic beverages (beer, wine, and mixed
drinks). In 1984, the property was zoned DFW International Airport
District by the City wide rezoning of Grapevine. When the City
rezoned the DFW Airport, all. existing Conditional Use zoning
remained valid as long as the property was developed in accordance
to the approved Conditional Use. The tract was rezoned to GU,
Governmental Use by Zoning Case Z89-11, December 5, 1989.

The subject tract is located within Noise Zone B - Zone of Middle
Effect of the "Airport Sound Exposure Dallas/Fort Worth Regional
Airport Environs" map. According to the land use guidelines,
activities where uninterrupted communication is essential should
consider sound exposure in design. Generally, residential
development is not considered a suitable use although multifamily
developments where sound control features have been incorporated in
building design might be considered. Open-air activities and
outdoor living must consider aircraft sound. The construction of
auditoriums, schools, churches, hospitals, and theatres and like
activities should be avoided within this zone where possible. The
following types of uses may be considered only if sound treatment is
included in building design: Multi family apartments, dormitories,
group quarters, orphanages, retirement homes, etc.; transient
lodging e.g. motels and hotels; office buildings, personal business
and professional services; retail commercial, movie theatres,
restaurants; and noise -sensitive types of manufacturing and
conmunications uses.
UTILITIES: All utilities are located within the Dallas/Fort
International Airport property
STREETS AND DRIVEWAYS: Not applicable
The Master Plan Designates the property as Governmental Use. The
requested conditional use does not conflict with the Master Plan.

ADDITIONAL COMMENTS:
On December 5, 1989 amendments were adopted to the Zoning Ordinance
which require conditional uses to delineate adverse impacts,

benefits and consistency with approved plans. The site plan
requirements call for copies of the environmental assessments and
impact statements, a description of the present use, assessed value,
actual land value, and feasibility costs etc. These requirements
may be waived if the applicant petitions the Council on the basis
that (1) full compliance with the application requirements would be
unreasonably burdensome or (2) the proposed building, structure,
uses, development or activity will not have a substantial impact on
adjacent and surrounding areas. Staff is recommending a waiver be
granted for Conditional Use Request 89-16. The request filed by
Hospitality Services in Staff's opinion will not create any
environmental impact on existing or future development of Grapevine.

I would like to request a waiver of Hospitality Services,
Inc. and GTE Directories having to meet the requirements of
Grapevine Zoning Ordinance 82-73, section 47.E.2 for
Conditional Use Application 89-16, Hospitality Services, Inc.
at GTE Place, DFW Airport.
We feel that we do not need to meet the requirements of
section 47.E.2 because we are only updating an existing site
plan, our facilities are already in place and our alcoholic
beverage request does not pose a substantial impact to the
surrounding environment at DFW Airport. We request that a
waiver be granted in accordance with section 47.F.2.
