ORDINANCE NO. 69-9
AN ORDINANCE AMENDING TITLE 9� CHAPTER 2,
SECTION 50 OF THE CITY CODE OF THE CITY OF
GR.APEVINE� TEXAS SO AS TO PROHIBIT SPILLAGE
OF MATERIALS FROM VEHICLES; PROVIDING FOR A
SAVINGS CLAUSE; AND PROVIDING FOR AN EMERGENCY.
WHEREAS, a large amount of spillage caused by vehicles
loaded with sundry materials occurs weekly on the public
streets of the city of Grapevine; and
WHEREAS, said spillage creates traffic hazards and affect
the general welfare and safety of the citizens of the city
of Grapevine and the general public; and
WHEREAS, the City Council has found that such spillage must
be prevented in order to protect the safety and general welfare
of the citizens of Grapevine; Now, Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE:
Section 1
THAT Title 9, Chapter l, Section 50 of the City Code of the
City of Grapevine, Texas is hereby amended to read as follows:
9-1-50: It shall be unlawful for any person to drive or
operate a vehicle loaded with any material including, but not
limited to wood, gravel, sand, brick, paper, rubbish or liquid
upon or along any public street in the city, unless such
materials is loaded and secured in a manner as to prevent the
load or any part thereof from falling or blowing from said
vehicle.
Section 2
THAT any person or persons who violate any provision of this
ordinance shall be deemed guilty of a misdemeanor and, upon

conviction, shall be punished by a fine of not more than 1�n�o
Hundred ($200.00) Dollars.

Section 3
If any section, paragraph, subdivisian , clause, phase
or provision of this ordinan ce shall be invalid or un-
constitutional, the same shall not affect the validity of
this ordinance as a whole or any part of the provisions
thereof though the p arts so decided to be invalid or un-
constitutional.
Section 4
The fact that the spillage is occurring on public streets
within the City of Grapevine, causing a danger and a hazard
affecting the general welfare of the citizens of the City
of Grapevine, creates an urgency and an emergency in the
preservation of the public peace, comfort and general welfare
and a public necessity that the rule requiring this ordinance
� to be read on two several occasions be and the same is hereby
� waived and this ordinance shall now be placed on second and
final reading of its passage, and shall be in full force and
effect from and after its passage and approval and the date
of publication.
