The tract was zoned. R-1, single family prior to 1984 with a Conditional Use for Braniff Place approved in 1979, which allowed on -premise consumption of alcoholic beverages (beer, wine, and mixed drinks). In 1984, the property was zoned DFW International Airport District by the City wide rezoning of Grapevine. When the City rezoned the DFW Airport, all. existing Conditional Use zoning remained valid as long as the property was developed in accordance to the approved Conditional Use. According to the land use guidelines, activities where uninterrupted communication is essential should consider sound exposure in design. Generally, residential development is not considered a suitable use although multifamily developments where sound control features have been incorporated in building design might be considered. Open-air activities and outdoor living must consider aircraft sound. The construction of auditoriums, schools, churches, hospitals, and theatres and like activities should be avoided within this zone where possible. The following types of uses may be considered only if sound treatment is included in building design: Multi family apartments, dormitories, group quarters, orphanages, retirement homes, etc.; transient lodging e.g. motels and hotels; office buildings, personal business and professional services; retail commercial, movie theatres, restaurants; and noise -sensitive types of manufacturing and conmunications uses. The site plan requirements call for copies of the environmental assessments and impact statements, a description of the present use, assessed value, actual land value, and feasibility costs etc. These requirements may be waived if the applicant petitions the Council on the basis that (1) full compliance with the application requirements would be unreasonably burdensome or (2) the proposed building, structure, uses, development or activity will not have a substantial impact on adjacent and surrounding areas. Staff is recommending a waiver be granted for Conditional Use Request 89-16. We feel that we do not need to meet the requirements of section 47.E.2 because we are only updating an existing site plan, our facilities are already in place and our alcoholic beverage request does not pose a substantial impact to the surrounding environment at DFW Airport.
